STATEMENT OF WORK
C.1 Introduction
C.1.1 Use of Acronyms
This Solicitation/Contract contains numerous acronyms. Whenever a new term is introduced in the Solicitation/Contract that will be referred to by an acronym, the acronym will appear next to the term in parentheses (). The acronyms that will appear in the Solicitation/Contract are listed below for easy reference:

C.1.2 Definitions
DEFINITIONS are used throughout this contract. The following terms shall have the meaning set forth below to provide better understanding:
APPREHEND: To take into custody a suspected criminal offender, for the purpose of presenting the suspect before a court. Contractor employees shall not carry out apprehensions within this meaning.
CONTRACTING OFFICER (CO): A person duly appointed with the authority to enter into and administer contracts on behalf of the Government.
CONTRACTING OFFICER'S REPRESENTATIVE (COR): A person duly appointed who is the
Government representative who will evaluate contractor performance in accordance with the specifications of this contract.
DETENTION: A private citizen has authority to detain a person he/she witnesses committing a crime. It is this authority that the contractor’s employees act in support of this contract.
DUTY BOOK: A binder that is kept containing a variety of memos, specific regulations that may be imposed by the Contractor, and various other forms or logs that are to be kept at that particular site.
LAW ENFORCEMENT OFFICER: A United States Park Police Officer or Commissioned National Park Service Law Enforcement Ranger at the site. This person is responsible for enforcement of the law and providing emergency assistance.
NPS SITE MANAGER: A designated National Park Service employee that is responsible for visitor flow prior to and after the security screening process at visitor screening sites. This person coordinates daily activities with the USPP Shift Supervisor and the Contract Security Post Supervisor or Operations Supervisor to ensure efficient throughput, as well as VIP and special needs security processing.
OPERATIONS SUPERVISOR (OS): A Contractor employee that is responsible for overall supervision of all contractor employees, designated security posts, and security screening activities on a daily basis. This person is responsible to coordinate daily Security Officer activities with the on-site United States Park Police officers and National Park Service personnel.
POST SUPERVISOR (PS): A Contractor employee who is appointed to supervise all contracted security personnel and coordinate the activities of contracted security personnel who are assigned to that particular security post.
POST ORDERS: Post Orders are the set of rules established by the Contractor at each site.
PROJECT MANAGER (PM): A Contractor employee that is responsible for overall project management and supervision of all contractor employees on a continual basis. This person coordinates daily Security Officer activities, post orders, and contract administration with the designated United States Park Police Contracting Officer’s Representative.
QUALITY CONTROL (QC): A method used by the Contractor to control the quality of services performed.
STANDARD OPERATING PROCEDURES (SOPs): Directives issued by the Government to give guidance and direction in the day-to-day operations of the site.
SUPERINTENDENT: A person duly appointed with the responsibility and authority to manage all operations within his/her assigned areas of the National Park Service.
USPP COMMUNICATIONS CENTER: Commonly known as “Dispatch”, “Communications”, or “COMSEC”, this is the office of the US Park Police which receives emergency and non-emergency calls from citizens and other government entities and communicates with police officers in the field as they respond to calls for service.
USPP SHIFT SUPERVISOR: A United States Park Police Sergeant or other United States Park Police law enforcement official at the site. This person is responsible for the coordination and overall supervision of the shift which includes law enforcement, security, emergency medical, rescue, fire, and hazardous materials response.
C.1.3 Introduction (General)
This is a Statement of Work (SOW) for Unarmed Security Guard Services for multiple sites within the National Capital Region (NCR), National Park Service (NPS). Each assigned Security Post / Screening Site varies based on hours of operation, number of guards required, screening requirements at each post, and schedule of operations. The wording of “unarmed security guard”, “security guard”, and “security officer” is synonymous within this SOW. In addition to the overall SOW for this Contract, there are also site specific individual Supplemental SOWs that provide information concerning the exact requirements for each specific Security Post / Screening Site. The projected Security Posts / Screening Sites that require Unarmed Security Guards are identified in this SOW. There is the possibility that additional Security Posts / Screening Sites requiring unarmed security guards may be added to this SOW during the period of performance of this Contract. There is also the possibility that during the performance period of this Contract, a specific Security Post / Screening Site will no longer require unarmed security guard services. If unforeseen circumstances require termination at any post/site, the Contracting Officer will provide the Contractor with at least 30 days’ notice prior to either commencing or terminating unarmed security guard services at any specific Security Post / Screening Site to provide the Contractor with sufficient time to properly adjust its resources.
