About this opportunity
The Department of the Navy Naval Facilities Engineering Command seeks award of a performance-based, firm-fixed-price Indefinite-Delivery/Indefinite Quantity contract for custodial services across the Naval Washington District at sites within a 100-mile radius of Washington, DC. The procurement is a Competitive 8(a) set-aside; proposals are currently suspended pending resolution of a protest received May 5, 2026, with a new proposal due date to be announced.
Place of performance spans three regions: PWD Washington (U.S. Naval Observatory, Carderock Division, NAVFAC Carderock); PWD South Potomac (Dahlgren, Virginia and Indian Head, Maryland sites including NSWC, EOD Tech Div, NAVFAC, NRL Pomonkey, Navy Exchange, DECA, DoDEA School, DIA Building 1662); and PWD Patuxent River (NSA Patuxent River, Webster Field, Solomons Annex, NAWC, COMFRC). The contract covers recurring custodial services (scheduled space cleaning, floor care, restroom services, building perimeter services, group shower/locker room cleaning) and non-recurring work available through task orders and FedMall. The contractor must furnish all labor, management, supervision, tools, materials, equipment, facilities, and transportation.
The NAICS code is 561720 (Janitorial Services) with a small business size standard of $22 million. The PSC is S216. The contract term consists of one 12-month base period with a minimum guarantee, four 12-month option periods, and one 6-month option period, totaling up to 66 months. The incumbent contractor, NJS Joint Venture, LLC, was awarded the prior contract (N40080-19-D-0306) in 2019 at a firm-fixed-price value of $21.758 million.
Key personnel requirements include a Project Manager with five years' experience, a Quality Manager with CMQ/OE certification and five years' quality management experience, and a Site Safety and Health Officer meeting EM 385-1-1 standards with OSHA 30-hour certification. The On-Site Supervisor must hold a high school diploma/GED plus ten years as an Environmental Technician and five years supervisory experience. All contractor personnel must enroll in the Defense Biometric Identification System (DBIDS); those accessing controlled information require Tier 3 Investigation clearance.
Service Contract Act wage determinations apply at multiple locations. Facilities subject to active Collective Bargaining Agreements include Washington (SEIU Local 32BJ, effective April 1, 2024–March 30, 2027), Indian Head (Transport Workers Union of America Local 525, effective October 1, 2024–September 30, 2027), and Carderock (Laborers' International Union of North America Local 572, expired but referenced). Expired CBAs cover Dahlgren (AFGE Local 2096).
Evaluation uses a Lowest Priced Technically Acceptable (LPTA) approach with four non-price factors: Technical and Management Approach, Corporate Experience, Safety, and Past Performance. The overall non-price rating must be "Acceptable" for award eligibility. Corporate Experience requires minimum three projects valued at $6.5 million per year completed within five years, managing at least 55 personnel across multiple locations and building types. Safety evaluation requires DART rates of 2.99 or below and Experience Modification Rates of 4.49 or below for calendar years 2020–2024.
The contractor must maintain comprehensive general liability insurance ($500,000 per occurrence), automobile liability ($200,000 per person/$500,000 per occurrence), and workers' compensation as required by law. Environmental compliance includes water conservation, energy management, solid waste recycling, hazardous material handling with ten working days' KO approval processing, and endangered species protection. A Quality Management System with documented inspection and surveillance procedures is mandatory. Site visits were held February 17–19, 2026; the RFI deadline was February 23, 2026.
