About this opportunity
The National Park Service seeks construction of modular housing across three Yellowstone National Park locations (Mammoth, Canyon Village, and Northeast Entrance), with proposals due September 28, 2026, at 2:00 p.m. Mountain Time. This procurement is a Total Small Business Set-Aside under NAICS 236220 with a small business size standard of $45 million.
The work spans nine contract line items: site improvements and modular unit installation at Canyon Village (ten 2-bedroom units), Northeast Entrance (two 2-bedroom units), and Mammoth (four 3-bedroom units), totaling 16 units with ADA-compliant variants included at each location. Place of performance includes all three park areas in Wyoming and Montana. The contractor must obtain valid Wyoming and Montana contractor licenses and perform at least 20 percent of total work in-house. Performance period is 730 calendar days from Notice to Proceed, with liquidated damages of $1,796 per day for delays. The contract carries firm fixed-price terms with a bid guarantee of the lesser of 20 percent of bid price or $3 million.
Scope includes utility infrastructure (potable water, fire suppression, sanitary sewer, electrical, telecommunications), site grading, roadways, drainage, demolition, and associated improvements. Contractors must prepare and implement Stormwater Pollution Prevention Plans, submit traffic control plans stamped by licensed engineers or ATSSA-certified professionals, manage NPDES permitting, and coordinate with existing utility providers (Northwestern Energy, Flathead Electric, Century Link). Contractor camps are permitted only at Canyon Village at $485.74 per month; camping is prohibited at Mammoth and Northeast Entrance.
Distinctive environmental and operational requirements include protections for whitebark pine, Ute ladies'-tresses, grizzly bears, Canada lynx, yellow-billed cuckoos, wolverines, Suckley's cuckoo bumble bees, and monarch butterflies; archaeological and NAGPRA protocols; migratory bird nesting restrictions (March 1–August 15 for raptors, May 1–August 15 for songbirds); invasive species prevention; and strict bear safety protocols for waste and food storage. Work is limited to 8:00 a.m.–5:00 p.m., Monday through Friday, without written approval for other hours. Prevailing wage determinations apply (Wyoming WY20260041 for building, WY20260044 for civil work). Buy American construction materials requirements under FAR 52.225-11 apply. All work must comply with the 2021 International Building Code, ASCE/SEI 7-22, ACI 318-19, and NPS specifications.
Evaluation weighs technical approach, management approach, schedule, key personnel qualifications, and past performance as non-price factors approximately equally against price. Offerors must submit Project Experience Questionnaires, Past Performance Questionnaires, General References, and detailed construction schedules using Critical Path Method. Performance and payment bonds are required within 10 calendar days of award.
Amendment 4 (September 14) extended the deadline from September 17 and provided final Q&A responses addressing contractor licensing, permitting administration, scheduling flexibility, equipment requirements, workforce accommodations (10,000 gallons per day construction water provided free at Mammoth and Canyon hydrants; none at Northeast Entrance), and cut-and-fill balancing with excess material hauled outside the park at contractor expense. Contracting Officer is Vicki Freese-Supler; Contract Specialist is Jeanna Manseau (720-503-4666).
