About this file

This document is a comprehensive environmental sampling and testing report for Building 1407 at Elmendorf Air Force Base, conducted by XENCO Laboratories in March 2012. The report details a hazardous materials survey that included testing paint chips and concrete surfaces for lead, PCBs, and asbestos. Key findings include lead concentrations ranging from 16.8 mg/kg to 172,000 mg/kg in various paint samples, with some samples significantly exceeding regulatory limits. The survey also identified potentially hazardous materials such as 13 mercury vapor lamps, 13 ballasts for mercury vapor lamps, 8 fluorescent light bulbs, and 4 ballasts for fluorescent lights. Asbestos testing from 2008 and 2012 showed mostly negative results, with one 2008 sample indicating 6% chrysotile asbestos in a roofing material. The building, constructed in 1972, was noted to have significant structural deterioration, including concrete spalling, missing drip edges, and major roof leaks that pose safety hazards to personnel and equipment.

Asbestos Found in Building 1407 (estimated quantities)

Expansion Joints: 90 Square Feet

The one sample of roofing that was positive for asbestos containing material was re-sampled in the same area and additional areas around the false positive. Resampled results came back negative.

Asbestos samples were not collected in 2021. Results from 2008 and 2012 are provided in Appendix 4.

Lead and PCB Paint Found in Building 1407

Lead based paint or coatings were identified in the following:

Paint on Concrete Columns 400 Square Feet Floor Stripping 130 Square Feet

The following Table shows paint samples collected in 2021 and analyzed for lead, toxicity characteristic leaching procedure (TCLP) lead, and polychlorinated biphenyls (PCBs). Complete 2021 results are provided in Appendix 3.

Sample # Location Lead

ND - Non-Detect NA - Not Analyzed mg – milligrams kg - kilograms L – liter Highlighted cells exceed corresponding regulatory value

One TCLP sample was collected from the red jacket beam paint and results were not detected above the regulatory limit of 5 milligrams per liter. Toxicity characteristic for lead is defined in

40 CFR 261.24.

Overall, PCBs in paint do not appear to be an environmental concern. Paint on metal does not constitute a leachability hazard and therefore all metal materials with PCB amended paint can be readily landfilled in an EPA permitted landfill per 40 CFR 761.62(b). PCBs were not detected in paint samples collected in 2021.

The yellow paint on pillars and floor stripping needs to be removed so the concrete can be recycled.

Paint results from 2012 are provided in Appendix 4.

Other Potentially Hazardous Materials found in Building 1407 (estimated quantities)

Data Summary:

All sample data provided in this report met the acceptance criteria specified in the analytical methods and procedures for initial calibration, continuing calibration, instrument controls and process controls where applicable, with the following exceptions.

Calibration Information

ICSA/ICSAB Statement For the ICP-MS analysis, the ICSA solution contains analyte concentrations which are verified trace impurities indigenous to the purchased standard.

Quality Control (QC) Information

MS/MSD Relative Percent Difference (RPD) Statement The RPD values between qualifying analyte results in the MS and MSD were not within the acceptance limits. Sample non-homogeneity and/or possible matrix interferences may be suspected.

Sample Analyte Value

1204764233MS and 1204764234MSD (W1306-002LP) Lead RPD 20.1* (0%-20%)

Technical Information

Preparation/Analytical Method Verification Method SW-846 3050B is not a total digestion technique for most samples. It is a very strong acid digestion that will dissolve almost all elements that could become environmentally available. By design, elements bound in silicate structures are not normally dissolved by this procedure as they are not usually mobile in the environment.

Sample Dilutions Dilutions may be required for many reasons, including to minimize matrix interferences or to bring over range target analyte concentrations into the linear calibration range. Samples 536296001 (W1306-002LP), 536296002 (W1306-003LP), 536296003 (W1306-004LP), 536296005 (W1306-006LP), 536296006 (W1306-009LP), 536296007

Flagging Criteria

X In our quality control review of the data a QC deficiency was observed and flagged as noted. MS/MSD recoveries were found to be outside of the laboratory control limits due to possible matrix /chemical interference, or a concentration of target analyte high enough to affect the recovery of the spike concentration. This condition could also affect the relative percent difference in the MS/MSD.

B A target analyte or common laboratory contaminant was identified in the method blank. Its presence indicates possible field or laboratory contamination.

D The sample(s) were diluted due to targets detected over the highest point of the calibration curve, or due to matrix interference.

Dilution factors are included in the final results. The result is from a diluted sample.

E The data exceeds the upper calibration limit; therefore, the concentration is reported as estimated.

F RPD exceeded lab control limits.

J The target analyte was positively identified below the quantiation limit and above the detection limit.

U Analyte was not detected.

L The LCS data for this analytical batch was reported below the laboratory control limits for this analyte. The department supervisor and QA Director reviewed data. The samples were either reanalyzed or flagged as estimated concentrations.

H The LCS data for this analytical batch was reported above the laboratory control limits. Supporting QC Data were reviewed by the Department Supervisor and QA Director. Data were determined to be valid for reporting.

K Sample analyzed outside of recommended hold time.

JN A combination of the "N" and the "J" qualifier. The analysis indicates that the analyte is "tentatively identified" and the associated numerical value may not be consistent with the amount actually present in the environmental sample.

* Surrogate recovered outside laboratory control limit.