As an integral component of the NPS security effort, the Contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish the unarmed security guard services as described and required in this SOW and Supplemental SOWs. The Contractor shall perform to the standards required in this Contract and will be expected to work closely with United States Park Police (USPP) and NPS representatives throughout the duration of the Contract.
The Contractor shall perform in accordance with this Contract and applicable Federal and state laws, regulations, policies, and standing orders. The Contractor must be a valid licensed private security services business / agency within the District of Columbia (DC) and the Commonwealth of Virginia. The Contractor’s security officers who are performing security services under this Contract must also possess a valid Unarmed Security Officer Certification from the proper authority(s) in which the security officer performs his/her services, such as DC and/or the Commonwealth of Virginia. Unless otherwise specifically provided in this Contract, the quality of all unarmed security officer services rendered hereunder shall conform to the highest standards in the relevant profession, trade, or field of endeavor. All services shall be rendered, or supervised directly, by individuals fully qualified in the relevant profession, trade, or field, and holding any licenses required by law.
The Contractor shall schedule and perform all unarmed security officer services required herein to provide security at Security Posts / Screening Sites, provide as-needed services for Special Events, and monitor designated security systems, which includes interior and exterior intrusion detection, entry access control systems, and fire alarm systems. All Contractor employees must comply with all terms and requirements of this Contract.
Where the Government identifies and references specific solicitation/Contract section numbers, that reference refers to that section in its entirety, including every subsection having the same number prefix. For example, a reference to the requirements of "Section 7" includes Sections 7.1, 7.2, and so on, through the last subsection identified with a prefix of "7."
C.1.4 Introduction (NPS)
Contracted Unarmed Security Officers have a crucial and highly visible role in support of the NPS mission. These security officers are usually the first, and sometimes the only, contact visitors have, and they will usually be the first line of security in these federally controlled facilities.
Visitors and federal employees perceive the contract Unarmed Security Officers to be integral with the NPS mission. It is crucial that the Contractor ensures their employees realize the importance of their role and perform their duties courteously and professionally at all times.
C.1.5 General Contract Information
C.1.5.1 Scope: Firm-Fixed Price Single Indefinite Quantity Indefinite Delivery Contract (SATOC) to provide unarmed security guard services to the NCR, NPS. A SATOC is appropriate for this commercial service as the due to the nature of the work; it is critical for the purpose of communication, training, continuity of force protection, guard force supervision and accountability of all post force protection requirements to utilize just a single awardee under a SATOC. The Government anticipates recurring requirements but cannot predetermine the precise quantities of unarmed security guard services that will be required during a definite period. The Government will fulfill all actual unarmed security guard requirements during a specified period by awarding Task Orders to the Contractor for specific Security Posts / Screening Sites.
Minimum Guarantee: $2,500.00 Minimum Order: $2,500.00 Maximum Order: $1,500,000.00
Overall Capacity: $14,265,000.00
C.1.5.2 Overall Ordering Period: 3 June 2025 – 2 June 2030
C.1.5.3 Ordering Procedures: Task Orders will be issued on an as-needed basis within the base Contract and each ordering period in accordance with the established pricing schedule.
The anticipated Task Order schedule will be based on the periods of performance as described in this SOW. The Government will award a separate Task Order for each NPS NCR location.
The requirements identified in the base Contract’s SOW shall apply to each Task Order. Each Task Order shall also contain its own separate distinct Supplemental SOW which identifies the specific unique operational requirements for that individual Security Post or Screening Site, such as the required number of unarmed security guards, dates and hours of operations, and excludable days. An excludable day is a known date when the particular Security Post or Screening Site will be closed and an unarmed security guard(s) are not required.
C.1.5.4 Only Authorized Activity: The only activity authorized to issue Task Orders is the National Park Service (NPS).
C.1.5.5 Oral Orders Are Not Authorized: The Contractor is advised not to perform any services requested by any person verbally or in writing which could be considered a change in the terms or scope of this SOW or necessitating an adjustment in contract price or any contract term or condition. If revisions to the SOW are required, the Contracting Officer and the Contractor will negotiate the scope, terms, and price, and formulize them in a written modification of the Contract.
