About this file
This is a contract clauses document for Air Force contract FA286026Q4034 that incorporates Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses by reference and provides full text for selected clauses.
The document is primarily a compilation of standard federal contract clauses applicable to this procurement. It includes over 100 incorporated clauses covering compliance requirements such as safeguarding covered defense information, cybersecurity incident reporting, prohibition on covered defense telecommunications equipment, antiterrorism awareness training, whistleblower rights notification, and various labor standards. Key administrative clauses address payment processing through the Wide Area Workflow (WAWF) system using specific Department of Defense Activity Address Codes (DoDAAC), limitations on subcontracting for small business set-asides at 50 percent for services and supplies with different thresholds for construction, contractor property management, and government property utilization. The contract contains incremental funding limitations with allotment schedules and an availability of funds provision indicating funds are available through September 30, 2026. The document includes full text clauses for telecommunications equipment representation, WAWF payment instructions with routing data, subcontracting limitations, statement of equivalent rates for federal hires, tax withholding on foreign procurements, corporation delinquency and felony representations, and contract extension options limited to 18 months total duration. Specific clauses reference compliance with debarment regulations, small business utilization requirements, and various representation and certification requirements in the System for Award Management (SAM). The document does not specify particular products or services required but rather establishes the contractual and compliance framework governing performance.
