About this opportunity
The Department of the Air Force Pacific Air Forces is seeking a contractor to demolish Buildings 1601 and 1407 on Wake Island in accordance with a comprehensive Statement of Work. The project requires complete removal of both structures including all contents, foundations, slabs, electrical systems, mechanical piping, storage tanks, asphalt, and concrete surfaces, with special attention to hazardous materials abatement and environmental regulations compliance. The contractor must complete the work within 365 days of Notice to Proceed and provide extensive documentation including an Integrated Master Schedule, Work Plan, Quality Control Plan, Safety Plan, and Demolition After Action Report. This procurement will be evaluated using Lowest Price Technically Acceptable (LPTA) criteria, requiring technical proposals that demonstrate past performance and detailed pricing breakdowns. The original proposal deadline of September 3, 2025 has been extended twice, with the current due date of September 12, 2025 at 10:00 AM AKDT, though questions were due by August 22, 2025 at 2:00 PM AKDT.
This solicitation is set aside 100% for 8(a) small businesses with a size standard of $19,000,000, and no incumbent contractors are identified in the documentation. The contract will be awarded on a firm fixed price basis with two line items: the base contract for demolishing Building 1601 and an option for demolishing Building 1407, totaling approximately 19,000 square feet of demolition with approximately 2,051 cubic yards of debris. Performance is expected between October 13, 2025 and October 12, 2026, contingent upon fund availability as the government has explicitly stated that no funds are currently available for this effort. The work will be performed on Wake Island, a remote Pacific location requiring complex logistics for personnel, equipment, and material transportation, with most demolition debris required to be removed from the island. Importantly, the government reserves the right to cancel this solicitation at any time before or after the closing date if funding does not become available.
