About this opportunity
The Federal Aviation Administration is seeking an Integrator to implement a brand-new Air Traffic Control System across the National Airspace System within a 3-4 year timeframe, focusing on five key areas: telecommunications, radio communications, surveillance, automation, and facilities. This Request for Information represents an ambitious modernization effort to replace aging air traffic control infrastructure nationwide, with the FAA expressing a strong preference for a single integrator who will be responsible for comprehensive system upgrades and integration. The procurement emphasizes operational excellence, speed, transparency, and innovative solutions while ensuring accountability and managing cybersecurity requirements. Evaluation criteria will focus on team capabilities, acquisition strategy, systems integration expertise, cost control measures, and past performance on large, complex projects. Critical dates include the RFI response deadline of June 23, 2025, at 4 p.m. EST, with Industry Days held June 10-12, 2025, one-on-one sessions conducted June 16-18, 2025, and a tentative Request for Solutions release scheduled for July 2025.
This procurement utilizes no set-aside designation and involves replacing infrastructure across more than 4,600 National Airspace System sites with over 30,000 services, including 612 airborne surveillance radars, 53 surface movement radars, and expanding surface awareness to 200 additional airports. Current contractors supporting various air traffic control systems include major defense and technology companies such as Raytheon, L3Harris Technologies, Northrop Grumman, General Dynamics, Leidos, AT&T, and Verizon across multiple existing contracts. The modernization effort encompasses 440 Remote Airport Traffic Control Towers, 149 Terminal Radar Approach Control facilities, 157 Alaska sites, 89 Terminal Flight Data Manager sites, and 435 Enterprise Information Display System sites. The FAA plans to build 15 new Airport Traffic Control Towers and co-located Terminal Radar Approach Control facilities between fiscal years 2025-2028, along with six new Air Route Traffic Control Centers. While specific budget amounts are not disclosed, the scope suggests a multi-billion dollar procurement given the comprehensive nature of replacing the entire national air traffic control system infrastructure.
