About this file

This document is a consolidated questions and answers file for the Wake Island Restore B1120 federal contract opportunity. The solicitation, issued by the Department of the Air Force Pacific Air Forces, seeks a contractor to restore Building 1120 on Wake Island, involving utility systems restoration, shop drawing submissions, and construction in an austere environment. Key details include a 20-page proposal submission limit, anticipated utility system work including plumbing and electrical, and unique project challenges such as remote location, supply chain limitations, unexploded ordinance risks, and limited infrastructure.

Critical procurement dates include a question submission deadline of 25 August 2025 at 2 PM AKDT, with answers to be posted on SAM.gov, and proposal submissions due on 03 September 2025 at 10:00 AM AKDT. Contractors are expected to provide shop drawings for newly installed utilities, potentially without requiring fully engineered stamped plans. The project involves significant site-specific complexities, including limited access, strict mobilization constraints, and extended material procurement timelines (4-8 months). Potential bidders have raised questions about design-build requirements, past performance evaluation criteria, accommodation arrangements, and the feasibility of the proposed 12-month construction period.

WAKE Restore B1120 All questions will be posted to SAM.gov after the due date of 25 AUG 25 at 2pm AKDT.

Question
Answer

Does the 20 pages include the SAM.gov printout and reps and certs along with the typical covers/TOC/Tabs? SAM.gov and Reps and certs are 7 pages combined.

The 20 pages was thinking printed/scanned pages front & back…so really 40. We will post this clarification to the solicitation along with other Q&A’s that come in.

The call outs above for “Plans” indicate that the USAF is looking for the contractor to design the plumbing and electrical systems for the B1120 restoration. Nowhere in the SOW or Solicitation does it mention that this project is a “Design Build Project”. If the intent of the USAF is to have engineered designed and stamped drawings for the restoration work, this clearly need to be stated in the RFP.

If the intent of the USAF is to not have the contractor to provide engineered Plans as submittals, please clarify at what level of detail does these plans need to be, and in what format will then need to be submitted.

If it is the intent of the USAF to receive engineered Plans as submittals, will the USAF issue an addendum to all bidders stating bidders are to include costs for design of the mechanical and electrical systems in the RFP pricing.

B1120 is gutted. There is no functional water, electrical, HVAC, or other utilities in B1120. Contractor is expected to submit “shop drawings” for the newly installed utilities. The drawings may or may not be stamped but the government needs drawings of the newly installed items.

Wake Island is a very unique environment in which to execute work. Factors such as distance, supply chain, austere enviroment, labor supply, man camps, unexploded ordinances (UXO) and munitions and explosives of concern (MEC), availability of items typically available on the mainland and other populated areas, and other environmental factors play a role in the risk associated with this project. Taking all these elements into consideration, we respectfully suggest consideration of revising the basis of award. The Basis for Contract Award and manner in which Offers will be evaluated appears lacking in depth and is not consistent or aligned with the DoD Source Selection Procedures required when using a Lowest Price Technically Acceptable Source Selection Process. The Offeror strongly recommends the Government Contracting Team consider using Attachment 2, DoD Source Selection Procedures and Appendix C, LPTA Source Selection Process, criteria in rewriting the Solicitation's Basis for Award. (Please see supporting PDF attachment)

Consistent with RFI #1 above, the Offer is requesting the appropriate Davis Bacon Act General Wage Decision be added to the Solicitation to reflect the construction aspect of the scope of work.

We are respectfully requesting an extension of at least 10 business days from receipt of the Government responses to questions which allows offerors reasonable time to update proposals based on responses and any additional conformance to RFP requirements thus supporting complete and accurate proposals which helps reduce risk and is in the best interest of the Government.

On page 37, 2b, of the RFP - Instructions, Conditions, & Notices to Offerors or Quoters, The Government states "Please provide a recent (5-year) example or reference of a requirement the offeror has successfully completed with the Federal Government" kindly confirm if projects that are 95% substantially complete or greater are acceptable? Requiring this threshold is in the best interest of the Government as it more accurately demonstrates an offeror's recent and relevant experience and past performance that is substantially complete, therefore decreasing risk of performance for the Government and ensuring fair competition across all offerors.