C.1.5.6 Special Qualifications: To successfully perform the Contract, the Contractor must have all the licenses required in this SOW and the Contractor’s employees must meet all the qualifications required in the SOW.
C.1.5.7 Period of Performance: The period of performance for the base Contract is 3 June 2025 through 2 June 2030, with four option periods
Base Ordering Period: 3 June 2025 – 2 June 2026 Ordering Period One: 3 June 2026 – 2 June 2027 Ordering Period Two: 3 June 2027 – 2 June 2028 Ordering Period Three: 3 June 2028 – 2 June 2029 Ordering Period Four: 3 June 2029 – 2 June 2030
The anticipated Task Order schedule during each ordering period is as follows:

C.1.5.8 Place of Performance: The work to be performed under this Contract will be performed at different locations depending upon the specific Task Order. Security Post / Screening Site locations include, but are not limited to:
Washington Monument: 2 15th Street NW, Washington, DC White House Visitor’s Center: 1450 Pennsylvania Avenue NW, Washington, DC Lincoln Memorial: 2 Lincoln Memorial Circle NW, Washington, DC Ford’s Theater: 511 10th Street NW, Washington, DC
Wolf Trap National Park for the Performing Arts: 1551 Trap Road, Vienna, VA
C.2 Contract Meetings and Transition Management Phase
C.2.1 Conferences and Meetings
During the performance of the Contract, the COR and the Contractor’s Project Manager (PM) shall meet bi-weekly, or on an as-needed basis, to discuss all relevant Contract issues. If necessary, the COR shall invite the Contracting Officer to the meetings. A mutual effort will be made to resolve all problems identified. The Contractor shall prepare written minutes of these meetings which will be signed by the Contractor and the COR. If the CO participates in the meeting, then the CO will sign the written minutes. Should the CO and/or the COR not concur with the draft written minutes, the CO and/or the COR shall state in writing to the Contractor any areas of clarification or disagreement within seven (7) calendar days after receipt of the meeting minutes. The Contractor and the CO and/or COR shall clarify the area of disagreement to the point that all parties can agree and concur to the written minutes. The written minutes shall be included in the Contract file.
C.2.2 Task Order for the Transition Management Phase
A smooth and orderly transition between the Incumbent/Predecessor Contractor and the New Contractor is necessary to assure minimum disruption to vital Contractor unarmed security guard services and Government activities. The Government desires to have at least a 30-calendar day transition period between the award of the base Contract and the initial Task Orders for unarmed security guard services.
The Government anticipates awarding a Task Order for the Transition Management Phase around 3 June 2025. The Government anticipates the period of performance for this Task Order will be from 3 June 2025 through 15 July 2025. The initial Task Orders for unarmed security guard services are scheduled to begin on 15 July 2025.
Within seven (7) calendar days after the award of the Task Order for the Transition Management Phase, the Contractor shall provide a Transition Management Plan that shall include, but is not limited to, the following details:
1. A strategy for implementing supervisory functions.
2. The process for transitioning predecessor employees and hiring new employees.
3. Equipment inventory and maintenance plan.
4. A plan for establishing a reserve force and maintaining staffing levels throughout the
Contract.
5. A plan and/or progress report on obtaining permits, licenses, and registrations for personnel.
6. Plan for obtaining medical/physical certifications for employees (See C.18.2).
7. Plan for obtaining background investigations for employees (See C.21.1)
8. A strategy for training including schedules, locations, coordinating with USPP monitors, and class staffing levels.
9. Description of the Contractor’s tamper proof timekeeping system and timekeeping procedures to be used by its employees (See C.9.14.5).
10. Plan for proposed uniforms (See C.16.2).
11. Plan to establish a Quality Control (QC) Plan (See C.8.1).
12. Plan to identify a Quality Control Monitor (See C.8.1).
13. Plan to develop Post Orders for the Initial Task Orders (See C.9.2).
14. Plan to develop Security Officer’s Duty Book (See C.9.14.1) and the Operations
Supervisor’s Book (See C.19.4.2).
15. Plan to establish and maintain Personnel Folders.
16. Plan to develop/establish Contractor created reports, to include, but not limited to:
Logs, Reports, Records, Training Completion Documents, Timekeeping Logs, Inventory Reports, Incident Reports, Weekly Work Schedules, and Monthly Activity Reports (Identified throughout the SOW).
