About this file
This is Amendment 0005 to Solicitation 36C26026R0080 for Project 687-24-101, Demo Regrade Connecting Corridor, issued by the NCO 20 Network Contracting Office at Vancouver, WA on August 26, 2026. The amendment adds clarification regarding Toxicity Characteristic Leaching Procedure (TCLP) analysis requirements for lead-based paint (LBP) debris handling and disposal.
The VA Response clarifies that offerors must include TCLP analysis/sampling in their proposals using representative samples that include substrate material (wood) attached to the sampled material. Offerors shall base their proposals on disposal of material at a standard landfill, subject to TCLP analytical results. Should TCLP results indicate that material requires disposal at a facility other than a standard landfill, the Government will address any resulting additional disposal requirements and associated costs through a contract modification. The amendment references Attachment 21 (Hazmat Survey Report) and Attachment 22 (Lead Based Paint Survey 07-2006) as supporting documentation. Contractors or offerors are required to acknowledge receipt of this amendment prior to the hour and date specified in the solicitation.

RFI Question:
RFI 10 response states that a TCLP was completed and is included in the provided reports. After searching, the TCLP is not included. LBP survey states on page 4 that it was not provided. Please confirm that offerors should include performing the TCLP upon award. Please confirm that if LBP debris fails testing, the VA will issue a contract modification for the additional cost of handling and disposing of the hazardous waste to a permitted facility.
VA Response:
Offerors shall include TCLP analysis/sampling in their proposals. TCLP sampling shall be performed using representative samples that include the substrate material (wood) attached to the sampled material.
Offerors shall base their proposals on disposal of the material at a standard landfill, subject to
TCLP analytical results. If TCLP results indicate that the material requires disposal at a facility other than a standard landfill, any resulting additional disposal requirements and associated costs will be addressed by the Government through a contract modification.
