About this opportunity
The Department of Veterans Affairs Veterans Health Administration is soliciting general construction services for the renovation of the Dialysis Clinic at the Iowa City VA Health Care System under Solicitation Number 36C26326B0005. The project requires a contractor to provide all tools, materials, equipment, and labor necessary to complete a phased renovation involving preparation of a temporary dialysis clinic followed by renovation of approximately 5,000 square feet of the existing dialysis clinic. Key contract requirements include compliance with all applicable VA, Federal, State, and local codes, strict adherence to infection control protocols during construction, comprehensive safety and quality management plans, and coordination of multiple construction trades across specialized healthcare environments. The contract will be evaluated based on bid price and the contractor's ability to meet technical specifications, maintain the phased construction schedule without disrupting ongoing medical operations, and comply with Davis-Bacon Act prevailing wage requirements. Critical dates include the bid opening scheduled for 11:00 AM Central Time on Thursday, March 19, 2026, with the pre-bid site visit having occurred on January 5, 2026, and technical questions having been submitted during designated periods with responses provided in multiple rounds of Q&A documents.
This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under the Veterans First Contracting Program, with offerors required to be certified in the SBA database and comply with limitations on subcontracting that restrict payments to non-SDVOSB firms to no more than 50 percent of the contract value for general construction. The estimated project cost ranges from $5,000,000 to $10,000,000, with bidders required to provide performance and payment bonds and a bid guarantee of 20 percent of the bid price (not to exceed $3,000,000). The contract period of performance includes 10 calendar days for mobilization and 304 calendar days for total project completion, with a schedule objective of 318 days after Notice to Proceed for final completion and work hours generally scheduled from 7:00 AM to 4:30 PM Monday through Friday, excluding Federal Holidays. The project involves four amendments to the original solicitation extending the bid date and incorporating updated specifications, wage determinations, and pre-bid site visit responses. Performance of this construction project will take place at the Iowa City VA Health Care System located at 601 Highway 6 West, Iowa City, Iowa 52245.
