About this file
This is a Contract Line Item Number (CLIN) Details spreadsheet that provides the cost and scheduling breakdown for HH-60W pilot training delivery under solicitation FA286026Q4034. The document outlines a phased training program divided into multiple CLINs with distinct pricing structures and delivery timelines. The training encompasses academic instruction, simulator operations, and flight training required for UH-1N aircrew to achieve Basic Aircraft Qualification (BAQ) on the HH-60W platform at Joint Base Andrews.
The CLINs are structured to accommodate pilot cohorts with staggered start dates, with individual pilot training costs ranging based on the type and volume of instruction required. The spreadsheet details quantities of academic training hours, simulator training events, and flight training sorties across multiple fiscal years, with associated unit prices and total costs for each line item. Delivery schedules span from initial training commencement through program completion, with specific milestones for course development, instructor qualification, and cohort throughput. The pricing model appears to be cost-plus or fixed-price per training event, enabling the Government to budget for training delivery across multiple pilot rotations while maintaining flexibility for cohort scheduling adjustments.

Direct Labor: CLIN Structures are based on a staffing model of 11 full-time equivalent (FTE) personnel, determined to be the necessary staffing to execute the PWS requirements. This includes:
- 1 Program Manager
- 2 Lead Instructors (Pilot & SMA)
- 4 Line Instructors Pilots
- 2 Line Innstructor SMAs
- 1 Scheduler
- 1 Administrative Assistant
This staffing level supports two concurrently running classes at the industry-standard 1-to-2 instructor-to-student ratio with 1 instructor backup for each.
Travel / TDY: This CLIN is included as a direct response to a key risk identified during market research: the potential unavailability of the GFE simulator at JBA. This estimate provides a realistic contingency cost for sending two instructors on a year-long Temporary Duty (TDY) assignment to an alternate training location (such as Nellis AFB) to ensure training continuity.
