About this opportunity

This solicitation seeks proposals to implement the USAID/Haiti Resilient Environment - North Activity through a cost-plus-fixed-fee completion contract. The United States Agency for International Development Haiti Mission aims to increase community, ecosystem, and climate resilience in northern Haiti's resilience focus zone. The contract requires protecting and restoring ecosystem services using a watershed management approach, sustainable productivity programs, and economic inclusion initiatives. Proposals will be evaluated based on the criteria in Sections L and M of the solicitation and must be submitted by the closing date of January 20, 2022. All questions are due to the agency by December 14, 2021.

There is no set-aside designation specified. The place of performance is Haiti and the solicitation seeks a single award valued between $21.5 million to $24.5 million to be performed over five years. The contractor must conserve three sub-watershed areas in northern Haiti, promote income-generating landscape management activities, and support community-led natural resource governance. Detailed government files provide context on ongoing watershed projects and Haiti's national climate resilience strategies.
