About this file
This is a Department of the Air Force memorandum establishing a Commercial Satellite Terminal Policy for the Pacific Air Forces (PACAF) Regional Support Center (PRSC) sites. The policy mandates strict coordination and approval processes for installing satellite terminals, focusing on reducing risks to mission, health, and government assets. Key requirements include submitting a Commercial Satellite Terminal Request Form to the 11 AF Spectrum Manager at least 90 days before installation, meeting specific installation guidelines, and obtaining written approval from the site detachment commander.
Detailed requirements include maintaining a minimum 15-foot distance from facilities, positioning terminals more than 1,000 feet from the flightline centerline, using a self-standing 4" x 4" wood post not exceeding 5 feet in height, and labeling terminals with point of contact information. The policy differentiates between long-term (over six months) and short-term (less than six months) installations, with different submission and mounting requirements. The PRSC reserves the right to suspend or rescind approval of satellite terminal operations, emphasizing a strict non-interference basis for equipment use.

MEMORANDUM FOR ALL PERSONNEL TRAVELING TO/STATIONED AT
PACAF REGIONAL SUPPORT CENTER SITES
FROM: PRSC/CC
10471 20th Street, Suite 265 Joint Base Elmendorf-Richardson AK 99506
SUBJECT: Commercial Satellite Terminal Policy
1. The increased rate of satellite terminal installations at PACAF Regional Support Center (PRSC) sites without prior coordination has raised concerns regarding communications equipment interference, personal safety, and property damage liability. My foremost priority is to ensure the safety of all personnel and safeguard against negative impacts to mission and property. This memorandum establishes the policy concerning use of commercial satellite terminal devices for all personnel traveling to or stationed at all sites under the authority of the PRSC Commander.
2. This policy reduces risk to mission, health, and government assets by reducing the number of commercial satellite terminal devices installed at the sites that can impair mission accomplishment. Site residents and mission partners are required to set up consolidated terminal installations, subject to approval by Spectrum Management and Civil Engineering representatives identified within this memorandum. This collaborative effort aims to provide internet access for the entire site while minimizing individual installations.
3. All satellite terminals at PRSC sites must be coordinated with the 11 AF Spectrum Manager in writing prior to installation. Requests must be submitted to 11 AF Spectrum Manager, 611ACOMS.SCX.SpectrumManagement@us.af.mil, at least 90 days before projected installation. Satellite terminal devices must meet the following requirements before operation:
a. Possess an approved Commercial Satellite Terminal Request Form (Attachment 1).
(1) Provide terminal user manuals and safety information.
(2) Visually inspect and perform operations check on equipment to mitigate safety concerns.
b. The radiation hazard stand-off distance for the device must be clearly marked for personal safety. Any incursion in the stand-off must be reported to the site detachment commander and site manager for safety report and medical follow-up IAW AFI 48-109.
c. Label terminal with point of contact information to include name, phone number, and email address.
4. The following procedures apply to long-term (greater than six-months) satellite terminals at PRSC sites:
a. Requestors must complete an Air Force Form 332, Work Request, and an AF 103 digging permit, with a sketch depicting the proposed location of the terminal and wiring entry into the facility. The form must be submitted to the 611th Civil Engineering Squadron (611 CES) customer service org box (611CES.CEOER.CustomerService@us.af.mil) for approval, prior to the installation. Installation must be inspected or approved by 611 CES upon completion. Requestor must coordinate in person or virtual inspection with 611 CES.
Note: The requestor may be required to have the terminal removed and/or reinstalled in the event the installation does not meet the approved inspection/location requirements.
Attachment 19
b. The installation location must be at least 15-feet from any facility. If the requested location does not allow for
15-feet or more, the satellite terminal will be placed as far from the facility as possible, but not attached to the facility. Note: A satellite terminal cannot be attached to the facility's siding, roof, fence, the storage shed, or any other fixed structure.
c. The installation location must be greater than 1,000-feet from the centerline of flightline.
d. The satellite terminal must be mounted on a self-standing, requestor provided 4" X 4" wood post or pole that does not exceed 5-feet in height.
e. The number of satellite terminals per facility will be determined on a case-by-case basis by 611 CES.
f. The requestor is responsible for removing the satellite terminal and the self-standing wood mounting post/pole prior to the removal inspection or approval by 611 CES. The grounds of the installation must be returned to the condition they were found in (topsoil/reseeded, if necessary) prior to removal inspection sign-off. After satisfactory removal, requestor must notify the 11 AF Spectrum Manager in writing.
5. The following procedures apply to short-term (less than six-months) satellite terminals at PRSC sites:
An AF 332 must be submitted to request building modification if cable entry into a facility is required for short-term installations. Short-term commercial satellite terminal devices will not be mounted to any real property. The requestor will secure the terminal using temporary methods (ex. using Original Equipment Manufacturer (OEM) stand or a pallet with sandbags).
6. Both short and long-term satellite terminals must be approved in writing by the site detachment commander prior to use. Requestors must attach the 11 AF Satellite Terminal Request and AF 332 (if applicable). Extension of satellite terminal use past the originally requested duration can be approved in writing by the site detachment commander with notification sent to the 11 AF Spectrum Manager NLT 30 days prior to original request expiration.
7. Any changes to satellite terminal installation to include but not limited to equipment location or point of contact must be reported in writing to the site detachment commander and 11 AF Spectrum Manager for approval.
8. The requestor accepts all liability and responsibility for any damages that may occur in the installation or removal process. Not all facilities are located in areas that will allow access to satellite service.
9. In the event of a network outage or at the direction of the PRSC Commander or designated representative due to mission requirements, satellite terminal device usage may be limited.
10. The PRSC reserves the right to suspend or rescind approval of satellite terminal operation. Approved equipment is to be operated on a strict non-interference basis and violations will result in rescinding approval.
11. Please direct all questions and exception requests pertaining to this matter to the 11 AF Spectrum Manager at DSN/COMM: (317/907) 552-0483 or email: 611ACOMS.SCX.SpectrumManagement@us.af.mil.