17. Plan to identify an illegal drug screening facility and types of tests to be used for initial drug screening (See C.18.4).
18. Name(s), telephone number(s) including cell phone number(s), email and work address of the Contractor’s Program Manager, Operations Supervisor, and any other Key Personnel.
19. If applicable, the Contractor shall provide a copy of the active union contract and/or Collective Bargaining Agreement (CBA) that is applicable to this Contract to the CO and COR.
After the initial meeting of the Government and the Contractor to discuss the Transition Management Plan, the Contractor shall provide a weekly progress report on its Transition Management to the COR and Contracting Officer. The Government expects the Contractor to have completed all of the above items and provided the necessary evidence to the Government that all of the above items have been completed no later than the end date of the Task Order for the Transition Management Phase. On the date of transition from the predecessor Contractor to the new Contractor, the Government expects the new Contractor to seamlessly provide unarmed security guard services on the first day of awarded Task Orders for unarmed security guard services.
As identified in subsequent sections of this SOW, the Contractor is responsible for all costs associated with the following requirements relating to this Contract, to include: Both Company and Employee’s Security Guard Permits, Licenses, and Certifications (C.3); Medical Examinations/Certifications (C.18.2); Illegal Drug Testing (C.18.4); Background Investigations (C.2.1); Training (C.14), Uniforms (C.16.2), and the Project Manager (C.6.3). The costs associated with obtaining or maintaining these requirements shall not be separately charged to the Government in either the Base Contract, the Task Order for the Transition Management Phase, nor any subsequent Task Orders for unarmed security guard services.
The New Contractor shall not disrupt official Government business or in any way interfere with the assigned duties of the Incumbent/Predecessor Contractor's employees. The New Contractor may notify the Incumbent/Predecessor Contractor's employees that the New
Contractor will be assuming services upon the new Contract’s start date and may make available business cards, employment applications, brochures, and other company information to the Incumbent/Predecessor Contractor's employees. However, the New Contractor may not interview, recruit, schedule interviews, or conduct extensive discussions with the Incumbent/ Predecessor Contractor's employees while they are on duty.
C.3 Licenses, Permits and Certifications
C.3.1 Prior to Commencement of Contract
The Contractor must be a valid licensed private security services business / agency within the District of Columbia (DC) and the Commonwealth of Virginia. The Contractor’s unarmed security officers who are performing security services under this Contract must also possess a valid Unarmed Security Officer Certification from the proper authority(s) in which the security officer performs his/her services, such as DC and/or the Commonwealth of Virginia. Unless otherwise specifically provided in this Contract, the quality of all services rendered hereunder shall conform to the highest standards in the relevant profession, trade, or field of endeavor. All services shall be rendered, or supervised directly, by individuals fully qualified in the relevant profession, trade, or field, and holding any licenses required by law. All Contractor employees must comply with all terms and requirements of this Contract.
The Contractor is responsible for ensuring that all legally required licenses and permits are obtained and renewed as specified by the regulating agency. The Contractor must verify and comply with all federal, state, and local requirements, whether listed here or not. Prior to commencement of work under this Contract, and except where precluded by local law or ordinance, the Contractor shall make and complete all arrangements with the appropriate officials in the state or local jurisdiction in which the services are to be performed to obtain all licenses and permits required for each individual unarmed security officer and supervisor to serve as an unarmed security officer. The Contractor will not be reimbursed for services rendered by an unarmed security officer or supervisor lacking the appropriate permits, licenses, and/or certifications. The Contractor shall provide insurance as required and pay any fees or costs involved or related to authorization in providing the services specified under this Contract.
The Contractor will be responsible to maintain proper licenses and permits throughout the entire period of performance of this Contract. At least 30 days prior to each option year of the Contract, the Contractor shall provide evidence to the Contracting Officer and the COR that they remain a valid licensed private security services business / agency within both DC and Virginia.
The Contractor shall provide routine updates to the CO and COR regarding its efforts to obtain qualified unarmed security officers who possess a valid Unarmed Security Officer Certification from the proper authority(s) in which the security officer shall perform their services. Updates may be provided at the bi-weekly meetings. If the Contractor’s unarmed security guard is assigned to a Security Post / Screening Site in DC, that employee must possess a valid certification from the proper DC authority(s). If the Contractor’s unarmed security guard is assigned to a Security Post / Screening Site in Virginia, that employee must possess a valid certification from the proper Virginia authority(s). If the Contractor’s unarmed security guard works at Security Posts / Screening Sites within both DC and Virginia, such as the Contractor’s Operations Supervisor, then that employee must have valid certification from both the proper DC and Virginia authority(s).
