SUPPLEMENTAL STATEMENT OF WORK
Washington Monument
15th Street NW Washington, DC 20024
July 15, 2025 – March 31, 2026
As stated in the Contract’s Base Statement of Work (SOW), this is a Supplemental SOW that identifies the specific requirements for the Task Order concerning unarmed security guard services at the Washington Monument. The Supplemental SOW identifies the specific operational requirements for this Task Order such as the required number of unarmed security guards at the specific Security Post / Screening Site, days and hours of operation, and excludable days. All of the requirements stated in the Contract’s Base SOW apply to each Supplemental SOW, to include, but not limited to, unarmed guard licensing requirements, general and specific personnel requirements, personnel qualifications, security requirements, training, uniforms, personal appearance, grooming standards, and standards of conduct.
Description
The Washington Monument (WAMO) is located on the National Mall in Washington, DC. This National Icon is 555 feet tall and is visited by hundreds of thousands of tourists each year. The Washington Monument has a Visitor Screening Facility (VSF) attached on the East side of the Monument. The unarmed security officers will be posted in the VSF to conduct screening operations of visitors.
Staffing consists of three (3) security officers and one (1) Post Supervisor. This Screening Site will be staffed every day the Washington Monument is open.
Security Officers will arrive daily at 0830 hours. From 0830 to 0900 hours, security officers will retrieve appropriate equipment, turn on all machines, and check for proper operation of the above-mentioned equipment prior to the VSF opening to the public at 0900 hours. During the period of 0830 – 0900 hours, the Operations Supervisor or Post Supervisor may conduct a roll call meeting to update all security officers on recent events, conduct training, or conduct administrative duties associated with the Screening Site. The VSF will open to the public at 0900 hours and screening operations will take place from 0900 until 1700 hours.
This Screening Site will be open every day excluding the following days when it will be closed to the public: Independence Day (July 4th, 2025) and Christmas Day (December 25th, 2025).
Responsibilities and Duties
The purpose of the security officers and Post Supervisor at this location is to provide access control and screening of persons and personal property entering the VSF at the Washington Monument.
The security officers and Post Supervisor shall perform their responsibilities and duties in accordance with the performance standards contained in the Contract’s Base SOW and this Supplemental SOW.
The security officers and Post Supervisor shall be thoroughly familiar with the Security Officer Post Record (Post Orders), Standard Operating Procedures (SOPs), and any Emergency Action Plan pertinent to this Site.
Screening is performed using an X-Ray machine, walk through magnetometer, and handheld metal detectors.
The security officers are to remain at their assigned posts, and to diligently monitor and screen the persons and their belongings entering the Washington Monument.
The security officers shall prepare and maintain required reports in accordance with the Post Orders regarding security-related issues, such as accidents, fires, bomb threats, unusual incidents, unlawful acts, and any complaints.
If any law enforcement assistance is required, the US Park Police (USPP) shall be called to respond.
The Post Supervisor shall meet all the requirements of a security officer, have a thorough understanding of the assigned Security Post / Screening Site, and demonstrate the potential for leadership or supervisory role prior to being assigned to this position.
The assigned Post Supervisor will monitor the overall operation and activities at the Screening Site and act as first line supervisors. The Post Supervisor shall wear the rank insignia of Sergeant prominently on their uniform collar or epaulets, to include any outer garments.
The Post Supervisor will verify the credentials of armed off duty Law Enforcement personnel entering the VSF if no USPP officer is available. USPP officers are generally on post in the same building and should be called upon first, when available, to check credentials.
