About this file

This document is a consolidated Questions and Answers file for a Wake Island demolition project involving Buildings 1601 and 1407, solicited by the Department of the Air Force Pacific Air Forces. The project requires demolishing two buildings totaling approximately 19,000 square feet, with approximately 2,051 cubic yards of debris, and involves complex logistical challenges due to the remote island location. Key logistical considerations include transportation via rotator aircraft and annual supply barge, limited on-site facilities, use of Starlink for communications, and specific waste disposal requirements mandating most materials be transported off-island.

Critical contract details include a solicitation number FA521625R0016, proposal submission deadline of 03 September 2025, and proposal validity until 30 September 2025. Contractors must navigate unique site constraints such as no public internet, limited office/storage space, a medical clinic with basic capabilities, and specific fuel and equipment restrictions. Notably, funds are not currently available, and the government reserves the right to cancel the solicitation. Contractors must provide their own comprehensive demolition plan, coordinate utility disconnects, manage waste disposal, and ensure all equipment can operate on diesel or JP5 fuel.

Wake Island Demo Bldgs 1601 and 1407 All questions will be posted to SAM.gov after the due date of 22 AUG 25 at 12pm AKDT.

Question
Answer
Do you need a capability statement?
Please see tech evaluation factor 3
Can get a copy of the plans for the demo?
Demo plans do not exist. Contractors are expected to formulate their own demo plan.

Are we approved to reach out directly to the BOS Contractor for preliminary pricing/availability of equipment/etc or should all of these questions be directed to you only?

Please see base support letter for WIA.

For pricing purposes should we assume that this project would occur in 2026? If not please advise on what assumptions should be made.

Please see period of performance on SF1449.

Is there any contractor licensing required? If so please provide details.
No further licensing is required beyond that which would be needed for an equivalent job stateside. US regulations apply.
Is there any workforce certification required?
No further licensing is certification beyond that which would be needed for an equivalent job stateside. US regulations apply.
Please confirm we can assume use of Rotator Aircraft for the transport of workers to and from island based on the fee schedule for non-federal contractors shown in Attachment 12?
Yes, the rotator is used to transport workers to and from the island. As noted in the SOW the Base Support Letter (BSL) is subject to change every FY. Non-Federal Contractor ticket cost is the appropriate ticket fee.
Please confirm if we can assume use of “Annual Supply Barge” for mobilization and demobilization activities? If so, what is cost and space/weight restrictions?
The resupply barge is available on a space-available basis. The government cannot predict future availability.
Can we assume use of “Cargo Flights” per attachment 12 for sending tools/equipment to the island?
Please advise what maximum size/weight restrictions are for this? Heavy

equipment cannot be shipped as cargo. Hand/surveying/power tools etc could be practically shipped, though it would not be advisable for mob/demob.

Should we assume independent 3rd party air/water freight to mobilize/demobilize all equipment?
Most contractors book a barge for their projects
Please confirm if we can assume use of on-site facilities for general office space and tool/equipment storage?
No office space is available. Equipment storage/laydown yard locations are available but needs to be coordinated with the government.
Please confirm that we can assume use of on-site lodging/meals at the specified rate within Attachment 12 of $185/person/day.
Refer to the attached BSL for the most current lodging info.
Attachment 12 states that equipment/vehicles may be available to hire thru BOS Contractor. Is there a list of equipment/vehicles and associated costs available?
This is referencing a BOS Contractor -3rd party agreement. As noted in the BSL 6.a, The PRSC does not involve 3rd party agreements. Recommend contacting the BOS Contractor for the most accurate information.
Please confirm if we will be required to provide satellite/remote communication systems in order to conduct work updates, worker communication, and weekly meetings?
The island does not have “public” internet. Contractor should expect to use a “Starlink” type device for connectivity. Contractor shall follow the PRSC Satellite Terminal Policy and complete the attached request before using a “starlink” type device.
Is there any on-site first-aid/medical staff available?
There is a staffed medical clinic on island. Major medical issues cannot be treated at the clinic.
Do you have pricing and availability for diesel/JP5 on-site? Any limitations to quantity/day usage?
Per section 7 of the BSL contact 611ASUS.POL.1@us.af.mil for this information
Concrete (Clean) – Please confirm if concrete is free of chemical and rebar contamination that it can remain on-site and staged at ‘Pond’ area.
Clean concrete as defined by the SOW is to be disposed in the “airfield pond” IAW the required coordination given in the SOW.
Concrete (Dirty) – please confirm that any concrete debris that is painted or contains rebar is required to be transported and disposed of “off island”.
Correct
C&D – Please confirm that all C&D debris is required to be transported and disposed off “off island”.
Correct other and the “clean” concrete mentioned above.
Asbestos – Please confirm that all asbestos materials that are abated shall be packaged/transported/disposed “off island”?
Correct
Universal Waste – Please confirm that all Universal Wastes must be packaged/transported/dispose of “off island”?
Confirmed. Refer to the BSL for hazwaste coordination.
Transport – Can we assume use of BOS freight flights or annual Supply barge for removal of any/all of the above off island? If so what cost/restrictions?
Removal of demolished items on the backhaul of the annual resupply barge is reasonable.
General – Please confirm any other details possible regarding what materials can remain on-island vs transported off island.
This is too vague to answer.
Please confirm if we are required to perform electrical service disconnects and make safes? Or this this already been performed by others?
The electrical service disconnect should be conducted and coordinated with the BOS contractor.
Please confirm if we are required to perform sewer disconnect/capping?
Sewer service disconnect should be conducted and coordinated with the BOS contractor. Capping is expected to be performed by the contractor.
Are there any tele/data disconnects required?
No records of tele/data exist. If discovered the contractor shall notify the government.
Are there any licensing requirements for contractor/individual performing these tasks?
Assume Alaska requirements or equivalent.
Are there any on-site contractors available to engage for these activities?
Unknown