The Contractor must pay all costs and fees associated with applying for, receiving, and maintaining all such permits and licenses throughout the Contract’s period of performance including any and all option periods the Government exercises. The costs associated with this requirement must be factored into the Contractor’s hourly rate, as they will not be itemized or paid separately by the Government.
Prior to the performance start date of awarded Task Order(s) for unarmed security guards, the Contractor must demonstrate to the CO and COR that it has sufficient staffing of qualified unarmed security guards to perform the required services at the respective Security Posts / Screening Sites. The Contractor shall complete and certify a written record that shows the full names and issue dates for each Contract employee having all legally required licenses, permits, and certifications to perform services as an unarmed security officer. If the unarmed security guard will be operating any piece of screening equipment, the Contractor shall complete and certify a written record identifying each unarmed security guard that has completed the applicable certifications to operate the screening equipment. This written Contractor certification shall state that all legal requirements have been fulfilled prior to the commencement of any Contract work. Refer to Exhibit A – Submittal Schedule for detailed submission requirements.
Upon request by the CO or the COR, the Contractor shall provide legible copies of all legally required licenses and permits issued to each individual Contractor employee. The CO, COR and any other authorized NPS or USPP personnel shall have the express authority to examine these documents.
The failure by the Contractor to obtain the required number of properly licensed and qualified unarmed security guards to staff all the awarded Task Orders will be cause for the Government to take punitive Contractual action.
C.3.2 During Performance of Task Orders
Throughout the Contract’s period of performance, the Contractor shall be responsible for maintaining current, valid copies of all licenses, permits, certifications, and registrations for complying with all applicable federal, state, and local laws and regulations associated with licensing and permit issuance for both the Contractor and all its employees performing unarmed security guard services. As previously stated in C.3.1, the CO, COR and any other authorized NPS or USPP personnel shall have the express authority to examine these documents at any time.
As previously stated in C.3.1, the Contractor must pay all costs and fees associated with applying for, receiving, and maintaining all such permits and licenses throughout the course of the Contract and issued Task Orders, including any and all option periods the Government exercises. The costs associated with this requirement must be factored into the Contractor's hourly rate, as they will not be itemized or paid for separately by the Government.
On the first calendar day of each month throughout the Contract’s period of performance, the Contractor shall provide a certified updated record of all qualified unarmed security guards who are performing services under any Task Order. This updated monthly record shall be provided to the COR who shall maintain a file of these updates. The updated monthly record shall include the full names and issue dates for each new qualified unarmed security guard working on the Contract and it shall also remove the names of any previously identified unarmed security guard who is no longer working on the Contract.
Failure by the Contractor to maintain valid licenses and permits will be cause for the Government to take contractual actions, up to and including termination for default. If the Contractor fails to renew a required license and the controlling authority(s), whether DC or the Commonwealth of Virginia, orders the Contractor to cease performance until the license is renewed, the Government may terminate the Contract for default or take other remedies, such as issuing a Stop Work Order, obtaining performance by other sources, and deducting those costs from the Contract price.
C.4 Qualifications of Personnel
C.4.1 General Qualifications
Subject to existing law, regulations, and/or other provisions of this Contract, illegal or undocumented aliens will not be employed by the Contractor, or under this Contract. The Contractor will ensure that this provision is expressly incorporated into any and all subcontracts or subordinate agreements issued in support of this Contract.
To be eligible to perform under this Contract as an unarmed security officer, all Contract employees must meet, to the satisfaction of the CO and COR, the following requirements:
1. Be citizens of the United States of America or a lawfully admitted alien qualified to work under current immigration regulations.
2. Have a Social Security Card issued and approved by the Social Security Administration.
3. Be at least 21 years of age.
4. While there is no limit as to the maximum age, all security officers must be able to withstand the physical demands of the job and must be capable of responding to emergencies. Refer to C.18.3 for specific physical demands.
5. All security officers must have no condition which might preclude performance of any task assigned under this task order. See section C.18 for specific Medical and Physical Qualifications.
