INFORMATION:

This is a SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm-fixed price single award Indefinite Delivery Indefinite Quantity contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Proposal (RFP) 140P2125R0026.

FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2025-03 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

The acquisition is in support of the United States Park Police.

This is solicitation is set aside for Indian Small Business Economic Enterprise. The North American Industry Classification System (NAICS) code is 561612. The small business size standard is $29M.

General Description of Requirement: The purpose of this contract is to provide unarmed guard services at various locations throughout the National Capital Region.

Please park your vehicle in the parking lot located at 1200 Ohio Drive SW and we will meet outside the front entrance to the USPP Station. To increase the efficiency of the site visit, as a group, we will load into a USPP van and travel to four of the NCR locations that require unarmed security guard services to include: Washington Monument, Lincoln Memorial, Ford’s Theatre, and the White House Visitor Center. Because of time and distance, we will not conduct a site visit at the Wolf Trap National Park for the Performing Arts. However, we will discuss the requirements for unarmed security guard services at Wolf Trap during this site visit.

We highly recommend that individuals participating in the site visit use the USPP van. You can use your own vehicle and attempt to follow the USPP van. However, there is no guarantee that parking will be available at each of the four locations for any personal or company vehicle.

QUESTIONS: Questions will be accepted up to 1700 EST on 3 April 2025. Questions must be submitted electronically via email to Michelle Shoshone at michelle_shoshone@nps.gov and copy Keith Dixon at keith_dixon@contractor.nps.gov. Telephone calls will not be accepted.

An amendment will be released which will address questions received, if any, during the open question period.

Offers shall be returned electronically to michelle_shoshone@nps.gov as specified in this announcement. Paper copies will not be accepted.

Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Type of Contract: Firm Fixed Price Single Award Indefinite Delivery Indefinite Quantity Contract (SATOC).

Orders: Task Orders issued against the SATOC shall be Firm-Fixed Price.

IAW FAR 16.501 a Task Order contract means a contract for services that does not procure or specify a firm quantity of services (other than a minimum or maximum quantity) and that provides for the issuance of orders for the performance of tasks during the period of the contract.

Base and Option Years: Contract will include one base plus 4 option years, not to exceed 5 years.

Maximum Contract Value: $14,265,000.00 (total of all orders issued against the awarded contract)

The realistic estimated total quantity (capacity) for this requirement is $14,265,000.00. This estimate is not a representation to an offeror or Contractor that the estimated quantity will be required or ordered, or that conditions affecting requirements will be stable or normal.

The minimum guarantee is $2,500.00

The Contractor’s maximum obligation limit to deliver per order will be set at $1,500,000.00 and the Government’s maximum obligation limit to order will be set at $1,500,000.00 per order.

The Government may order the minimum of $2,500.00 and a maximum of $1,500,000.00 under each individual order during the period of performance of the awarded contract.

Authorized Contracting Officer: Any warranted Contracting Officer assigned under the NPS Contracting Operations - National may award task orders against this requirements contract.

Ordering procedures for task orders: Task orders will be issued on an as-needed basis within the base contract and each ordering period in accordance with the established pricing schedule.

The anticipated Task Order schedule will be based on the periods of performance as described in the base SOW. The Government will award separate Task Orders for each NPS NCR location.

The requirements identified in the base contract SOW shall apply to each Task Order. Each Task Order shall also contain its own separate distinct supplemental SOW which identifies the specific operational requirements for that individual security post or screening site, such as the required number of unarmed security guards, dates and hours of operations, and excludable days. An excludable day is a known date when the particular security post or screening site will be closed and unarmed security guard(s) are not required.

Oral orders are not authorized.

Funded Base Year Task Orders

The following Task Orders are funded at the time of this solicitation and will satisfy the minimum guarantee.

- Transition Management Phase

- Operations Supervisor

- Washington Monument

- Lincoln Renovation

Award Selection Process:

This acquisition will use the Best Value Tradeoff process IAW FAR 15.101 and award to the responsible offeror whose proposal is determined by the source selection authority to conform to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering all non-price factors described herein, and price. All evaluation factors, other than price, when combined are considered significantly more important than price; however the seed task order awards may not exceed the funds available for this project. The intent of this solicitation is to obtain the best valued proposal. After the Government individually evaluates and rates each proposal, the Contracting Officer/Source Selection Authority will compare proposals to determine which proposal represents the best value. The Government reserves the right to accept other than the lowest priced offer or to reject all offerors. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR

15.001. If there is a lower priced, conforming offer(s), the Contracting Officer/Source Selection Authority must determine that the added value of a more expensive proposal would justify award to that offeror.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from 15 April 2025 through 14 April 2030.

(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.

(c) A delivery order or task order is considered "issued" when—

(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;

(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or

(3) If sent electronically, the Government either—

(i) Posts a copy of the delivery order or task order to a Government document access system, and notice is sent to the Contractor; or

(ii) Distributes the delivery order or task order via email to the Contractor's email address.

(d) Orders may be issued by methods other than those enumerated in this clause only if authorized in the contract.

(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $2,500.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

(b) Maximum order. The Contractor is not obligated to honor-

(1) Any order for a single item in excess of $1,500,000.00;

(2) Any order for a combination of items in excess of $1,500,000.00; or

(3) A series of orders from the same ordering office within 1 day that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.

(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 1 day after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.

(a) This is a requirements contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies or services specified in the Schedule are estimates only and are not purchased by this contract. Except as this contract may otherwise provide, if the Government’s requirements do not result in orders in the quantities described as "estimated" or "maximum" in the Schedule, that fact shall not constitute the basis for an equitable price adjustment.

(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause.
