About this file

This document is a Single Source Justification form for a Simplified Acquisition Procedure (SAP) issued by the Department of Veterans Affairs. The procurement is for a Renovate Dialysis construction project at the Iowa City VA Health Care System (ICVAHCS), specifically focusing on control systems from Johnson Controls (JCI). The justification details the need to use JCI as the sole provider due to the proprietary nature of their Metasys systems, which are already extensively used throughout the facility and require unique, compatible hardware and software interfaces.

The document explains that using alternative manufacturers would cause critical system impairments, potential operational disruptions, and prohibitively expensive conversion costs. The project scope includes complete installation, programming, and licensing of building automation and control systems for a new space, with integration into existing systems in Building 1. The procurement is valued under the Simplified Acquisition Threshold of $250,000, and the contracting activity is the Veterans Health Administration (VHA), Network Contracting Office 23, with the project number 636A8-24-001. The justification was prepared by Contracting Officer Calvin L. Courtney and is effective as of 11/15/2024.

VHAPG Part 813.106 Simplified Acquisition Procedures Single Source Justification for SAP under the SAT

Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID# 36C263-26-AP-0384

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C263-26-AP-0384

1. Contracting Activity:

Veterans Health Administration (VHA), NCO 23 Contracting Office

Department of Veterans Affairs, VISN 23, VAMC Iowa City

Project #: 636A8-24-001 Const – Renovate Dialysis

2237 #: 636-26-2-8896-0001

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The use of a single source for the items listed below accommodates standardization of these items throughout the facility.

• Johnson Controls (JCI) for control systems

The controls system will be an extension of the existing JCI system. New sequences of operation and controls components will be added for new equipment. The existing central air handler will operate as is.

This procurement is for the Renovate Dialysis construction project at Iowa City VA Health Care System (ICVAHCS). The scope includes everything necessary to complete the Renovate Dialysis project that meets the requirements of the Department of Veterans Affairs. The specific work associated with Johnson Controls is to ensure all means to handle controls and controls systems are facilitated by Johnson Controls. This includes complete installation, programming and licensing of building automation and control systems for the new space. Integrate new control systems hardware with existing systems in Building 1.

This justification only covers the portion of the acquisition that is single source within the construction documents of this same acquisition. This project has a need for the use of the control systems provided by Johnson Controls. This system includes controllers, sensors, start/stop controls, monitoring devices, all required programming and system updates, and all other required components of the controls system that is compatible with the Metasys monitoring system.

The approximate value of the JCI Control System is .

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a single source justification in support of FAR 11.105, Items Peculiar to One Manufacturer.

JCI Metasys systems rely on proprietary software and hardware, and their components require a unique interface to connect with the building's main control system. Therefore, other manufacturers' equipment is not compatible. For facilities with existing Metasys systems, using JCI is necessary to maintain a standardized and interoperable network across the facility. Using non-proprietary parts or services can cause critical impairment to the entire system, leading to costly repairs and potential operational disruption. JCI is the OEM with proprietary, and sometimes FDA-approved, hardware and software required to properly maintain and repair the system. Agencies often require JCI for ongoing maintenance and future upgrades of the system, which includes a need for specific JCI technicians, parts, and services. Converting to a different system would be disruptive and prohibitively expensive, making it more cost-effective to continue with the brand that already has a full installation.

The equipment purchased and provided by Johnson Controls is currently used throughout the entire ICVAHCS facility as its means to handle controls and controls systems. With the current maintenance contract, Johnson Controls would have to be replaced if their equipment is not purchased and installed in this project as well as extra means to convert the new equipment to the current system. Also, their equipment meets the basis of design for the project’s needs.

4. Description of market research conducted and results or statement why it was not conducted:

The specified Johnson Controls is the only control system that is currently being used at the ICVAHCS. At this time, there are no known competing vendors whose products are fully compatible with the existing system being used at the ICVAHCS.

Market research was conducted prior to selecting this manufacturer as the facilities standard base, this justification is specific to JCI.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