6. Possess, at a minimum, either a high school diploma or a GED equivalency certificate.
7. The employee must speak English fluently, read and comprehend written
English, and compose coherent written reports in English. Bilingual security guards may be an asset to the Contractor, but in no circumstances should the Contractor permit a security officer who does not have a good command of the English language to work under this Contract.
8. Must possess and provide a valid license to perform duties as a security officer issued by the appropriate regulatory agency(s) in the District of Columbia (DC) and/or the Commonwealth of Virginia depending upon the location where the Contract employee will be performing their duties.
Prior to working under the Contract, every supervisor and security officer who will access Security Posts / Screening Sites must undergo a criminal history background check conducted by the United States Park Police (USPP). The required paperwork to undergo this check will be provided by the USPP Icon Protection Unit. Once this background check is completed, the Contractor will provide a headshot and digital signature from each employee following the standards that will be provided by the USPP. If the employee passes the background check, the USPP Icon Protection Unit will issue an identification card for each Contractor employee. Refer to Exhibit A – Submittal Schedule for detailed submission requirements.
C.5 Contractor Personnel
C.5.1 Project Manager (See Key Personnel Below)
The Contractor’s Project Manager and Operations Supervisor and his/her alternates shall not be changed without written approval of the Contracting Officer. The CO grants the COR the right to revoke Project Manager access to posts/sites if determined necessary for public safety. The cost of the Project Manager will not be a separate line item in the Contract and should be incorporated into the hourly cost of an Unarmed Security Officer.
C.5.2 Operations Supervisor (See Key Personnel Below)
The Contractor shall provide adequate supervision of its employees at all times during the term of this Contract. The Operations Supervisor must meet all requirements of this Contract.
The position of Operations Supervisor is a uniformed position. The Government has developed a Supplemental SOW specifically for the position of Operations Supervisor. Based on this Supplemental SOW, the Government anticipates awarding a separate Task Order(s) to pay for the costs of the Contractor’s Operations Supervisor.
The Operations Supervisor shall perform duties as the daily supervisor of the Contractor and be in charge of all Contractor employees for all Security Posts / Screening Sites, and at Special Events as requested by the Government. The CO grants the COR the right to revoke Operations Supervisor access to posts/sites if determined necessary for public safety.
The position of Operations Supervisor shall be staffed seven (7) days a week for twelve (12) hours daily.
The Operations Supervisor shall work a flexible schedule. The Operations Supervisor shall be available every morning for the core hours of 0600 - 0900. The Operations Supervisor shall arrange their schedule in such a way that they are able to visit every shift weekly. This may include staggered schedules throughout the week. Visits by the Operations Supervisor shall ensure all security officers have guaranteed face to face interaction with a supervisor.
Operations Supervisors should regularly attend guard mounts at Screening Sites.
The Operations Supervisor shall wear the rank insignia of Lieutenant prominently on their uniform collar or epaulets, to include any outer garments. The color of the rank insignia shall be standardized across the contract.
The Operations Supervisor shall have broad authority to act for the Contractor on a day-to-day basis at each Security Post / Screening Site. The Operations Supervisor must have the authority for immediate removal from the post/site of any Contractor employee for performance related reasons or when requested by the CO or COR.
The Operations Supervisor shall ensure that each Security Post / Screening Site is staffed as required and ensure that Contractor employees are properly equipped, in uniform, present a neat appearance, and are familiar with his/her Security Post / Screening Site and duties.
The Operations Supervisor shall check on all Security Post / Screening Sites, and Special Events, to ensure that all Contractor employees are performing their duties in accordance with the specifications of this Contract. A check of each Security Post / Screening Site shall be performed at least twice within a 24-hour period and be recorded in the Post Log book at each post/site as well as in the daily activity log of the Operations Supervisor’s Book.
C.5.3 Post Supervisor (PS)
The Contractor shall provide an employee with the designation of Post Supervisor at each Security Post / Screening Site that is determined by the Government to require one. Typically, this will be the Security Posts / Screening Sites consisting of multiple employees conducting screening operations, and/or Special Events. This position shall be at no additional cost above the unarmed security officer rate to the Government. Post Supervisors are to be assigned to monitor the overall operation and activities at the Security Post / Screening Sites and act as first line supervisors. Post Supervisors shall not be an additional employee per post/site, rather one of the unarmed security officers assigned to that Security Post / Screening Site who is designated as the Post Supervisor and will remain in an operational capacity.
