About this file
This is a pricing template for a federal contract opportunity titled "Joint Base Aircrew HH-60W Conversion Training" with a base year period of performance in 2026 and option periods structured as 6-month increments under FAR clauses 52.217-8 and 52.217-9.
The contract requires direct labor services organized into three contract line items (CLINs) covering a base year, Option Period 1, and an additional 6-month option. The staffing model comprises 11 full-time equivalent personnel: 1 Program Manager, 2 Lead Instructors (1 Pilot and 1 SMA), 4 Line Instructor Pilots, 2 Line Instructor SMAs, 1 Scheduler, and 1 Administrative Assistant. This staffing level supports two concurrent training classes at an industry-standard 1-to-2 instructor-to-student ratio with one instructor backup per category. Each CLIN includes labor hours for all positions, equipment/courseware development or updates (quantified in monthly increments), and temporary duty (TDY) travel expenses. The TDY line item is capped at a not-to-exceed amount of $94,000.00 per period and addresses a key risk identified during market research: potential unavailability of Government Furnished Equipment (GFE) simulators at Joint Base Andrews. The TDY allocation provides contingency funding for sending two instructors on year-long temporary assignments to alternate training locations such as Nellis Air Force Base to ensure training continuity. Government-provided classrooms are assumed; however, contractors may provide their own equipment. The pricing template shows identical TDY costs of $94,000.00 across the base period, Option Period 1, and the additional 6-month option.

Direct Labor: CLIN Structures are based on a staffing model of 11 full-time equivalent (FTE) personnel, determined to be the necessary staffing to execute the PWS requirements. This includes:
- 1 Program Manager
- 2 Lead Instructors (Pilot & SMA)
- 4 Line Instructors Pilots
- 2 Line Innstructor SMAs
- 1 Scheduler
- 1 Administrative Assistant
This staffing level supports two concurrently running classes at the industry-standard 1-to-2 instructor-to-student ratio with 1 instructor backup for each.
Travel / TDY: This CLIN is included as a direct response to a key risk identified during market research: the potential unavailability of the GFE simulator at JBA. This estimate provides a realistic contingency cost for sending two instructors on a year-long Temporary Duty (TDY) assignment to an alternate training location (such as Nellis AFB) to ensure training continuity.
