About this file
This document is a Brand Name Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) from the Department of Veterans Affairs. The justification is for the Iowa City VA Health Care System's procurement of a Genasys code green system for a dialysis renovation project (Project #636A8-24-001). The Genasys Protect system provides multi-channel communication, data-driven decision making, and proactive preparedness tools, and must align with VA handbooks, NIST, and FIPS guidelines. The procurement will be competed as a Service-Disabled Veteran-Owned Small-Business (SDVOSB) Set-Aside, with the specific justification centered on the need to maintain standardization with the existing proprietary Genasys system already installed in the facility.
The document, signed by Contracting Officer Calvin L. Courtney from Network Contracting Office 23, explains that Genasys was previously selected through a contract bidding process and is the standard code green system for the Iowa City VAMC. The system is proprietary, meaning non-Genasys components cannot be added, and source changes would be cost-prohibitive. The justification is prepared in accordance with the Competition in Contracting Act (CICA) and Federal Acquisition Regulation (FAR) 13.106-1, with an effective date of 11/15/2024 and Acquisition ID #36C263-26-AP-0384.
