Background

Computer-Aided Design and Drafting (CAD)

CAD technology has become the preferred method for the preparation, distribution, storage, and maintenance of architectural and engineering type drawings. With basic

CAD systems, three-dimensional or two-dimensional graphics are placed on various drawing layers that can be selectively displayed and edited.

Advanced CAD-based application packages assist in the performance of specialized design or analytical functions such as highway design, site design, architectural design, and survey/mapping. Some products store attribute data with existing graphic elements.

Others provide linkages between graphic elements and data in external files or external databases.

Because the nature of geospatial data, drawings (.dwg, dxf, .shp) and databases may be configured and delivered with various options (coordinate systems, projections, linear units, etc.), the customer (USAF) has established standard parameters for contract deliverables. The standards are compliant with the Federal Geographic Data Committee

(FGDC) and the Spatial Data Standard for Facilities, Infrastructure and Environment

Technical Contract Clauses for Computer-Aided Design and Drawings Deliverables 3

(SDSFIE). The SDSFIE versions and supporting documentation may be found at:

http://www.sdsfie.org/ .

Target Technologies and Spatial Data Deliverable Standards

Spatial Data:

Vector data (as-builts, design drawings, etc.), raster data, or any of the listed target technology deliverables’ should adhere to the following geospatial standards:

Deliverables will also include FGDC-compliant metadata containing spatial accuracy, survey methods, spatial reference information, point of contact, and attribute dictionaries.

File names should follow the SDSFIE current release naming conventions. For example, a building drawing would be named structure_existing_area, a centerline would be named road_centerline, and so forth. All delivered digital GIS and CAD data files shall also be submitted in strict compliance with the SDSFIE for integration into the target GIS software system (ESRI Geodatabase).

Coordinate System Standards:

All drawings must be georeferenced to a standard geographic coordinate system. If it is not possible to use the standard coordinate system, then each drawing should have at least two uniquely numbered reference points or tics that contain an x-y coordinate, preferably at the extents of the drawing. These should be points that can be geo-referenced to a known grid such as UTM, or State Plane coordinate system. Appendix C provides a list of US Air Force installations and their respective coordinate systems and zones.

The existing network of survey monuments at each PACAF installation shall be used to establish control for all drawings. Drawings must be based upon the established projection and coordinate system at each installation. Survey control monument coordinates are published, and maintained by the National Geodetic Survey (NGS), and are available at http://www.ngs.noaa.gov/cgi-bin/datasheet.prl .

Appendix B

Drawing Formats and Standards for Computer Aided Drafting and Design (CAD) Deliverables

1.0 Computer Aided Design (CAD) Drawing Formats and Standards

1.1 PACAF installations will use the A/E/C CAD Standard published by the CAD/GIS

Technology Center for Facilities, Infrastructure and Environment for all computer-aided drafting and design-generated “as-built” drawings. The standard is published at https://www.wbdg.org/ffc/army-coe/cad-bim-technology-center.

1.2 All drawings must be georeferenced to a standard geographic coordinate system. If it is not possible to use the standard coordinate system, then each drawing should have at least two uniquely numbered reference points or tics that contain an x-y coordinate, preferably at the extents of the drawing. These should be points that can be geo-referenced to a known grid such as UTM, or State Plane coordinate system (Appendix C).

1.3 The existing network of survey monuments at each PACAF installation shall be used to establish control for all drawings. Drawings must be based upon the established projection and coordinate system at each installation.

1.4 PACAF installations will use the United States National CAD Standard for guidelines on formats and standards for features inside buildings, vaults, or other structures. The standard is published at http://www.nationalcadstandard.org.

1.5 Contractor Guidelines for Formatting of Digital CAD Data for GIS use

1.5.1 All drawings submitted by the contractor shall adhere to the applicable Spatial Data

Standards for Facilities, Infrastructure, and Environment (SDSFIE) published at http://www.sdsfie.org .

1.5.2 Drawings should be created utilizing a “standard” geographic coordinate system.

If it is not possible to use the standard coordinate system(s), then each drawing should have at least two uniquely numbered reference points or tics that contain one x-y coordinate, preferably spread out around the drawing. These should be points that can be geo-referenced to a known grid such as UTM, or State Plane coordinate system.

1.5.3 Provide softcopy digital data in AutoCAD DWG format along with a layer list and comma delimited ASCII surface file containing x, y, and z coordinates.

1.5.4 Create all planimetric and topographic data using methods to support the topology required for map use in a geographic information system (GIS).

