About this file
This is a Technical Questions and Answers document for Solicitation #36C26026R0080, Project #687-24-101, titled "Demo Regrade Connecting Corridor – Walla Walla." The document contains 56 government responses to contractor inquiries regarding a demolition and reconstruction project at a VA facility.
The project involves demolition of an existing corridor connecting multiple buildings (68, 69, 74, 75, 77, 78, 80, T-1, and T-2) with phased construction work that must accommodate ongoing facility operations. Key project requirements include: excavation and disposal of lead-contaminated soil (top 6 inches under the entire corridor), removal and relocation of mechanical equipment (two Mitsubishi heat pump units), installation of temporary generator and utilities with specific coordination windows outside business hours, security camera integration using MaxPro VMS R670 and NVR 6.7 software, fire protection system disconnections and testing, hazardous material surveys (asbestos and lead-based paint), and archaeological monitoring during excavation. The contractor must obtain NPDES permits and Stormfield Pollution Prevention Plans, achieve 75% recycled waste disposal (excluding hazardous materials), provide qualified personnel including a separate CQC System Manager and Site Superintendent, and complete restoration of historic architectural elements using custom fabrication. Construction phases may overlap with COR approval, with restrictions on Phase 3 work between June 19 and September 10 to prevent air quality concerns in occupied buildings. All temporary structures require engineer-stamped shop drawings, and the contractor is responsible for utility locates, final programming and commissioning of all systems touched or modified, and comprehensive gap sealing in wall partitions and exterior envelopes across all disciplines.

GOVERNMENT RESPONSES PROJECT TITLE: Demo Regrade Connecting Corridor – Walla Walla
RFI
CONTRACTOR QUESTION VA RESPONSE
1 Is this Generator being demolished or is this being added? If so, could you provide me a list of acceptable Generator manufacturers?
This generator is not being demolished or added, it is existing on site. However, please reference note 10 on Sheet EP101 for the need of a temporary generator. Please reference specification section 01 00 00 pg. 15 that describes the acceptable specifications for temporary electrical equipment.
2 Can the Government clarify whether any utility outages are anticipated during construction, and whether there are preferred outage windows or operational restrictions?
Minor electric and fire sprinkler utility outages are anticipated. Electrical cutovers shall be planned outside business hours.
3 Can the Government clarify whether the hazardous material surveys included in the solicitation represent the full extent of known asbestos and lead containing materials within the project area?
Yes
4 Can the Government clarify expectations regarding archaeological monitoring during excavation activities and whether monitoring services are anticipated to be contractor provided?
Contractor is to provide archaeological monitoring during excavation activities.
5 Are there any areas on campus identified for contractor staging, material storage, or temporary facilities?
Refer to amended contract drawings. See GC101. Field office location has changed due to changed campus master plan.
6 Can the Government clarify anticipated work hour restrictions for demolition, utility relocation, and other potentially disruptive activities?
Refer to specification section 01 57 19. 1.5. F (Noise management plan) and drawing sheet G-003 (Noise control and phasing plan)
7 Can the Government confirm whether any geotechnical information is available for bidder review?
See attached geotechnical reports in amendment.
CONTRACTOR QUESTION VA RESPONSE
8 Can the Government provide clarification regarding integration requirements for the new security cameras referenced in the contract documents?
The contractor shall integrate the new cameras into the existing system with the following software versions:
MaxPro VMS R670
Client Update History R670 Major Release 6.70.0.687

MaxPro NVR 6.7
Client Update History MaxPro NVR Patch 6.7.1.690
Server Update History MaxPro NVR Major 6.7.0.687 MaxPro NVR Patch 6.7.1.690
9 Can the Government clarify whether final programming and commissioning of security and fire alarm systems will be performed by the contractor or VA personnel?
The contractor is responsible for all programming, testing, validation, and other tasks as needed to fully update all systems touched or modified under this contract.
Contractor to demonstrate that new equipment functions and operates as intended.
10 Will a TCLP analysis of the waste stream be performed prior to bidding? A TCLP analysis has been completed in the provided report for all known lead-based paint. A TCLP would need to be performed after bidding for unforeseen materials that are encountered during construction of similarly characterized materials. Please see Atch 21 - 02 82 11.1 Hazmat Survey Report and Atch 22 - 02 83 33.13.1 Lead Based Paint Survey 07-2006.