The Post Supervisor shall wear the rank insignia of Sergeant prominently on their uniform collar or epaulets, to include any outer garments. The color of the rank insignia shall be standardized across the contract.
The Post Supervisor shall meet all the requirements of an Unarmed Security Officer, have a thorough understanding of the assigned Security Post / Screening Site, and demonstrate the potential for a leadership or supervisory role prior to being assigned to this position.
C.5.4 Unarmed Security Officers
The Contractor shall provide the required number of unarmed security officers as specified under Section C.7, Positions and Minimum Staffing Requirements. The unarmed security officers must meet all requirements of this Contract. The position of unarmed security officer is a uniformed position.
C.5.5 Relief Personnel
The Contractor shall ensure there are sufficient fully qualified Contractor employees available to replace any Unarmed Security Officer or supervisory personnel on breaks, sick call, regular days off, scheduled vacation, or any emergency at no additional cost to the Government. All relief personnel shall fully meet the minimum requirements for the Security Post / Screening Site, or Special Event, to which they are assigned and shall be identified on the weekly work schedule that is provided to the COR.
Operations Supervisors shall not provide routine coverage for unarmed security officers on breaks and should only be used to provide coverage in exigent circumstances until a replacement unarmed security officer arrives.
C.6 Key Personnel (Project Manager and Operations Supervisors)
C.6.1 General Requirements
The Project Manager (PM) and the Operations Supervisor (OS) are considered Key Personnel, essential to the work being performed in this Contract. The Project Manager and Operations Supervisors are required to be within the local commuting area. The Contractor shall provide information which specifically demonstrates the technical experience, expertise, and qualifications of its Project Manager (PM) and Operations Supervisors (OS) in performing the work required by this Contract. The PM and OS and his/her alternates shall not be changed without written approval of the CO. If the CO determines the removal of the PM or OS is necessary for performance related reasons, the Contractor will be required to provide a written plan of remediation to the CO within three (3) days of notification that the PM or OS are not performing as outlined in the SOW. The CO grants the COR the right to revoke access to posts/sites if determined necessary for public safety.
The Contractor shall provide the name, telephone number, cell phone number, e-mail address, and office address of the PM and OS within seven (7) calendar days of Contract award. The indicated levels of experience cited below represent the minimum acceptable levels.
The positions of Project Manager or Operations Supervisor shall not be held by a Contract employee simultaneously performing another duty pertaining to this Contract except as described above under exigent circumstances in C.5.5.
During Contract performance, the Contractor shall make no substitutions of Key Personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the COR within two (2) calendar days after the occurrence of any of these events. The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes shall have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within two (2) calendar days after receipt of all required information of the decision on substitutions.
C.6.2 Reserved
C.6.3 Project Manager - Services Required
The Project Manager (PM) shall have complete authority to act for the Contractor during the term of this Contract. The duties of the PM shall not, under any circumstances, be performed by uniformed security officers performing productive or supervisory hours under the term of any Contract or any other Task Order administered by the NPS.
The PM shall have the authority to accept inspection reports, and all correspondence on behalf of the Contractor. The PM will have the overall responsibility for implementing, monitoring, and upgrading the Contractor's Quality Control Plan and is responsible for ensuring that the Contractor's workforce complies at all times with the Contract’s requirements. The PM must completely understand the operational requirements of this Contract, including:
● Functions of both the unarmed security guards and supervisory staff
● Location(s) of service
● Method of operation and equipment required at each Security Post / Screening Site
● Contents of general and specific post orders
● The PM should conduct regularly scheduled meetings with the COR to continually evaluate security officer performance and review operational procedures.
● The PM will meet with the CO and the COR to discuss contract issues on an as-needed basis.
● The PM shall be available during normal working hours (0800 - 1630) within 30 minutes by telephone to discuss problem areas. After normal duty hours or on weekends and holidays, the PM shall be available by telephone within two (2) hours.
C.6.4 Reserved
C.6.5 Operations Supervisor - Services Required
The Operations Supervisor is responsible for the daily operation of security operations at all Security Posts, Screening Sites, and Special Events as set forth in this SOW.
