About this file
This document is a comprehensive hazardous materials survey report for Building 1601 at Wake Island, a missile operations facility conducted in 2021. The building, constructed pre-1950 with a tower added in 1957, is described as significantly damaged and abandoned, with cast-in-place concrete exterior showing cracking and spalling. The survey identifies multiple hazardous materials, including asbestos in various components such as floor tiles, roofing, window caulk, and transite siding, with asbestos percentages ranging from trace amounts to 40% chrysotile. Additionally, lead-based paint was detected on multiple surfaces including walls, wire troughs, and steel supports, with lead concentrations varying from 178 to 3,420 mg/kg.
The report includes detailed documentation from multiple sampling years (2006, 2010, and 2021), with laboratory analyses from Call Analytical Laboratories and GEL Laboratories. Other potentially hazardous materials found include 28 fluorescent light bulbs, 15 ballasts, one mercury-containing thermostat, and two chillers. X-ray fluorescence (XRF) and polarized light microscopy (PLM) testing methods were used to identify and quantify these materials. The survey was conducted for the U.S. Army Engineer District, Alaska, with the primary goal of assessing environmental and health risks associated with the deteriorating missile operations building.

Facility: 1601 Condition: Significantly Damaged Missile Ops Building, Tower Utilization: Abandoned Size: 11,923 Square Feet Year Built: Lower Part: Pre‐1950 &
Tower: 1957
Construction: Exterior construction is cast‐in‐place concrete (CIP). CIP is cracking and spalling;
paint is chipping and flaking. The tower structure is condemned and unsafe. Roof on the tower portion is in very poor condition. The roof is missing on the mechanical room at the rear of the building. Major and minor leaks throughout. Missile Defense Agency offices on the first floor are the only part of the building in good condition. A map of the building location can be seen in Appendix 1.

Asbestos samples were not collected in 2021. Results from 2006 and 2010 are provided in Appendix 4.
Lead and PCB Paint Found in Building 1601
Lead based paint (LBP) or coatings were identified in the following:
Ceiling 800 Square Feet Wire Trough 50 Square Feet Steel Support 60 Linear Feet
The following table shows paint samples collected in 2021 and analyzed for lead, toxicity characteristic leaching procedure (TCLP) lead, and polychlorinated biphenyls (PCBs). Complete 2021 results are provided in Appendix 3.

One TCLP sample was collected from the representative waste stream and the result was below Resource Conservation and Recovery Act (RCRA) landfill limits. Toxicity characteristic for lead is defined in 40 CFR 261.24.
Overall, PCBs in paint do not appear to be an environmental concern. Paint on metal does not constitute a leachability hazard and therefore all metal materials with PCB amended paint can be readily landfilled in an EPA permitted landfill per 40 CFR 761.62(b). The highest concentration of total PCBs from the 2021 sampling event was 18.74 mg/kg (2021 Sample ID
W1601-001LP).
X-ray fluorescence (XRF) results from 2010 are provided in Appendix 4. XRF results showed lead-based paint (LBP) samples limited to painted metal (ceiling, wire trough, and steel support).

Data Summary:
All sample data provided in this report met the acceptance criteria specified in the analytical methods and procedures for initial calibration, continuing calibration, instrument controls and process controls where applicable, with the following exceptions.
Calibration Information
ICSA/ICSAB Statement For the ICP-MS analysis, the ICSA solution contains analyte concentrations which are verified trace impurities indigenous to the purchased standard.
Quality Control (QC) Information
Method Blank (MB) Statement The samples in this SDG contained analytes at concentrations more than ten times the amount present in the method blank, therefore the data was not adversely affected.
Sample Analyte Value
1204767790 (MB) Lead 348 * 10 > 1470
The samples in this SDG contained analytes at concentrations less than ten times the amount present in the method blank and due to the matrix of the samples in the batch and the QSM requirements, the analysis is being reported.
536299012 (W1645-003LP) and 536299018 (W1649-010LP)-ICP-MS.
MS/MSD Relative Percent Difference (RPD) Statement The RPD values between qualifying analyte results in the MS and MSD were not within the acceptance limits. Sample non-homogeneity and/or possible matrix interferences may be suspected.
Sample Analyte Value
1204767792MS and 1204767793MSD (W1509-008L) Lead RPD 25.8* (0%-20%)

Method SW-846 3050B is not a total digestion technique for most samples. It is a very strong acid digestion that will dissolve almost all elements that could become environmentally available. By design, elements bound in silicate structures are not normally dissolved by this procedure as they are not usually mobile in the environment.
Extraction Process Statement Less sample was used due to limited sample mass. Proportional amounts of sample and extraction fluid were used as prescribed by the method. 536299019 (W1649-012T).
Sample Dilutions Dilutions may be required for many reasons, including to minimize matrix interferences or to bring over range target analyte concentrations into the linear calibration range. Samples 536299005 (W1530-026L), 536299006 (W1530-027LP), 536299008 (W1601-001LP) and 536299017 (W1648-011LP)-ICP-MS were diluted to ensure that the analyte concentrations were within the linear calibration range of the instrument. The ICPMS solid samples in this SDG were diluted the standard two times. ICP-MS.

Preparation Information The extracted samples and associated matrix QC were prepared at a ten times or greater dilution factor to minimize potential interferences from leached or filtered extracts. ICP-MS.
Certification Statement
Where the analytical method has been performed under NELAP certification, the analysis has met all of the requirements of the NELAC standard unless otherwise noted in the analytical case narrative.