11 Is the intention to attempt to remove the lead-containing paint prior to demolition? It is up to the contractor’s discretion for means and methods for practical hazardous waste disposal. Submit a detailed plan for disposal for approval by the COR of lead contaminated wastes generated by this work in accordance with all applicable Federal, State and Local regulations. See specification section 02 82 33.13.
12 Are we to assume that all painted materials are to be disposed of as hazardous materials since the Hazardous Materials Plan notes that all paint on the corridor is to be considered lead-based paint? If so, was this assumption considered when establishing the Waste Management Plan goal of 75% recycled waste?
It is assumed that all paint in the corridor is considered to be lead-based paint.
Materials containing hazardous materials are not considered recyclable. The contractor is to remove any materials containing hazardous waste from the 75% recycled waste calculations. The contractor is calculate the 75% recycled waste based off only materials that do not contain hazardous materials.
CONTRACTOR QUESTION VA RESPONSE
13 What are the requirements for subcontractor employees to obtain the appropriate badge?
Specifically, are there disqualifying background factors such as felony convictions or other restrictions?
14 What depth and quantity of soil identified as lead-containing is anticipated to require excavation and disposal?
The lead containing soil is flaked off lead-based paint. Excavate and dispose of the top 6” of soil under the entire corridor to 1’ outside of the roof driplines.
15 Is the intention to perform demolition work during night hours or to utilize noise controls?
What noise-control measures should bidders include in their pricing assumptions?
This is contained within the noise control plan which dictates when night work needs to occur. Refer to specification section 01 57 19. 1.5. F (Noise management plan) and drawing sheet G-003 (Noise control and phasing plan)
16 It is mentioned that the contractor must allow access to the main door and sections of the corridor during demolition operations. What access constraints or sequencing requirements should bidders carry in their estimates?
Temporary access points and sequencing are described on drawing sheet G-003.
17 Sidewalk is very close to the B74 generator pad. Is there enough area to fit a 6’ wide sidewalk through this area safely?
Yes. There is adequate space to incorporate a 6’ sidewalk. There is also an added safety railing installed around the corner of the generator pad.
18 Conduits from B78 generator emerging in pull box and transitioning to conduit hanging on corridor lack information about what to do on ED106 and EP105. The assumed replacement conduits are not identified on EP106 conduit schedule.
New drawings are added to power building 77 and temporary buildings.
19 There appears to be an elevation change between the sidewalk and B78. Is there a ramp or stairs shown on the plans for this change?
There is no need for an additional ramp or stairs to accommodate the difference in elevation. Per sheet C-404, the sidewalk “ramps” up at a slope of 1:12 to meet the existing elevation of the porch at building B78.
20 Are the four construction phases required to be performed strictly in sequence, with each phase substantially complete before the next begins, or may abatement, utility relocation, temporary-access work, and other activities overlap between phases with COR approval?
Please identify any required phase acceptance, turnover, or hold points.
REF: G-003; SOW 5
As shown on sheet G-003 the phases are to be performed in sequence, but the contractor is to develop a phasing plan based off their means and methods for construction of the project. The contractor may perform multiple phases at the same time, if approved by the COR, without affecting the operations on the facility.
CONTRACTOR QUESTION VA RESPONSE
21 Drawing G-003 identifies Building 75 as food-service operations; Building 78 as having a vacated first floor with VA Police in the lower level; Building 77 as condemned; and Buildings 68, 69, 74, and 80 as occupied. Please provide a complete building-by-building operational profile for Buildings 68, 69, 74, 75, 77, 78, 80, T-1, and T-2, including: primary function or service; occupancy type; normal operating days and hours; any 24-hour operations; peak-use or blackout periods; patient, resident, staff, or visitor presence; and the responsible facility point of contact. Identify which construction activities must occur at night or on weekends and provide the standard approved after-hours work windows for bidding purposes.

77,75,T-1 and T-2 – Vacant.
It is noted on G-003 when afterhours work maybe required. What afterhours work ultimately needs to be done will be deemed by the contractors means and methods on construction and construction equipment used and approved by the COR.