1.5.5 Always, use model space (not paper space) for features to be converted to GIS.

https://www.wbdg.org/ffc/army-coe/cad-bim-technology-center http://www.nationalcadstandard.org/ http://www.sdsfie.org/

1.5.6 Use the DXF format rather than the DWG format when creating AutoCAD export files for import directly into ArcInfo.

1.5.7 Whenever possible, assign descriptive layers names in AutoCAD (SDSFIE).

1.5.8 Similar features should be on the same layers, i.e. roads. However, if there are several types of roads, e.g. highways, dirt roads, etc., they should be put on different layers if they are not attributed by their type. Note: in AutoCAD, only blocks can contain attributes: therefore, lines, etc., must be separated by layer.

1.5.9 Avoid redundant layer information/entities between DWG files. Each DWG file created for GIS conversion or for direct use should contain layer information/entities.

1.5.10 In AutoCAD, assign colors “BY LAYER.”

1.5.11 Point features shall be digitized as points or blocks, not graticules, symbols, or icons with the block origin point as the location of the feature.

1.5.12 There will be no attribute information inside of the blocks, only the x, y, and z coordinate. All other textual information will be text on a specific layer.

1.5.13 Blocks should be used and all Blocks used or created will be submitted with all deliverables products.

1.5.14 Polylines shall be used to depict linear features.

1.5.15 Lines shall all be continuous. Lines should not be broken for text (e.g. contours ---

-350----) unless the missing segment is present on another layer, turned off for the output drawing, and turned on for the output DXF. Each line should be continuous within its own layer.

1.5.16 Contours should connect and “edge match” across drawings.

1.5.17 The hash marks on depression contours should be on a separate layer and turned off for the output DXF or use line style.

1.5.18 There shall be a node at the point of intersection for every line drawn except for road centerlines at the occurrence of an overpass.

1.5.19 Lines with elevation, such as contours, should be at the appropriate Z level in the

CAD drawing. Do not use 3D P-lines. Consider creating separate layers for text. If more than one polyline is used to represent a continuous feature then the connecting endpoints of these entities must precisely coincide. It is not acceptable if they only appear to do so on a paper plot. Undershoots and overshoots will be rejected.

1.5.20 There should be a node wherever there is the simultaneous occurrence of two lines

(e.g. 4 lines to make an X). Line features shall intersect if the features intersect (e.g.

pipelines may or may not intersect).

1.5.21 For vegetation areas, use continuous line styles and not a "fluffy", "circular", or

"looping" line style.

1.5.22 Do not use AutoCAD 3D entities.

1.5.23 Contour lines shall not intersect. Any contour data where contour lines intersect shall be rejected.

1.5.24 The hash marks on depression contours shall be a line style and not lines or polylines. Depression contours shall be digitized in a counter-clockwise method.

1.5.25 Contours shall connect and "edge match" across drawings.

1.5.26 Contours shall be at the appropriate Z level in the CAD drawing. Do not use 3-D

Polylines or use polyline that have multiple Z values.

1.5.27 Spot elevations will not have any attribute information inside of the blocks, only the x, y, and z coordinate.

1.5.28 Digital Terrain Model break lines shall be allowed the use of 3D Polylines.

1.5.29 It is preferable to use AutoCAD Polyline entities for polygons and lines.

1.5.30 Area features (polygons) must always close (e.g. no "C" shaped areas).

1.5.31 Driveways, roads, and parking lots should be designated by creating polylines to separate them. Driveways are considered any road that leads into a parking lot or access road.

1.5.32 If the “Area of Mapping Boundary” cuts any polygonal feature, that feature should be closed to create a polygon.

1.5.33 Put non-geographic features on separate layers (borders, logos, arrows, etc.).

1.5.34 The contractor shall create Metadata files for each dataset collected from different sources in accordance with the minimum Metadata reporting standards promulgated by the

Federal Geographic Data Committee http://www.fgdc.gov .

1.5.35 The contractor will insure that any and all products provided to PACAF have received careful and complete QA/QC.

1.5.36 PACAF will immediately return for remedial action (at the Contractor’s expense) any products that do not meet the specifications identified in the Scope of Work.

1.5.37 Any contour data where contour lines intersect shall be rejected.

1.5.38 If more than one polyline is used to represent a continuous feature then the connecting endpoints of these entities must precisely coincide. It is not acceptable if they only appear to do so on a paper plot. Undershoots and overshoots will be rejected.

1.5.39 Separate grids (Lat/Long and State Plane) shall be provided as separate files.
