The Key Personnel proposed for this factor will be binding to the Offeror selected for award.

Any changes to Key Personnel after contract award must be approved in writing by the Contracting Officer.

Factor 3 – Past Performance

Past performance is an indicator of an Offeror’s ability to perform the contract successfully.

The recency and relevance of the information, source of the information, context of the data, and general trends in Offeror’s performance shall be considered. The Government will evaluate the Offeror’s experience in relation to demolition projects that are at a minimum similar in complexity and comparable size to the requirements of this project.

The Offeror shall submit a minimum of two (2) and maximum of five (5) demolition projects completed (or if not completed, at least 75% complete) within the past five (5) years, as of the issue date of this solicitation, that are similar in scope, magnitude, and technical complexity to this solicitation.

Offeror shall provide past performance information as follows:

• A narrative of the project that clearly describes the scope of work performed, and the relevancy to, the project requirements of this solicitation (i.e., unique features, area, construction methods, location, customer, etc.). The role of the Offeror or team member on the past project must be clear and related to that entity's roll under this requirement.

• For Federal Government projects with a CPARS Evaluation: provide the contract number, contract place of performance, and DUNS number. In the case of Indefinite Delivery type contracts, GSA contracts, and Blanket Purchase Agreements, include Task or Delivery Order Numbers.

OR

• For non-Federal Government projects, commercial projects, and Federal Government projects without a CPARS Evaluation, provide a Past Performance/Experience Questionnaire (PPQ) (see solicitation Attachment 8). The Offeror should complete Blocks 1 - 4 of the PPQ and send it to the non-Federal project client or commercial project client. The client should complete Blocks 5 - 8 along with the two-page questionnaire.

• If the Offeror is unable to obtain a completed PPQ from a client for a project before the proposal closing date, the Offeror should complete and submit, with the proposal, the first page of the PPQ, which will provide contract and client information. The Government may make reasonable attempts to contact the client noted for that project to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires.

• Alternatively, Offerors may submit a copy of the client’s signed PPQ for a completed contract or task order. In cases where the validity of the completed PPQ is questioned, the Government may contact the reference(s) for verification or additional information.

Veterans Affairs does not intend to create or maintain a database of PPQs submitted by Offerors. Therefore, it will be Offerors’ responsibilities to ensure their submission of PPQs in their proposals are relevant to the solicitation. Alternatively, Offerors may obtain an updated/new PPQ from their client(s) for submission as provided above.

• The Government may use data provided by Offerors in their proposals, and data obtained from other sources, including data in government files. The Government reserves the right to obtain past performance information from any source available and has the right to contact customers other than those listed by the Offeror to evaluate past performance. The Government reserves the right to verify statements the Offeror makes regarding its past performance to determine whether they are substantiated.

If an Offeror does not have any past performance, a neutral rating will be given for this evaluation factor.

Past performance evaluation results in an assessment of the Offeror’s probability of meeting the solicitation requirements. It considers each Offeror’s demonstrated record of relevant performance in supplying products and services that met the contract requirements. One

(1) performance confidence assessment rating is assigned for each Offeror after evaluating the Offeror’s recent past performance, focusing on performance that is relevant to the contract requirements. (see RFO 15.305).

There are three (3) aspects to the experience and past performance evaluation: recency, relevancy, and quality of performance which are combined to establish one (1) performance assessment for each Offeror. This evaluation focuses on how well the Offeror performed on the relevant projects submitted and past performance on other projects currently documented in known sources. More emphasis will be placed on the projects submitted.

RATING METHODOLOGY

The evaluation factors will be assessed as follows: Technical/Risk, Past Performance, and Key Personnel are of equal importance. When combined, these non-price factors are significantly more important than price.

Factor 1: Technical/Risk Rating

The Combined Technical/Risk rating reflects both the technical evaluation and the associated performance risk in a single, integrated rating. This rating considers risk alongside identified strengths, weaknesses, and deficiencies when determining the overall technical assessment.

Factor 2: Key Personnel Rating

The qualifications of the Offeror’s Key Personnel will be evaluated based on relevant certifications, education, and experience specific to this requirement. The most heavily weighted consideration will be the Offeror’s experience in the proposed role, particularly their demonstrated ability to perform all work described in the Statement of Work and its associated specifications and drawings.

Factor 3: Past Performance Rating

Past performance evaluation results in an assessment of the Offeror’s probability of meeting the solicitation requirements. It considers each Offeror’s demonstrated recent and relevant record of performance in supplying products and services that met the contract requirements. One (1) performance confidence assessment rating is assigned for each Offeror after evaluating the Offeror's recent past performance, focusing on performance that is relevant to the contract requirements. [See RFO 15.202(c)] There are two (2) aspects to the past performance evaluation:

• Relevancy of contractual work performed; and

• How well the contractual work was performed.

The first is to evaluate the Offeror’s past performance to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired through the source selection. The criteria to establish what is recent and relevant must be unique to each source selection and must be stated in the solicitation. In establishing what is relevant for the acquisition, consideration should be given to those aspects of an Offeror’s contract history that would give the greatest ability to measure whether the Offeror will satisfy the current procurement. Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming.

The criteria for “recency” and “relevancy” are as follows:

Recency –

Each past performance submission will be assessed either as recent or not recent. To be considered recent, projects provided must be completed or are at least 75% complete, within the past five (5) years, as of the issue date of the solicitation.

Relevancy –

Each past performance submission will be assessed either as relevant or not relevant. To be considered relevant, submitted projects must be 75% complete and comparable to the solicitation requirement in scope, complexity, size, and cost or price.

The proposal must demonstrate a clear and substantive relationship between the entity performing the work under this solicitation and the entity whose past performance is being submitted. If the Offeror relies on the past performance of an affiliate (including, but not limited to, a parent company, subsidiary, joint venture partner) or a proposed subcontractor, the proposal shall clearly describe the nature of the relationship and the extent of the affiliate or subcontractor participation in the performance of this contract in order to receive consideration.

Quality–

The final aspect of the past performance evaluation is to determine how well the Offeror performed on the contracts.

The Evaluation Team will review this past performance information and determine the quality and usefulness as it applies to performance confidence assessment.

Upon completion of the relevancy and performance confidence assessments, the evaluation team will assign a final past performance rating based on the combined results of both evaluations.

Factor 4 – Price

The contract awarded from this solicitation will be Firm-Fixed-Price construction. Price reasonableness analysis will be performed by the Government to determine that the proposal prices offered are complete, fair, and reasonable. Price reasonableness will be determined in accordance with RFO 15.202(d). Normally, competition establishes price reasonableness.

Comparison of the proposed prices is expected to satisfy the requirement to perform a price analysis, however, the Government may, if necessary, request and analyze the Offeror’s price breakdown to establish reasonableness of an otherwise successful Offeror’s price.

For purposes of award, the total evaluated price will include the total price noted in the cost/price schedule of the solicitation.

EVALUATION PROCESS AND FINAL SELECTION

The Government will review each timely proposal received to ensure it conforms to the solicitation requirements. The proposals that conform to the solicitation requirements will be evaluated, starting with Volume 1, Technical and Past Performance Proposal. Proposals that are not timely or do not conform to the solicitation requirements will not be evaluated nor considered for award.

Once evaluations are complete, the Source Selection Authority (SSA) will determine the Offeror’s proposal that is most beneficial to the Government, which may include awarding to a higher-priced proposal with a significantly higher-rated technical proposal in accordance with RFO Part 15.

The Government reserves the right to conduct negotiations if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly evaluated proposals.