22 For each affected building, identify all critical operations and systems that must remain continuously available. Include, as applicable: food-service refrigeration and freezer loads; VA Police and security functions; inpatient, residential, clinical, laboratory, pharmacy, or emergency operations; medical oxygen, vacuum, or other medical-gas systems; normal and emergency electrical power; communications, data, paging, and security systems; fire alarm and fire suppression; HVAC; steam, heating hot water, condensate, domestic water, sanitary service, and other essential utilities. Confirm whether any utility within the corridor serves buildings or operations beyond the immediately adjacent facility and identify required contingency or temporary-service measures.
REF: G-001 General Note 14; G-003; SOW 2; PCRA Attachments 4-1
Reference RFI #21 and #2.
23 The Phase 3 narrative states that Phase 3 must not occur during summer months because machinery exhaust may enter window-mounted HVAC units, while Phasing Note 9 defines the restricted period as June 19 through September 10 and states that Phase 3 demolition shall not take place. Please confirm the controlling restriction, including whether it applies to all Phase 3 work or only demolition, combustion-engine equipment, and other exhaust-producing operations; which specific activities are permitted and prohibited during that period; whether electric equipment, temporary air-control measures, window closures, or other approved mitigation could permit work; whether the restriction recurs each calendar year; and how the restriction is to be incorporated into the 365-day performance period.
REF: G-003, Phase 3 Narrative and Phasing Note 9.
It is to limit air quality concerns that maybe distributed through the window units. This can include exhaust, dust & dirt, hazardous materials, etc… Contractor can submit a plan with mitigation measures to alleviate any potential air quality concerns for VA approval, which would enable work within that restricted timeframe.
CONTRACTOR QUESTION VA RESPONSE
24 Please provide the required dimensions, load criteria, accessibility requirements, exact location, installation timing, and removal timing for the temporary metal landing platform, steps, and safety railings. Confirm whether the contractor must provide a Washington licensed engineered and stamped temporary-works design.
REF: G-003, Temporary Access Notes
The temporary landing platform shall match the full width of the corridor so that its sides align with the corridor walls. The platform’s length shall be a minimum of 3 feet and a maximum of 5 feet, corresponding to the width of the steps. Height and number of steps shall be verified onsite, ensuring that step risers do not exceed 7 inches and treads depth not less than 11 inches. All steps shall have uniform riser and tread dimensions. Locations for temporary landings and steps are shown on sheet G-003. Timing for installation and removal of safety railings and temporary platforms shall align with the start and end dates of the corresponding phasing stage in which they are required. All temporary safety elements must remain in place for the full duration of the applicable phase and be removed promptly once that phase has concluded.
Shop drawings of the temporary landings and steps must be stamped by an engineer. Not required to be registered in Washington; registration in any state is acceptable.
25 The solicitation identifies one confined space within the project scope. Please identify its exact location, dimensions, access point, known contents or utilities, known atmospheric or physical hazards, and the work required within it. Please provide any existing confined space classification, prior entry records, or available hazard assessment.
REF: Solicitation, Pre-Bid Site Visit; PCRA Attachments
There are no permit required confined spaces on this project.
26 Please provide a building-to-building utility matrix for every corridor connection at Buildings 77, T-1, T-2, 78, 75, 69, 80, 68, and 74, as well as each continuous trunk segment between those connections. For each utility, identify the utility type, size and material, source, destination, upstream and downstream termination, active or abandoned status, buildings and operations served, criticality, isolation points, available as-builts or one-lines, and required disposition (remove, relocate, retain, cap, or provide temporary service). Include normal and emergency electrical power, fire alarm, communications/fiber/copper, paging, controls, fire suppression, steam, condensate, heating or chilled water, domestic water, sanitary or storm service, irrigation, fuel gas, and any medical oxygen, vacuum, or other medical-gas system. The plans do not appear to establish a definitive active-status and building-service breakdown for all corridor utilities. If the VA cannot provide complete details for any utility, corridor segment, or building connection, please identify each item that remains unconfirmed and explicitly state which utilities or segments the offeror must field verify. For each required field verification, identify the permitted verification method, required access or outage coordination, whether the verification is expected before award or after award, and the contractual bid basis and risk allocation for conditions that cannot be verified before proposal submission.
