About this file

This document is an Industry Day briefing presentation for the Federal Aviation Administration's (FAA) Brand New Air Traffic Control System project. The FAA plans to hire an integrator to replace the current air traffic control system within 3-4 years, with a focus on operational excellence, speed, and transparency. The project involves multiple work streams including telecommunications, voice communications, surveillance, automation systems, and facility replacements across 157 Alaska sites, 89 TFDM sites, 435 E-IDS sites, and other locations.

The procurement timeline includes a Request for Information (RFI) released on June 3, 2025, with responses due by June 23, 2025. Industry Days and one-on-one sessions are scheduled for June, with a tentative Request for Solutions release in July, proposal submissions in August, and contract award by September 30, 2025. The FAA seeks an integrator who can recommend innovative solutions, ensure accountability, manage cybersecurity, and deliver new operational capabilities for the National Airspace System (NAS). The evaluation will emphasize team capabilities, acquisition strategy, systems integration, cost control, and past performance, with a strong emphasis on preventing vendor lock and enabling future competition.

In Support of Market Research – Information Only

• Why We're Here

• Culture Shift – Operational Excellence, Speed, Transparency and Communications

• Rapidly Delivering Capabilities

• Acquisition Concepts

• Use of an Integrator

• Fundamental consideration: the role of the Integrator

• Requesting perspectives and experience

• Schedule to contract execution

• Contracting - Request for Solutions

AGENDA

• Market Research – we’re here to give information and listen to industry.

• On May 8, 2025, U.S. Department of Transportation (DOT) Secretary Sean P. Duffy unveiled a plan to build a brand new, state-of-the-art air traffic control system to replace our current, antiquated system.

• At the core of that plan is for the FAA to hire an integrator who will be accountable for delivering a complete Brand-New Air Traffic Control System.

• Use the FAA’s statutory acquisition flexibilities to get this done in 3 years.

• Deliver Capabilities Safely and Efficiently.

WHY WE'RE HERE

• FAA typically contracts with vendors for decades.

• More agile approach, large volume of work, rapidly delivering capabilities, and leveraging industry.

• Three Key Pillars to Project Culture

1) Operational Excellence – Work completed on time, within budget

2) Speed – 3 to 4 Year timeframe with continuous improvement

3) Transparency and Communications with all key stakeholders –

Manage risks and execute large scale coordination

• Know Your Job, Work Together, No Surprises.

THIS IS A CULTURE SHIFT

Work Streams

• TDM to IP

• FTI, FENSTelecommunications

• Voice Switch Replacements

• Radio ReplacementsVoice Communications

• Radar Replacements

• Surface Movement Radars

• Surface Awareness Initiative

Surveillance

• FMDS, TFDM, AAC, E-IDS, CAPAutomation Systems

• ARTCC Replacements

• ATCT/TRACON Replacements

• AWOS, VWOS, WCAM Installations

Facilities

• The FAA can go fast – Surface Awareness Initiative (SAI).

• All parties must be focused on the mission, and all contract provisions and subcontract provisions must adhere to this principle.

• Business Model: the Integrator must be excellent at providing services and excellent at being a customer.

• The Integrator must have deep strategic understanding of the principles of contracting, including all motivations and interests of potential subcontractors across all disciplines (HW and SW dev, construction, integration, etc.).

• Results-based contracting: Offerors must be open to the idea that profitability is dependent upon success where success = new operational benefits in the NAS.

Rapidly Delivering Capabilities

• Principles

• Select the best solution that meets the FAA’s and leadership’s needs.

• Innovate and adapt yet keep safety paramount.

• Permit all avenues that produce the needed capabilities and results.

• Overall program structure is being worked out.

• Contract, statement of work, costs all informed by the RFI and industry.

• Flexibilities

• The FAA is using all authorities and discretion provided in law, particularly in 49 U.S.C. § 106(l) and 49 U.S.C. § 40110 et. seq.

• FAA Acquisition Team

• Comprises senior leaders, technical team, contracting, and other experts as needed.

• All formal communications should be sent via email to BrandNewATCSystem@faa.gov

FAA ACQUISITION/CONTRACTING APPROACH

6/12/2025 mailto:BrandNewATCSystem@faa.gov

• FAA is looking for industry’s input on the merits of an OCI Firewall via RFI Response.

• Why?

• America needs a vendor focused on getting this done quickly and on delivering capabilities, managing a complicated system, and not focused on discrete business segment profits.

• Organizational conflicts of interest

• Due to potential organizational conflicts of interest that cannot be mitigated, the Integrator may be excluded from competing for contracts related to this project.

• Expect the Integrator:

• Has access to other vendor's source selection information;

• will develop requirements and evaluation criteria; and

• may assist the FAA in evaluating performance on existing and new contracts.

CONSIDER CONFLICTS: OCI/ FIREWALL

• Industry recommends solutions.

• Know your job, work together, no surprises.

• Propose a structure and framework that ensures the FAA has everything it needs without tying it to a particular vendor.

• Get it done in 3-4 years.

• Rapidly deliver operational capabilities.

• Address facility needs and consolidations.

• Safety is paramount.

• Consider incentives and all other appropriate tools.

• All vendors must cooperate and collaborate.

ROLE OF THE INTEGRATOR

PRIME INTEGRATOR MODEL

PROCUREMENT SENSITIVE

NON-PRIME INTEGRATOR MODEL

PROCUREMENT SENSITIVE

HYBRID PRIME INTEGRATOR

• Vendor perspectives and ideas.

• Propose a framework that gets the job done.

• Ensure the FAA retains all the capabilities.

• Be responsible stewards of the National Airspace System (NAS).

• Delivers safety, capabilities, be on time, consider cost, preserve future choices for the FAA.

• Prevent vendor lock and enable future competitions and choices.

• All vendors work together.
