About this opportunity

The Department of the Air Force Headquarters District Washington is issuing a Request for Information (RFI) to solicit industry feedback and capability statements for a turn-key HH-60W aircrew transition training program at Joint Base Andrews. The procurement seeks contractors capable of delivering comprehensive foundational training for UH-1N aircrew to achieve Basic Aircraft Qualification on the HH-60W Combat Rescue Helicopter platform, including academic instruction, simulator training, and live aircraft flight training. Key requirements mandate that instructors possess a minimum of 1,000 total flight hours with at least 300 as a certified instructor, current FAA CFII or ATP-H certification, NCR airspace qualification, Class II Medical Certificate, and SECRET security clearance. The contractor must achieve a 95% student graduation rate, maintain 100% timely documentation of training events, ensure 98% training device availability, and incorporate all mandatory safety-of-flight changes within 30 calendar days. Responses to this RFI are due by February 22, 2026 at 10:00 a.m. EST and should be submitted in Microsoft Word format to the Contracting Officer, Mrs. Heather L. Roe, at heather.roe.1@us.af.mil, with capability statements limited to 10 pages in Calibri or Times New Roman, 11-point font, plus supporting documents.

This RFI carries no set-aside designation and does not commit the Government to contract or accept unsolicited proposals at this time. The contract period consists of one 12-month Base Year and one 12-month Option Year, with training anticipated to begin no later than end of July 2026 and an assumed contract award date of May 1, 2026. The estimated annual student throughput includes 48 pilot trainees and 24 Special Missions Aviators in the HH-60W Initial Qualification Training course, with classes of 4 pilots and 2 SMAs conducted approximately every 4 weeks over 8-week training cycles. No specific award value or budget range is disclosed in the RFI, and no incumbent contractor is identified. The Government will furnish a minimum of 2 Fully Mission Capable HH-60W aircraft per location, courseware, classroom and simulator space, training devices, and information resources including Technical Orders and the Training Management System, while all other management, personnel, equipment, and resources necessary for contract execution will be the contractor's responsibility.