REF: G-001; V-101/V-401 through V-406; ED101/ED102; M/FD/FP Drawings; SOW 1-2
The Existing Conditions Drawings contain all of the existing information that VCI is familiar with. Contractor shall perform utility locates in areas of disturbance.
CONTRACTOR QUESTION VA RESPONSE
27 The drawings state that underground utilities have not been field verified and that additional unidentified active circuits may exist. Please clarify the required bid basis for utilities or circuits not shown in the contract documents. Will discovery, identification, relocation, temporary service, and repair of previously unknown active systems be treated as a differing site condition or contract change, or must offerors include an allowance in the base proposal?
REF: G-001 General Notes; Electrical Demolition Notes
Contractors are to perform utility locates in areas of disturbance.
28 Please provide, by building and utility, the allowable shutdown windows, maximum outage durations, minimum advance-notice periods, approval process, required temporary-service criteria, testing, and recommissioning requirements. Identify which outages must occur after hours and whether VA personnel must perform or directly supervise isolation, LOTO, valve operation, restoration, or startup. Specifically address continuity and risk allocation for Building 75 food-service refrigeration/freezers and potential food spoilage; any patient-care, 24-hour, VA Police, emergency-power, medical oxygen/medical-gas, fire-protection, communications, and security functions; and any temporary power, cooling, gas, water, communications, or fire-protection systems required before an outage may proceed.
REF: G-001 General Note 14; Spec. 01 00 00; M/ED/FD/FP Drawings; PCRA Attachments
Outage requests will be handled on a case-by-case basis. Facility has an outage request form that addresses most of these coordination activities. Contractor to do electrical isolations with LOTO. Reference RFI #2 and RFI #21.
29 Please clarify the mechanical scope for Unit-01 and Unit-02. The sheet is titled as a relocated-unit schedule, but the notes direct removal of the existing 18-ton McQuay unit and relocation of existing heat pumps, with Unit-02 identified as an assumed Mitsubishi model. Confirm: (a) whether Unit-01 is removal only, relocation, or replacement; (b) the exact number, manufacturer, model, capacity, and operating status of heat pumps to be relocated; (c) final equipment locations; and (d) required concrete pads, refrigerant piping, controls, electrical reconnection, startup, testing, and commissioning.

CONTRACTOR QUESTION VA RESPONSE
30 Please confirm the required fire-protection impairment sequence at Buildings 68 and 74, including allowable outage duration, temporary protection, fire-watch requirements, ILSM requirements, testing, inspection, and restoration. Confirm who is responsible for scheduling and issuing system impairments and whether existing dry systems and porch-attic protection must remain continuously operational except during approved outages.
REF: FD107; FD108; FP101; PCRA Attachments
It is anticipated that the disconnection from the rest of the building systems can be done fairly quickly. The temporary shutdown for the systems for the buildings will need to be coordinated with the COR per specifications. A temporary fire watch will need to be performed by the contractor during the shutdowns if the shutdown is longer than one work shift. Contractor shall submit a request for scheduling system impairments for approval by the COR. There is no additional testing required prior to putting the systems back online since it is just disconnecting the parts of the system that are being demolished. Validation that the systems are still functional after bringing them back on line is to be performed by the contractor.
31 Specification 02 82 11 states that asbestos quantities are based on an August 4, 2006 MCS survey and a June 12, 2025 TRC survey. Please provide the complete reports, including appendices, laboratory data, sample-location drawings, chain-of-custody documentation, material inventories, photographs, limitations, exclusions, and any subsequent addenda. Confirm whether these reports and HA101 cover the full demolition limits, all corridor connections, concealed spaces, piping and duct insulation, utility chases, roofing, below-grade materials, and soil that may be disturbed.
REF: HA101; Spec. 02 82 11, Paragraphs 1.1.B and 1.2; Spec. 02 83 33.13
The reports were mistakenly left out of the specifications. The reports are attached.
