About this opportunity
The Department of the Air Force seeks a contractor to deliver foundational training for UH-1N aircrew to achieve Basic Aircraft Qualification on the HH-60W platform at Joint Base Andrews, Maryland, with proposals due September 25, 2026. This is a Request for Quotation under full and open competition; no set-aside applies. Funds are not presently available, and no award will be made until funding becomes available. The Government reserves the right to cancel the solicitation before or after the closing date with no obligation to reimburse offerors for costs.
Place of performance is Joint Base Andrews, MD 20762, with simulator training at approved off-site locations including Moody AFB, Nellis AFB, and Patrick Space Force Base. The contract structure comprises a 12-month base period with two 6-month option periods, covering academic ground instruction, simulator and training device instruction, and aircraft flight training in accordance with AFMAN 11-2HH-60W Volumes 1, 2, and 3. The contractor must achieve Full Operational Capability within 60 calendar days after contract award and commence training immediately upon Period of Performance start.
All contractor personnel must possess and maintain a SECRET security clearance. The Government will furnish a baseline HH-60W syllabus, Master Training Task List, courseware, HH-60W aircraft, training facilities, and simulator equipment; the contractor adapts this material to meet National Capital Region requirements and delivers a turn-key solution including all instruction, courseware management, and program management. Estimated annual throughput is 48 pilot trainees and 24 Special Mission Aviators in approximately 8-week Initial Qualification Training courses with standard classes of four pilots and two SMAs.
The contractor must staff an 11-person full-time equivalent team: one Program Manager, two Lead Instructors (pilot and SMA), four Line Instructor Pilots, two Line Instructor SMAs, one Scheduler, and one Administrative Assistant supporting two concurrent classes at 1-to-2 instructor-to-student ratio. Instructor candidates require a minimum of 1,000 hours in H-60 or S-70 aircraft and 300 hours as certified instructor. The contract includes labor CLINs for Phases I–III (academic, simulator, and flight), equipment (computer equipment, licenses, training aids, flight equipment), and contractor travel and temporary duty expenses. A $94,000 contingency TDY allocation addresses potential Government-Furnished Equipment simulator unavailability, funding year-long instructor assignments to alternate DoD locations if needed.
Performance standards require 100% of instructors meeting prerequisite qualifications, 95% graduation rate (excluding Training Review Board–eliminated students), 100% timely documentation in the Training Management System within one business day, 100% incorporation of safety changes into courseware within 30 days, and on-time Contract Data Requirements List deliveries. The contractor must execute a phased military instructor transition with 100% assumption of primary instructional functions by military personnel validated 15 days prior to Period of Performance end.
Evaluation criteria emphasize Technical Approach and Past Performance significantly more important than Price, with additional weight on Management Approach including staffing plan credibility, quality control, and transition planning. Technical proposals must address instructional methodology, simulator solutions, past performance on similar helicopter aircrew training contracts, and delivery timelines. The Government prioritizes faster delivery at reasonable prices over lower costs. NAICS code 611512 (Educational Support Services) applies, with a small business size standard of $34 million. The solicitation number is FA286026Q4034, most recently amended September 25, 2026. Contracting Officer is Mrs. Heather Roe; technical contacts are TSgt Jeffrey Harris and SSgt Sebastian Davis. Quotes must remain valid for 90 days and be submitted via email.
