The Contractor must maintain the organization to manage the contract and subcontracts, including program control, quality assurance, configuration management, management of FAA furnished resources, risk management, and security. The management organization, techniques, tasks and procedures must be documented in a Program Management Plan (PMP). The contractor must deliver a PMP on the current Program Management Organization.

The contractor must deliver a quarterly “Contractor's Progress, Status and Management Report”.

The report is due the 15th day of the month, starting the third month after contract award.

Contractor format is acceptable. The content of the report must include at a minimum; a cover sheet; system delivery status and schedule; description of the progress made against milestones during the reporting period; any FAA trips and significant results; Summary of Engineering Change Proposal (ECP) status, including identification of proposed ECPs, approved ECPs, and implemented ECPs; and plans for activities during the following reporting period.

CDRL 001: Program Management Plan

C.4.2.2 Meetings, Conferences and Reviews

The Contractor must conduct meetings, conferences, and reviews in accordance with the approved PMP and this statement of work at the Contractor’s site or virtually at a mutually agreed upon time between the FAA and the contractor. The FAA shall prepare and submit agendas and minutes. When meetings or conferences are held at the Contractor’s site, the Contractor must provide facilities and office equipment (e.g., access to internet, telephone), sub-Contractor personnel when requested, and appropriate presentation materials, mockups, and technical data. Copies of presentation materials must be prepared for all meeting participants.

C.4.2.3 Post Award Conference

A post award conference will be held at the Contractor’s facility or conducted virtually within one (1) month after contract award. The agenda will be developed jointly between the Contractor and the FAA. The FAA will provide minutes from each meeting. The duration of the conference may be two full working days.

C.4.2.4 Technical Interchange Meetings

If ordered by the FAA, the Contractor must host and conduct a Technical Interchange Meetings (TIMs) at the Contractor’s facility to discuss specific technical activities, including but not limited to:

studies, test plans, risk, test results, design issues including human engineering, technical problems, training issues, logistics issues, implementation concerns, verification audit, and to monitor the technical progress of the contract. The CO or COR will determine the meeting location.

The meeting duration, attendees, and agenda will be determined by the issues brought up or by the discussions during the meeting. The Contractor must prepare and submit for FAA review, a meeting agenda at least 10-calendar days prior to the TIM. The FAA may, as a result of this review, direct the Contractor to add additional items to the agenda. The TIM must be planned for no more than 2-calendar days in length. The FAA will provide minutes from each meeting.

C.4.3 Quality Assurance

The Contractor must maintain a documented quality system compliant with the requirements of AS9100D, Quality Management Systems - Requirements for Aviation, Space, and Defense Organizations. Third party certification of International Standards Organization ISO standards is not required nor does such certification relieve the Contractor of the requirement in the QSP.

The contractor must deliver a Quality System Plan on the current Quality System program and procedures.

CDRL 002: Quality System Plan

C.4.4 Configuration Management

C.4.4.1 Configuration Management (CM) Planning

The Contractor must maintain a CM program using MIL-HDBK-61A and ANSI/EIA-649 for guidance. The CM program must be documented using MIL-HDBK-61A, Appendix A, focusing on Phase II and III, as described in Table A-3. The CM program must cover the Contractor’s CM organizational structure and methods of configuration identification, change control, configuration status accounting, and configuration auditing for documentation, physical media and physical parts representing or comprising the ILS 420. The Contractor must maintain configuration control of hardware, software, firmware, and developmental/ commercial documentation until delivery of the last ordered production unit, subject to configuration change control requirements specified below.

The Contractor must identify the single focal point, under the Program Manager, who will serve as the primary point of contact for all communication on CM-related issues. The contractor must deliver a Configuration Management Plan on the current CM Program, organization, and procedures.

CDRL 003: Configuration Management Plan

C.4.4.2 Configuration Item (CI) Identification

The Contractor must identify, establish, and maintain the configuration of the ILS 420 and its subordinate CIs. This configuration must include the following:

a. Selecting developmental and commercial CIs at appropriate levels of the product structure to facilitate the control and support of the items;

b. Determining the types of configuration documentation required for each CI to define its performance, functional, and physical attributes, including internal and external interfaces;

c. Determining the appropriate configuration control authority for each configuration document consistent with logistic support planning for the associated CI;

d. Issuing identifiers for the CIs and the configuration documentation.

e. Maintaining the configuration identification of CIs to facilitate effective logistics support of items in service;

f. Releasing configuration documentation;

g. Establishing configuration baselines for the configuration control of CIs.

C.4.4.3 Software Configuration Items

The Contractor must assign a discrete version/release number to each software product released to include; medium (e.g., magnetic tape, disk) containing release-or build-type software executables. The medium thus identified must be inclusive and contain all software segments; thereby providing easy identification of software releases.

C.4.4.4 Configuration Change Control

The Contractor must maintain and demonstrate a systematic life cycle configuration change management process for the ILS 420 as described in the CM Plan (CDRL 003). This change management process, using MIL-HDBK-61A, Section 6, and ANSI/EIA-649, as guidance, must manage the preparation, justification, evaluation, coordination, disposition, and implementation of proposed engineering changes and deviations to the ILS 420 system hardware, software and firmware, and baselined configuration documentation.

C.4.4.5 Engineering Change Proposals (ECP)

Engineering Change Proposals (ECPs) required to be submitted to the FAA are classified as either Class I or Class II. If Contractor initiated Class I or Class II ECP changes are approved by the FAA, they are developed and implemented at no additional cost to the FAA. Items like code, part lists, drawings and procedures will be provided to the FAA for operational systems implementation.

If the FAA initiates an ECP Class I change, the Contractor will not incur the cost to implement the change. Implementation will start after the release of the FAA modification. A Class II change is reviewed for concurrence in classification by the FAA Quality Reliability Officer (QRO). As part of the ECP, the Contractor must provide history, detailed change information, estimated costs, schedules, benefits and risks associated with the ECPs.

CDRL 004: Engineering Change Proposals

C.4.4.6 Class I and II Change Definition

C.4.4.6.1 Class I Changes

The Contractor must submit all Class I ECPs to the CO or his/her designated Contracting Officer’s Representative (COR), with a copy to the FAA QRO. The FAA will have 30 calendar days to review the subsequent ECP. If approved, the Contractor must proceed with the engineering change. The Contractor must submit to the CO and COR all changes to documentation resulting from the approved ECP. The documentation includes, at a minimum, all affected assembly drawings and TIB change pages within 30 calendar days of FAA approval. All changed documentation must have all changes within it highlighted by change bars and was/now annotations. ECPs will be applicable and required for all equipment procured throughout the life of the contract, including option years. If the change is not approved, the Contractor must withdraw it or resubmit with further clarification of the proposed change(s).

C.4.4.6.2 Class II Change

The Contractor must submit all Engineering Change Requests (ECRs) or Class II ECPs to the FAA QRO for classification concurrence and approval. The FAA has 21 calendar days to review and approve all ECRs or Class II ECPs.
