Evaluation Criteria
RFO Provision 52.212-2, Evaluation -- Commercial Products and Services, applies to this acquisition. As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical approach and past performance, when combined, are considered significantly more important than Price. The following factors shall be used to evaluate offers:
Factor 1: Technical Evaluation:
· Sub-Factors 1 & 2 - Technical Approach and Past Performance
· See Instructions to Offerors, number 6, for what information is necessary to be determined technically acceptable. Delivery timeline is a firm requirement. This factor evaluates the offeror’s demonstrated record of success on recent and relevant contracts. The Government will assess performance on contracts of similar size and complexity, such as providing helicopter aircrew training or managing government training programs.
· Sub-Factor Factor 3 - Management Approach
· The Government will assess the offeror’s ability to manage the program and its personnel effectively. This includes the credibility of their Staffing Plan for recruiting and retaining qualified instructors, the thoroughness of their Quality Control Plan, and their approach to the contract Transition Plan, including the execution of the Associate Contractor Agreement (ACA). Resumes Qualifications or Certifications for Key Personnel are to be submitted with the Management Approach.
Each technical proposal will be assigned a technical rating. Offerors must receive "Acceptable" rating for each sub-factor to receive an overall "Acceptable" rating in the technical evaluation. In the event one subfactors receive an "Unacceptable" rating, the proposal will receive an overall "Unacceptable" rating in the technical evaluation.
Rating
Description
Acceptable
1. Technical Approach
2. Past Performance
3. Management Approach
Unacceptable
The offeror failed to submit the required documents for quote submission.
OR
1. Offeror does not propose a sound technical and past performance approach.
2. Required submission(s) do/does not clearly explain(s) the contractor's management approach.
Factor 2: Price
· The offeror’s proposed cost/price will be evaluated for reasonableness, realism, and completeness to ensure it reflects a clear understanding of the requirements and is not excessively high or unrealistically low. See Instructions to Offerors, number 7, Price.
(b) The Government will evaluate the Total Evaluated Price (TEP) by evaluating all proposed CLINs. and Optional CLINS for all years of performance. The TEP will include evaluation of RFO 52.217- 8, Option to Extend Services and RFO 52.217-9, Option to Extend the Term of the Contract. This option to extend the contract term shall be evaluated as part of the initial evaluation, whereby any resultant exercise of this option is within scope of the pending contract. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed six (6) months. Offerors are required only to price the base and option CLINs. Offerors shall not submit a price for the potential six (6) month extension of services period because the Government will use the price of the final option year to calculate the price of the six (6) month extension as shown in the pricing attachment.
(c) A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