The Operations Supervisor (OS) shall provide adequate roving supervision of Contract employees at all times during the term of this Contract and all subsequent Task Orders. The OS shall perform the following requirements:
● OS shall perform duties as the daily operational supervisor of the unarmed security guard force and be in charge of all on duty Contractors.
● OS shall, under exigent circumstances, on occasion be required to provide relief breaks to operational security officers until a relief security officer arrives.
● OS shall check on all Security Posts and Screening Sites to ensure that all
Contractor employees are performing their duties in accordance with the specifications of this Contract.
● A check of each Security Post and Screening Site shall be performed by the OS at random intervals at least twice within a 24-hour period and shall be recorded in the Log Book at each post/site as well as the supervisor’s daily activity log.
● The OS shall ensure that each Security Post and Screening Site is staffed as required with qualified unarmed security officers and check for the following:
○ The security officers and each Security Post / Screening Site are properly equipped.
○ Each security officer is familiar with his/her security post/site and duties prior to the employee's assignment to that particular post/site.
○ Each security guard performs all duties as specified in accordance with the
Contract for the assigned security post/site.
○ Each security guard is properly uniformed and presents a neat and professional appearance as referenced in the Contract.
○ Each security guard is thoroughly knowledgeable about their duties and demonstrates the ability to act effectively during emergencies or other unusual situations.
The OS shall have broad authority to act for the Contractor on a day-to-day basis at the Security Posts and Screening Sites. The OS shall have the authority to immediately remove any Contractor employee from a Security Post or Screening Site for performance related reasons or when requested by the Contracting Officer or the COR. The CO and COR have the right to request the replacement of an OS that does not meet performance standard expectations.
C.7 Positions and Minimum Staffing Requirements for Task Orders
Each Security Post/Screening Site has unique requirements and operational schedule. Some Security Posts / Screening Sites are closed on certain holidays while others are not. The Contractor shall refer to the specific Task Order for specific scheduling requirements.
Staffing requirements may be modified at any time by the Government to reflect changing security needs. The Contractor shall comply with new staffing requirements upon acceptance of a modification to a Task Order. The Contractor shall agree to staff the Security Post / Screening Site as deemed appropriate by the COR and CO. Seasonal visitation may decrease the amount of contract unarmed security guards for a certain period of the year.
The Government will award a separate Task Order for each NPS NCR location required unarmed security guard services. The requirements identified in the base Contract’s SOW shall apply to each Task Order. Each Task Order shall also contain its own separate distinct Supplemental SOW which identifies the specific unique operational requirements for that individual Security Post or Screening Site, such as the required number of unarmed security guards, dates and hours of operations, and excludable days. An excludable day is a known date when the particular Security Post or Screening Site will be closed and an unarmed security guard(s) are not required.
C.7.1 Projected Requirements for Unarmed Security Guards at NPS NCR Locations (Government-Furnished Information)
As Government Furnished Information, this SOW contains several attachments. Each attachment is the aforementioned Supplemental SOW for NPS locations that are currently projected to require unarmed security guard services.
• Washington Monument
• White House Visitor’s Center
• Lincoln Memorial (During Renovation)
• Ford’s Theater
• Wolf Trap National Park for the Performing Arts
Although not an NPS location, the Government intends to award a separate Task Order for the Contractor’s position of Operations Supervisor during each ordering period, and one Task Order for the initial Transition Management Phase.
C.7.2 Potential Variances to Task Orders (Government Furnished Information)
Within each Supplemental SOW, all days and hours are estimated and subject to be changed due to unforeseen operational changes by the Government.
The Lincoln Memorial is currently undergoing renovation. The Task Order for the Lincoln Memorial is in support of screening operations for the construction site. The renovation of the Lincoln Memorial is currently expected to be completed by 4 February 2026. The renovation includes the creation of 15,000 square feet of exhibit space / museum in the undercroft of the Lincoln Memorial. The anticipated opening of the new museum is 4 July 2026. The exact requirements for unarmed security guard services are unknown as of the date of this SOW.
The Ford’s Theater is expected to undergo a two-year renovation in the near future. After the renovation is completed, there will no longer be a requirement for any unarmed security guard services at the Ford’s Theater.
C.7.3 Unscheduled and Scheduled Closures
C.7.3.1 Unscheduled Closures: All Security Posts / Screening Sites are subject to closure for reasons outside of the control of the Government, for example, weather, heat conditions, natural or man-made disasters, emergency maintenance, etc.