32 Please clarify whether the contractor must perform any additional pre-bid or post-award hazardous-material survey, destructive investigation, sampling, testing, or waste characterization for asbestos, lead, mercury, PCB-containing components, or contaminated soil. If required, define the scope, access, credentials, timing, quantities, reporting, and bid responsibility. Specification 02 82 11 requires the contractor to satisfy itself as to actual quantities and states that suspected RACM beyond the reports and drawings is to be identified and removed at no additional cost. Please reconcile that requirement with concealed or inaccessible conditions that could not be investigated before bid and confirm whether previously unidentified hazardous materials or quantities outside the documented survey limits will be handled as a contract change.
REF: HA101; Specs. 02 82 11 and 02 83 33.13; Hazardous-Materials Reports
The existing reports have been attached. If the contractor deems any additional testing will need to be performed, it will need to be included in the bid.
33 Please provide a definitive security-camera schedule identifying the required quantity, type, mounting location, pole assignment, field of view, and coverage objective for each Axis P3738-PLE panoramic camera and Axis Q1805-LE bullet camera. The material list identifies quantities as "as required," which does not establish a firm bid quantity.
REF: E-501 through E-505; E-504 Camera Material List; SOW 2.e
Keyed notes describe mounting location and design details for mounting. Schedule will be added describing field of view and coverage objective of each camera type. Quantities are to be established by the contractor.
34 Please define the division of responsibility for the complete video-surveillance system.
Confirm who furnishes and performs: PoE switches or midspans and backup power; fiber cable and terminations; patch panels, SFPs, network ports, IP addresses, VLAN configuration, licenses, server or storage capacity, VMS integration, camera programming, cybersecurity coordination, acceptance testing, commissioning, training, and final connection to the existing VA system. All areas shown as indicated on GC101 & G-001 will be available to the contractor.
Additionally, Reference RFI #5
38 Please define the acceptance criteria and review process for restoration of historic porches, facades, trim, siding, railings, flooring, gutters, masonry, and other components affected by corridor demolition. Confirm whether salvage and reuse are required, whether matching replacement materials must be custom fabricated, and whether any SHPO or other historic-preservation review or approval is required before fabrication or installation.
REF: AD101 General Notes; AD103; Architectural Details
The intent is to replicate the historic components in order to restore the porches to their original appearance as shown on the drawings and described in the specifications.
Custom fabrication of specific elements will be required, in accordance with the details provided on sheet A-502.
No additional SHPO or historic preservation review or approval will be required.
39 Please confirm that only two qualified individuals are required to manage this work on site; the Superintendent/QC and the SSHO.
The QC Manager cannot be dual hatted with the Project Superintendent. They are to be 2 separate positions. The QC manager may be dual hatted as the SSHO. Refer to
RFI #42.
40 Part 1.11.B of Section 01 35 26 requires monthly inspections by a CSP or CSHT. Will this be enforced or will inspections by the SSHO be sufficient?
The VA requires one inspection per phase.
41 Part 1.21 Historic Preservation of Section 01 00 00 requires the General Contractor to retain a qualified architectural monitor/historian for all ground disturbing activities. Please confirm that this qualified architectural monitor/historian must be present on site at all times during ground disturbing activities and not just periodically.
Contractor is to provide archaeological monitoring during excavation activities
CONTRACTOR QUESTION VA RESPONSE
42 On RFP Page 11, under Factor 2 – Key Personnel, it states that dual-hatting is permissible; however, the PM and Site Superintendent (SS) shall not be the same individual, and neither the CQC System Manager nor the SSHO may serve as the PM or SS. This implies that the CQC System Manager and SSHO may be the same person.
However, Specification Section 01 35 26 para 1.9/A states, “The Prime Contractor shall provide a minimum of one “Full-Time” SSHO at each project site, for each shift (with no other duties)…” Please clarify whether one person will be allowed to fulfil the roles of SSHO and CQC System Manager.
REF: RFP Page 11, Factor 2, Key Personnel; Specification Section 01 35 26 para 1.9/A
The CQC Systems Manager and the SSHO can be the same person but the SS and the CQC System manager may NOT be the same person.