On page 39 a - Past Performance - Pass/Fail, the Government states "Pass Performance will be evaluated to determine that one example of fulfilling a requirement that is both recent & relevant to the Government or Commercial Marketplace". However, page 37, 2b - states...has successfully completed with the Federal Government." Please confirm that Commercial Marketplace Past Performance is acceptable and evaluated equally as noted in Evaluation Factors for Award of the RFP.

Please confirm if this project has Liquated Damages. The FAR Clauses Incorporated by Full text in the RFP does not have this item checked - [ ] (24) 52.219-16, Liquidated Damages-Subcontracting Plan (Sep 2021) (15 U.S.C. 637(d)(4)(F)(i)).

Please confirm the Bonding for this Solicitation as the RFP does not stipulate or define any Bonding requirements.

We are respectfully requesting an extension of at least 5 business days to the deadline for submitting questions to allow offerors reasonable time from the issuance of the solicitation to thoroughly review the specifications and develop questions which supports more accurate, complete proposals and reduces assumptions and increased contingencies that may otherwise contribute to overall increased project cost and risk.

The RFP appears to reference the design codes but do not specifically requires a Design scope of work to be provided by the contractor.

Q1. Please confirm if the intent of the RFP is a Design-Bid-Build (DBB).

Q2. Considering DBB, please provide other drawings available for reference. Attachment 9 only includes 1 sheet floor plan with limited information.

Third Party Contractors -Frequently groups of construction workers, consulting engineers, surveyors etc. visit the island. They are accommodated in the dormitories and dining facility in the same fashion as visiting airmen.

Q1: Please confirm that contractors personnel and laborers can be accommodated in the dormitories and dining facility?

Q2: Please provide the anticipated equitable cost sharing to be borne by the contractor (to include eating 3-meals) if other than the billeting charge of $185.00/day as noted in Attachment 10C.

The memorandum is dated 05 December 2023. Attachment please confirm if the schedule and rates shown here are still current until bid date.

Third-party contractors may rent equipment and vehicles from ASRCC on a non-interference basis..Please provide ASRCC assets and current rates or provide information on how to contact ASRCC.

All architectural and structural work shall conform to UFC 1- 200-01.

Q1: UFC 1-200-01 is a General Building Requirements that impact design and construction. Please confirm that SOW will generally focus on the construction requirements specified in section 3.2.2.1 to 3.2.2.14.

Q2: Please confirm that seismic and structural requirements to bring the building up to current code is not included in the contractors scope of work.

Q3: Please confirm that Sustainability and Energy Efficiency design and requirements are not included in the scope other than procurement and installation related to scope identified in section 3.1.1.1 to 3.2.2.14, 3.2.3 to 3.2.9.

Exterior Walls: Replace all exterior infill wood frame walls on all the sleeping rooms with new walls. Salvage existing 36” wide x 48” tall vinyl slider windows intact (two per sleeping room), keeping approximately half for reuse in the replacement walls.

Q1: Please clarify if the intent is to install two (2) windows per sleeping room by providing one (1) new window and using one (1) salvaged existing window, matching the the requirement in Attachment 9 note 13 and 14.

Q2: Please provide product data of existing window to match for the new window.

Q3: Please confirm no storm screen or typhoon shutter is required.

Keynotes in the plan numbered 11 to 23 referes to either a detail or new set of plans, but are not part of the RFP documents. Please verify and provide missing details and drawings. e.g., See Mechanical, See Fire Alarm Drawings, New Exterior infill walls, typical

Based on the SOW, the requirements for this opportunity are more in line with a Design-Build/Renovate project. Can offerors utilize a Philippine Design Firm as the building needs to be structurally retrofitted and designed, likewise on other Building Utilities?

Given the remoteness of Wake Island, a 12-month construction period may not be realistic due to strict compliance of going in and out of the Island. Additionally, Procurement of materials now in Repair Maintenance and Improvement (RMI), takes between 4 - 8 months. Please confirm if the construction period can be extended?

Can offerors come in with their our own vessels, mobilizing with our own ship? If "yes", kindly provide the approval time?

Are there as-built plans available?
