SUPPLEMENTAL STATEMENT OF WORK

Operations Supervisor

July 15, 2025 – March 31, 2026

As stated in the Contract’s Base Statement of Work (SOW), this is a Supplemental SOW that identifies the specific requirements for the Task Order concerning the Contractor’s Operations Supervisor. The Supplemental SOW identifies the specific operational requirements for this Task Order such as the required number of unarmed security guards at the specific Security Post / Screening Site, days and hours of operation, and excludable days. All of the requirements stated in the Contract’s Base SOW apply to each Supplemental SOW, to include, but not limited to, unarmed guard licensing requirements, general and specific personnel requirements, personnel qualifications, security requirements, training, uniforms, personal appearance, grooming standards, and standards of conduct.

The Contractor shall provide adequate supervision of all its employees at all times during the period of performance of this Contract and all respective Task Orders. The Operations Supervisor shall perform duties as the daily supervisor of the Contractor and be in charge of all the Contractor’s employees for all Security Posts / Screening Sites, and at Special Events, for all Task Orders awarded from the Base Contract.

The Operations Supervisor must meet all requirements and qualifications as stated in the Base SOW of this Contract. The position of Operations Supervisor is a uniformed position. The Operations Supervisor shall wear the rank insignia of Lieutenant prominently on their uniform collar or epaulets, to include any outer garments.

The Operations Supervisor shall have broad authority to act for the Contractor on a day-to-day basis at each Security Post / Screening Site and Special Event. The Operations Supervisor must have the authority for immediate removal from the Site of any Contractor employee for performance related reasons, or when requested by the Contracting Officer of the Contracting Officer’s Representative (COR).

The Operations Supervisor shall perform to the standards required in this Contract’s Base SOW and Supplemental SOW and will be expected to work closely with US Park Police (USPP) and representatives from the National Park Service (NPS).

The position of Operations Supervisor shall be staffed seven (7) days a week for twelve (12) hours daily.

Description

The Operations Supervisor works a 12-hour shift, 7 days per week. The Operations Supervisor shall work a flexible schedule; however, the Operations Supervisor will be available from 0600 to 0900 hours daily to ensure full staffing coverage at all Security Posts and Screening Sites prior to opening to the public. Operations Supervisors should regularly attend guard mounts at Screening Sites. The remainder of the Operations Supervisor’s daily schedule may be staggered in a way that he/she is able to check in on each shift and unarmed security guard position at least weekly. This staggered schedule is intended to allow all the Contractor’s employees to have face-to-face interaction with the Operations Supervisor.

Responsibilities and Duties

The Operations Supervisor shall ensure that each Security Post / Screening Site is staffed as required and ensure that all Contractor employees are properly equipped, in uniform, present a neat appearance, and are familiar with his/her Security Post / Screening Site and duties.

The Operations Supervisor shall ensure each security guard is familiar with their duties at the particular Security Post / Screening Site prior to the security guard’s assignment to that particular Post / Site. The Operations Supervisor shall ensure each security guard is thoroughly knowledgeable to act effectively during emergencies or other unusual situations.

The Operations Supervisor is responsible for ensuring that all Posts and Sites are adequately covered each day.

The Operations Supervisor shall routinely check on all Security Post / Screening Sites and Special Events to ensure that all Contractor employees are performing their duties in accordance with the Contract’s Base SOW and Supplemental SOWs.

The Operations Supervisor shall check each Security Post / Screening Site at least twice within a 24-hour period. This check shall be recorded in the Post Log Book at each Site as well as in the daily activity log of the Operations Supervisor’s Book.

The Operations Supervisor shall, under exigent circumstances, on occasion be required to provide relief breaks to on-duty security guards until a relief security guard arrives.

The Operations Supervisor will work with the COR and Contractor’s Project Manager to address any personnel issues and/or complaints.

The Operations Supervisor shall communicate with the COR regularly to pass along pertinent information such as intelligence, lookouts, hazards, criminal activity, or other issues. The Operations Supervisor shall disseminate information as necessary to the Contract’s guard force.

The Operations Supervisor shall immediately notify the COR of any screening equipment outages or malfunctions.

The Operations Supervisor shall notify the COR of any crimes, emergencies, alarms, or other events requiring response by first responders (ex. police, fire, EMS) that are reported by their unarmed security guards.