43 On RFP Page 11, under Factor 2 – Key Personnel, it states that dual-hatting is permissible; however, the PM and Site Superintendent (SS) shall not be the same individual, and neither the CQC System Manager nor the SSHO may serve as the PM or SS. However, Specification Section 01 45 00 para 3.4/B.3 states, “The CQC System Manager is assigned as CQC System Manager but may have duties as project superintendent in addition to quality control.” Please clarify whether one person will be allowed to fulfill the roles of Site Superintendent and CQC System Manager.
REF: RFP Page 11, Factor 2, Key Personnel; Specification Section 01 45 00 para 3.4/B.3

44 Reference RFP Page 12, Key Personnel Qualification Matrix for Factor 2: This matrix indicates the CQC System Manager must have five years of construction experience and a bachelor’s degree or higher. Will the Government please consider personnel with ten
(10) years of construction experience on construction similar to the scope of this contract, in lieu of a bachelor’s degree?
Reference question 45 for answer.
45 The matrix indicates the CQC System Manager shall have five (5) years of relevant construction experience and a bachelor’s degree in engineering, architecture, or construction management. Please clarify whether the Government will accept equivalent experience and qualifications in lieu of the degree requirement, such as extensive CQC experience, current USACE CQM/CQCM certification, and successful performance on similar federal construction projects.
REF: RFP Page 12, Factor 2, Key Personnel Qualification Matrix
The government is willing to accept ten (10) years of CQC Systems Management experience with projects of similar scope OR five (5) years of experience with USACE/NAVFAC CQM-C certification OR the original qualifications on RFP page 12.
46 How is any required emergency egress lighting being provided for buildings 68 and 69 following the removal of emergency power?
New general note added on EP102 and EP103 regarding additional emergency lighting with battery backup.
47 The plan to refeed Building 69 with two 6” conduits does not appear to be constructible as shown. Numerous pipe and equipment obstructions including asbestos insulated steam lines create conflict. Could the existing two 4” electrical conduits from the switchgear to the outside be reused? It could be feasible to place a pull box on the wall and run underground from just outside the building. See photos. Can the work at this building be accomplished without an extended power outage?
This was not the design intent, we will be reusing interior conduits but replacing exterior conduits to underground then have a transition to interior, this will be shown on the drawings and reissued.
CONTRACTOR QUESTION VA RESPONSE
48 With the removal of generator power, are any adjustments needed to support elevators in 68 and 69 during a loss of power, such as emergency lighting or battery lowering system?
New general note added on EP102 and EP 103 regarding additional emergency lighting with battery backup and elevator battery lowering system.
49 Please provide instructions for the disconnect on the south side of the east wing of Building 69. It is not rated for outdoor use. See photo
Disconnect will be replaced with equally rated disconnect but with outdoor rating. See attached ED105 & EP602.
50 Ensure update to ED103 to remove note that B77 power is underground and unverified This note has been removed
51 Reference EL102. Do not install lights on building 75 Lights have been added to poles and not onto the buildings. See attached EL102.
52 Is the intent that power to Building 69 as shown on EP103 is installed prior to demolishing this section of the corridor? How would the contractor hand dig through this area?
Have updated the drawings to route path alongside existing corridor for installation, and it will be before demolition. See attached EP103.
53 Clarify ED104 keyed note 3. Is this for the McQuay unit or the heat pumps? What is being installed underground? Is power being extended to the location to the southwest? Unclear intent
Clarified on keyed note, it is the heat pump. See attached ED104.
54 On Sheet E-504, please clarify keyed note 2. What is a “fiber optic power conduit?” Is there an intended distance limit for running power and FO in the same conduit? Unclear where the pull boxes are to be installed in relation to the junction boxes
Clarified on keyed note, intent was for both cables to be in one conduit. See attached E-504.
55 Detail C7 on EP106 shows a 24” depth to bottom of electrical conduits. Specification 26 05 41.3.3.B.1 and .3.a taken together appear to require concrete encased ducts for this project at a depth greater than detailed. Please clarify installation requirements for duct banks
24” in the detail is at the top of the concrete to match the specification, drawings now reflect. See attached EP-106.
56 Is there a requirement for the contractor to patch, seal, plug, etc. any and all gaps in wall partitions and exterior envelopes created by this project?
Yes, that is the requirement for the project for all disciplines.
File details come from the government source that posted it. Updated .
