About this file

This document is a Brand Name Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Veterans Health Administration (VHA), Network Contracting Office 23, at the Iowa City VA Medical Center. The justification specifically covers the procurement of a Handicare C-Series Ceiling Mounted Patient Lift System for a dialysis clinic renovation project (Project #636A8-24-001). The brand-specific procurement is justified by the need for standardization across the facility, with the lift system requiring specific features including a 625 lbs. lifting capacity, electronic soft-start/stop motor control, emergency devices, safety protections, and fire-retardant materials.

The document details market research confirming that alternative patient lift brands are incompatible with the existing systems, which could create safety risks if different manufacturers' slings and lift motors were mixed. The justification argues that standardizing on one brand simplifies staff training, maintenance, inventory management, and reduces potential duplication costs. The procurement is for the VA's Network Contracting Office 23, with the Contracting Officer Calvin L. Courtney certifying the justification. The acquisition is valued under $250,000 and is set to be effective on 11/15/2024, with the specific Acquisition Plan Action ID of 36C263-26-AP-0384.

VHAPG Part 813.106 Simplified Acquisition Procedures Brand Name Justification for SAP under the SAT

Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID# 36C263-26-AP-0384

DEPARTMENT OF VETERANS AFFAIRS

Justification for Brand Name Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C263-26-AP-0384

1. Contracting Activity:

Veterans Health Administration (VHA), NCO 23 Contracting Office

Department of Veterans Affairs, VISN 23, VAMC Iowa City

Project #: 636A8-24-001 Const – Renovate Dialysis

2237 #: 636-26-2-8896-0001

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This justification is for other than full and open competition for the procurement of certain construction materials. The use of a particular brand name for the items listed below accommodate standardization of these items throughout the facility. The Dialysis Clinic requires the Handicare C-Series Ceiling Mounted Patient Lift System; the lift system must have the following features (not all inclusive):

• Lifting capacity: 625 lbs. (284 kg) for lifts

• Electronic soft-start and soft-stop motor control

• Emergency lowering device

• Emergency stopping device

• Current limiter for circuit protection in case of overload.

• Safety device that stops the motor to lift when batteries are low.

• Horizontal axis motor

• Emergency brake (in case of mechanical failure)

• Strap length

• Cab: VO plastic–fire retardant, UL 94

This justification only covers the portion of the acquisition that is name brand within the construction documents of this same acquisition. This project has a need for the use of the Handicare C-Series Ceiling Mounted Patient Lift System to provide, install and program all ceiling mounted patient lift system equipment and hardware from Handicare.

The approximate value of the Handicare Patient Lift System is .

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a brand name justification in support of FAR 11.105, Items Peculiar to One Manufacturer.

Different manufacturers' lifts require specific slings. The justification can argue that introducing a second system would create a significant safety risk due to the potential for staff to inadvertently mix different manufacturers' slings and lift motors, leading to equipment failure or patient injury. Standardizing on one brand simplifies staff training, maintenance, and inventory management for replacement parts (like batteries or specific carry bars) and slings. This reduces the logistical burden on the facility's laundry and sterile processing services. Procuring a different system would result in substantial and unnecessary duplication costs related to new equipment, installation, and training, which is a valid reason for limiting competition under the Federal Acquisition Regulation (FAR).

Iowa City VAMC has standardized Handicare C-series patient lift hardware for the facility.

This allows the facility to maintain uniform spare parts for the entire facility and ensures new systems are compatible with existing patient lift systems at the facility. Standardization of medical center’s patient lift system is an essential part of the overall facility patient lift system.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted to gauge the availability of other patient lift brands interoperability with the current Handicare installed in the rest of the medical center.

Research showed other brands are not compatible and, therefore, cannot be considered for this requirement. Approval of the items as brand name only is critical for the overall efficiency of the completed project and the entire Iowa City VAMC.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
