About this file
This document is a Brand Name Justification for Simplified Acquisition Procedures (SAP) from the Department of Veterans Affairs for the Veterans Health Administration (VHA), Network Contracting Office 23. The acquisition involves purchasing EST speakers for a fire alarm notification system as part of a dialysis renovation project at the Iowa City VA Medical Center (Project #636A8-24-001). The speakers must operate on 25 VRMS or 70.7 VRMS, with field-selectable output taps, and be either 4 or 8 inches in size, with mounting options for ceiling or wall installation.
The justification emphasizes the need for brand-specific EST speakers due to the existing facility infrastructure, which requires seamless integration with the current public address and fire alarm systems. Market research confirmed no competing vendors offer fully compatible products with the existing system. The contracting officer certified the purchase in accordance with Federal Acquisition Regulation (FAR) guidelines, with the acquisition action ID 36C263-26-AP-0384. The procurement is valued under the Simplified Acquisition Threshold of $250,000 and is specific to the Iowa City VA Medical Center's technological requirements.

0.5 to 2.0W and originally installed at the ½ watt tap. Speakers shall provide a minimum sound output of 80 dBA at 10 feet (3,000 mm) with the 1/2 watt tap.
• Frequency response shall be a minimum of 400 HZ to 4,000 HZ.
• Four inches (100 mm) or 8 inches (200 mm) cone type speakers ceiling mounted with white colored baffles in areas with suspended ceilings and wall mounted in areas without ceilings.

Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID# 36C263-26-AP-0384 the field can accommodate different wiring configurations and reduce power loss over long wire runs, potentially allowing for the use of existing or less expensive wiring (e.g., 18 AWG or 16 AWG vs. larger wire). The government facility has existing infrastructure from a specific manufacturer, standardizing new installations ensures interoperability, simplifies maintenance, and avoids the need for separate equipment and training for different systems.
EST speakers are part of facility-wide public address overhead paging system. Added speaker devices must seamlessly tie into facility’s existing speaker system. Harmonization of public address overhead paging speaker system across facility is essential to ensuring highest communication integrity through hardware reliability, parts availability and maintenance familiarity.
4. Description of market research conducted and results or statement why it was not conducted:
The equipment purchased and provided by EST is currently used throughout the entire Iowa City VA Medical Center facility. New components must be able to tie into an existing system, including the use of software. At this time, there are no competing vendors whose products are fully compatible with the existing system being used at the Iowa City VA Medical.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
