About this opportunity

The FAA's Franchise Acquisition Services seeks instructor-led helicopter field maintenance training on four Bell helicopter models for FAA Airworthiness (Maintenance/Avionics) Inspectors, with proposals due November 23, 2026 under reopened Screening Information Request 6973GH-26-R-00199. No set-aside is used.

Amendment 0001 extended the close date from August 26, 2026 to November 23, 2026, and replaced Schedule B dated July 8, 2026 with Schedule B Rev. 1 dated November 6, 2026, which corrects the Bell 412 Maintenance Initial Training description. Offerors must acknowledge the amendment before the November 23 deadline. Anyone may propose, and offerors who already submitted must await contracting officer instructions. Proposals are submitted electronically by email to contracting officer Gilbert N. Park at gilbert.n.park@faa.gov. Clause AC0250 was removed.

The period of performance is one year from January 19, 2027, plus four one-year options, running through January 18, 2032. Training covers Bell 206B, 429, 407, and 412 models, with courses estimated at about 80 hours each. Training must occur at a brick-and-mortar facility in the United States, preferably within 25 miles of a major airport served by a major U.S. air carrier. Sessions run Monday through Friday, start no later than 9:00 a.m. local time, and run a maximum of 10 hours including breaks. Facilities require a minimum of 30 footcandles and temperatures of 68 to 74 degrees Fahrenheit. Part 141 or Part 142 certificates eliminate the need to provide the specifications in PWS Section G.4(a) through (l). Within two weeks of course completion, the contractor must submit student grades, attendance records, and performance evaluations to the Contracting Officer's Representative. College credit for trainees is desired if an accredited college wins, but it is not mandatory and not an evaluation factor.

Instructors must be professional maintenance technicians with five years of industry experience, three years of experience with each proposed aircraft, and three years of instructor experience. Amendment 0001 replaces Factor 5 with Factor 4, requiring instructor qualification statements and resumes. Offerors may propose on one, selected, or all aircraft CLINs. Pricing is per student, and the FAA pays travel and per diem. Schedule B quantities are estimated individual students, not minimum class sizes, and there is no guaranteed minimum beyond the $50 minimum-order clause. The FAA sets student counts two weeks before training and may replace or remove students in that window but cannot add them.

The Government File summary describes award to the lowest-priced technically acceptable offeror for each course, with four technical factors equally weighted. The procurement is coded NAICS 611519 (Other Miscellaneous Schools and Instruction), PSC U099, with a small business size standard of $21 million in annual receipts.
