About this opportunity
The National Park Service (NPS) is soliciting proposals for unarmed security guard services across multiple National Capital Region locations, including the Washington Monument, Lincoln Memorial, Ford's Theater, White House Visitor's Center, and Wolf Trap National Park for the Performing Arts. The solicitation (No. 140P2125R0026) seeks a contractor to provide comprehensive security services using a best value tradeoff source selection process. Evaluation will prioritize three key factors: Security Guard Services Experience (most important), Key Personnel qualifications, and Past Performance, with price being significantly less important. Potential offerors must participate in a mandatory site visit on April 3, 2025, at 0700 EST, with questions accepted until 1700 EST on the same date. Electronic proposals are due by 11:59 PM EST on April 27, 2025, to be submitted to michelle_shoshone@nps.gov.
The contract is exclusively set aside for Indian Small Business Economic Enterprises (ISBEE) under NAICS code 561612, with a small business size standard of $29 million. The current incumbent is Inter-Con Security Systems, Inc. The contract will be a firm-fixed-price, single-award Indefinite Delivery/Indefinite Quantity (IDIQ) with a maximum contract value of $14,265,000, structured with a base year and four one-year option periods. The contract duration will span five years, from July 15, 2025, to March 31, 2026, with security services required at each location featuring specific staffing requirements ranging from one to three security officers per site. Contractors must provide unarmed security personnel who will perform access control, screening, perimeter checks, and emergency response duties, with detailed requirements for personnel qualifications, training, and conduct outlined in the comprehensive solicitation documents.
