About this file
This document is a Questions and Answers (Q&A) file providing Government responses to 36 clarification questions submitted by offerors regarding an HH-60W aircrew training contract solicitation. The contract, managed by the 316th Operations Group at Joint Base Andrews (JBA), involves delivering comprehensive training for HH-60W helicopter pilots and Special Mission Aviators (SMAs) in the National Capital Region.
Key Contract Requirements and Clarifications: The Government will provide a baseline HH-60W syllabus, Master Training Task List (MTTL), and courseware as Government Furnished Information (GFI) for all crew positions; contractors must adapt this baseline material to meet local NCR requirements. All contractor personnel must possess and maintain a SECRET security clearance, with the 316th Operations Group serving as the sponsoring agency for security credentials and Common Access Cards (CACs). The contractor is responsible for obtaining Restricted Area Badges (RABs) for flight-line access. Full Operational Capability (FOC) must be achieved prior to the Period of Performance (POP) start date, with Day-One training commencing upon contract award date contingency. The updated proposal submission deadline is September 9, 2026, no later than 2:00 PM EDT. Simulator training will occur offsite at Moody AFB, Nellis AFB, or Patrick Space Force Base, with the Government providing Government Furnished Equipment (GFE) simulator access and bearing all simulator usage fees; contractor and student travel to alternate locations will be reimbursed under a separate travel CLIN per Joint Travel Regulations. The contractor must develop courseware in editable, native-source format (Microsoft Word, PowerPoint) compliant with SCORM standards, incorporate all out-of-cycle changes resulting from Technical Orders and AFI/AFMAN updates, and execute a Contractor Flight and Ground Operations Plan per DCMA Instruction 8210.1 as a formal post-award Contractual Delivery Requirements List (CDRL). Military instructor cadre transition must achieve 100% assumption of primary instructional functions by military personnel, validated by the Government Flight Representative no later than 15 days prior to POP end date, with one military instructor per contractor instructor teaching each class. Offerors may propose alternative staffing levels and labor mixes, including courseware designer and Instructional Systems Design (ISD) positions, provided they demonstrate satisfaction of all performance and throughput requirements without scheduling conflicts.
