About this file
This is a Contract Line Item (CLIN) pricing details spreadsheet for a Joint Base Andrews (JBA) Aircrew HH-60W Conversion Training contract. The document outlines the staffing model and cost structure for delivering foundational training to convert UH-1N aircrew to Basic Aircraft Qualification (BAQ) on the HH-60W platform in accordance with AFMAN 11-2HH-60W Volumes 1, 2, and 3.
The contract is structured with a one-year base period (2026) and two six-month option periods under clauses 52.217-8 and 52.217-9. The staffing model comprises 11 full-time equivalent (FTE) personnel: one Program Manager, two Lead Instructors (Pilot and SMA), four Line Instructor Pilots, two Line Instructor SMAs, one Scheduler, and one Administrative Assistant. This staffing level supports two concurrently running classes at the industry-standard 1-to-2 instructor-to-student ratio with backup coverage. Labor services are invoiced hourly for each role. Additional cost elements include Computer Equipment/Licenses/Training Aids/Flight Equipment (12-month for base year, 6-month for option periods) under separate CLINs, and Contractor Travel/Living/TDY costs estimated as a single lot item to address the identified risk of potential Government-Furnished Equipment (GFE) simulator unavailability at JBA, with contingency funding for sending two instructors on year-long TDY assignments to alternate DoD locations such as Nellis AFB to ensure training continuity. All pricing fields in the attachment currently display placeholder values of zero.

Direct Labor: CLIN Structures are based on a staffing model of 11 full-time equivalent (FTE) personnel, determined to be the necessary staffing to execute the PWS requirements. This includes:
- 1 Program Manager
- 2 Lead Instructors (Pilot & SMA)
- 4 Line Instructors Pilots
- 2 Line Innstructor SMAs
- 1 Scheduler
- 1 Administrative Assistant
This staffing level supports two concurrently running classes at the industry-standard 1-to-2 instructor-to-student ratio with 1 instructor backup for each.
Travel / TDY: This CLIN is included as a direct response to a key risk identified during market research: the potential unavailability of the GFE simulator at JBA. This estimate provides a realistic contingency cost for sending two instructors on a year-long Temporary Duty (TDY) assignment to an alternate training location (such as Nellis AFB) to ensure training continuity.
