CUSTOM - Percent of participant farmer households with increased asset ownership as a result of USG assistance

Definition/Guidance This indicator measures the ownership of assets of participant households. It will measure the percentage of households who have increased their asset ownership in the previous 12 months.
This data is collected by asking four questions for each asset. These questions will determine whether or not the household has increased their asset ownership in the last 12 months by collecting the following information:
1. if the households own the asset;
2. if yes, then number owned of each asset;
3. the number of each asset acquired in the last 12 months;
4. of the assets acquired in the last 12 months, how each asset was acquired -- a) purchased, c) received as a gift; or c) received as in-kind support (e.g. NGO, government).
A household is considered to have increased their asset ownership if they acquired the asset in the previous 12 months and it was acquired through purchase (question 4, option a). Assets that were not acquired in the previous 12 months or were acquired as gifts or in-kind support do not qualify as a household having increased their assets.
For this indicator, farmer participant households include households supported by the activity that have farmers, ranchers, and other primary sector producers of:
1. food and nonfood crops,
2. livestock and livestock products,
3. fish and other fisheries/aquaculture products,
4. agro-forestry products,
5. natural resource-based products (including non-timber forest products such as fruits, seeds, and resins)
Assets are defined in four categories. The standard list below can be customized with USAID approval:
1. Land: This includes the ownership of agricultural land and the number of hectares.
2. Livestock: This included ruminants, poultry, oxen, cattle, goat, sheep, donkey/mule, horse, honey bee, and chickens.
3. Productive assets used for agricultural activities: This includes plough (oxen-pulled), mechanical plough, sickle, pick axe, axe, pruning/cutting shears, hoe, spade or shovel, traditional beehive, modern beehive, chemical sprayer, mechanical water pump, motorized water pump, stone grain mill, motorized grain mill, other post-harvest equipment, small tractor, hand-held motorized tiller, and weeder
4. Other Household Assets: This includes fan, radio, television, cell phone, sewing machine, kerosene or paraffin stove, gas stove, refrigerator, bicycle, motorcycle, car, mini-bus, computer, solar power, and generator.

Required Reference Information Data Type This indicator will be displayed as a percentage.
Numerator: Number of participant households that increased asset ownership in the previous 12 months.
Denominator: Total number of participant households responding to asset ownership questions in the annual participant-based survey.
Required Reference Information Disaggregated by Definition/Guidance This indicator must be disaggregated by type asset and each individual asset.
Category of Asset: Data must be disaggregated by type of asset (land, livestock, productive, and other household assets)
Type of Asset: Data must be disaggregated by type of asset per household to demonstrate increased ownership of each type of asset

Construction: Implementer will maintain a dataset and analysis files in the software program of their choice. The methods of data collection and construction will be detailed in the Quality Assurance Surveillance Plan (QASP).

Required Reference Information Dates of Data Quality Assessments (DQA) and name of reviewer Definition/Guidance The first DQA will be conducted in Year 1 by USAID staff.
Follow up DQAs will take place according to USAID ADS 201 and at the discretion of USAID as needed.
Required Reference Information Known Data Limitations Definition/Guidance This indicator is based on participant recall over a 12-month period, making it dependent on respondents’ memory of the acquisition of assets.
Required Reference Information Changes to Indicator Definition/Guidance Changes to an indicator that substantively affect indicator reference information will be documented and justified. Changes include, but are not limited to the definition, reporting frequency, data collection methodology, data construction, and indicator name.
Changes to this indicator can be considered and initiated by USAID/Haiti or the implementer. However, any changes must be done in close consultation with USAID and the implementer. Changes to the definition, reporting frequency, data collection methodology, data construction, and indicator name must be approved by USAID. If and/or when a change is made, there must be documentation that includes detailed information on the changes made, the date the change was made, when the change comes into effect, and justification for the change. Thus, any proposed changes will require time for consultation, negotiation, and any necessary modification to the contract.
