About this file
This is a Contract Line Item (CLIN) Details pricing template for the Joint Base Andrews (JBA) Aircrew HH-60W Conversion Training contract. The solicitation (FA286026Q4034) requires a contractor to deliver foundational training for UH-1N aircrew to achieve Basic Aircraft Qualification (BAQ) on the HH-60W platform in accordance with AFMAN 11-2HH-60W volumes. The contract structure includes a 12-month base year followed by two six-month option periods, with all pricing currently shown as zero pending contractor proposals.
The base year staffing model calls for 11 full-time equivalent (FTE) personnel: one Program Manager, two Lead Instructors (one for pilots and one for Special Mission Aviators), four line instructor pilots, two line instructor SMAs, one Scheduler, and one Administrative Assistant. The CLINs include direct labor costs for all instructional and administrative staff, equipment (computer equipment, licenses, training aids, flight equipment), and contractor travel/living expenses for Temporary Duty (TDY) assignments. The TDY CLIN specifically addresses a key risk identified during market research regarding potential unavailability of Government-furnished equipment (GFE) simulators at JBA, providing contingency costs for sending two instructors on year-long TDY assignments to alternate DoD training locations such as Nellis AFB to ensure training continuity. The contractor must provide a turn-key training solution including all instruction, courseware management, and program management necessary to execute the Government-provided syllabus for academic, simulator, and flight training. The Government notes that funds are not presently available and reserves the right to cancel the solicitation at any time.

Direct Labor: CLIN Structures are based on a staffing model of 11 full-time equivalent (FTE) personnel, determined to be the necessary staffing to execute the PWS requirements. This includes:
- 1 Program Manager
- 2 Lead Instructors (Pilot & SMA)
- 4 Line Instructors Pilots
- 2 Line Innstructor SMAs
- 1 Scheduler
- 1 Administrative Assistant
This staffing level supports two concurrently running classes at the industry-standard 1-to-2 instructor-to-student ratio with 1 instructor backup for each.
Travel / TDY: This CLIN is included as a direct response to a key risk identified during market research: the potential unavailability of the GFE simulator at JBA. This estimate provides a realistic contingency cost for sending two instructors on a year-long Temporary Duty (TDY) assignment to an alternate training location (such as Nellis AFB) to ensure training continuity.