Can the government please share the BOS contractors information?

Please Base Support letter for WIA.

Will the contractor be allotted space on the annual barges? If not it is assumed that separate barge costs will be assumed in all contractors’ bids
Separate barges for this effort are expected.
How much freight on 436L Flats will the military bring to the island if any?
Gov’t Project Manager has no information on this.
Please provide thickness of foundation and confirmation the foundations will have to be removed?
Foundations are to be removed. All known as built information is in SOW atch 2 & 3 (B1601 and B1407 Drawings respectively)

If the foundations will have to be backfilled is there suitable fill materials on island or is it on the contractor to barge in enough materials to complete the backfilling.

SOW 3.2.1 Task 4 “The Contractor shall fill all voids, depressions, or excavations resulting from demolition activities in accordance with required compaction regulations. Filled areas shall be graded to match the adjacent terrain, gravel/crushed rock, and compacted. No local fill source is on site. Proper drainage shall be achieved to avoid ponding in the area, not drain towards any other structures, and allow ditches and culverts to perform as designed.”

Is any item allowed to remain onsite from the demolition?

Clean concrete, as defined by the SOW, may be placed in the airfield pond IAW the SOW. Else per SOW 3.1.6.1; Demolished and surplus materials shall be removed from the installation at the Contractors expense.

If the contractor deemed cost effective would a crusher be allowed to be barged to the island to incorporate the crushed concrete fines into the backfill process?

Yes. Fines cannot go into the “airfield pond”

Will fuel be provided? If not will double stack dual wall cells be allowed to be brought onsite.

From the Base support letter section 7, “The only fuels readily available on WIA are diesel and JP5. DO NOT SHIP any equipment or vehicles that can’t operate on diesel/JP5 fuel. Diesel fuel or JP5 may be available for purchase on site. Current fuel price information can be requested from 611th ASUS Fuels Specialist via 611ASUS.POL.1@us.af.mil, will be billed bthe USAF, and is subject to change. Note: Diesel fuel available on site is Ultra Low Sulfur Diesel.”

Waste, will waste from the crews be disposed of on island or will it be disposed of off island at the responsibility of the contractor?

Gov’t assumes that “waste” in question means refuse or sewage. The island has a sewage system. Refuse is collected by the BOS contractor from lodging units.

Contractor is responsible for its own lodging, please confirm. Is this also the case with shower and hygiene facilities?

SOW 3.1.12 refer to Wake Island Base Support letter, (SOW atch 11), 6.b Billeting Resources; Meals and Lodging (with showers/restrooms) are available.

Will Fresh water and food be provided to contractors?
SOW 3.1.12 refer to Wake Island Base Support letter, (SOW atch 11), 6.b Billeting Resources; Meals and Lodging (with showers/restrooms) are available.

Are UTV’S allowed on island?

Yes, contractors should only plan for UTV that can operate on diesel or JP5. See BSL for more information.

Where would contractor lodging be staged on the island? Would we also need to provide our own power source?

Will containers brough onsite also need to be accompanied with hurricane blocks and will drilling into the grade for anchoring suffice?

Would we also need to provide our own power source? Power will be provided to lodging. SOW 3.1.12 refer to Wake Island Base Support letter, (SOW atch 11), 6.b Billeting Resources; Meals and Lodging (with showers/restrooms) are available. Hurricane blocks are not required.

Bldg 1601 shows 430 yards of debris and is 11k SQFT. 1407 is 8K SQFT and shows 1,621 Cubic Yards of debris? Is this accurate, can the government confirm that is accurate. The delta between yards is large
