About this file

This document is a Questions and Answers (Q&A) response record for a federal Request for Information (RFI) related to solicitation N4008025R2233 for Regional 8(a) Custodial Services. The RFI deadline was February 23, 2026, with site visits scheduled for February 17-19, 2026, and proposals due March 2, 2026. This is a re-compete procurement to replace the incumbent contract N4008019D0306, awarded on September 6, 2019, to NJS Joint Venture, LLC, valued at $21,758,153.00.

The solicitation covers custodial services at multiple Navy locations: Public Works Department (PWD) Washington, PWD South Potomac (Indian Head), and PWD Patuxent River. The services are subject to Service Contract Act requirements with Collective Bargaining Agreements (CBAs) from SEIU Local 32BJ (Washington, effective April 1, 2024–March 30, 2027), Transport Workers Union of America Local 525 (Indian Head, effective October 1, 2024–September 30, 2027), and expired CBAs for LIUNA (Carderock) and AFGE (Dahlgren). Custodial scope includes routine cleaning of offices, bathrooms, break rooms, and common areas; interior glass cleaning; walk-off mat cleaning; specialized cleaning in medical facilities requiring CIMS-GB certification; bloodborne pathogen and bodily fluids cleanup; and non-recurring exterior window cleaning. The contractor must provide all custodial supplies, secure government-provided janitorial storage and office space equipped with phone and data access, possess ISSA CIMS-GB certification, and coordinate with government-provided trash containers and no snow removal requirements. Contractors may use personal vehicles for transportation and general parking is available without reserved spaces. A geographic restriction limiting competition to 8(a) firms in the Washington Metropolitan Area was removed by amendment, and no mandatory sources of supply apply. The government will not provide seniority lists, incumbent staffing numbers, pictures/videos of facilities, or CBA wage negotiation details, and a second round of Q&A will not be opened.

N4008025R2233 Regional 8(a) Custodial Services RFIs Due February 23, 2026

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

GOVERNMENT RESPONSE: Per the Amendment, this restriction has been removed from item 16 of the Combined Synopsis/Solicitation (paragraph 5). This is a re-compete procurement to replace contract N4008019D0306, which was awarded on September 6, 2019, to incumbent contractor NJS Joint Venture, LLC, at a value of $21,758,153.00.

2. Current service provider details and annual contract value.

GOVERNMENT RESPONSE: This is a re-compete procurement to replace contract N4008019D0306, which was awarded on September 6, 2019, to incumbent contractor NJS Joint Venture, LLC, at a value of $21,758,153.00.

3. The Service Contract Act (SCA),1 as implemented by FAR 22.1008-2, requires contracting officers to incorporate complete copies of relevant predecessor CBAs into solicitations for successor contracts requiring similar work. The CBAs provided did not include wages and required benefits as required by FAR Clause FAR 22.1008-2. As a general rule, a contracting agency must give sufficient detail in a solicitation to enable offerors to compete on a relatively equal basis. Some of the CBAs provided have expired.

Will the Government please provide the current wages and benefits of the union employees to remove any unfair competitive advantage? Section H.10 Wage Determinations and CBAs; Section J – J-0200000-02 Wage Determinations (and listed CBAs).

GOVERNMENT RESPONSE: The CBAs for Carderock (LIUNA) and Dahlgren (AFGE) are currently expired and we have not received notice of intention to negotiate at this time. The last addendums (A and B) received for LIUNA are enclosed in this amendment.

4. Which union covers:

Public Works Department (PWD) Washington?

Public Works Department (PWD) South Potomac?

Public Works Department (PWD) Patuxent River?

Public Works Department (PWD) Annapolis?

Section H.10 – CBAs by location

GOVERNMENT RESPONSE: There is no CBA for Patuxent River; see the associated wage determination, J-0200000-02 WD 2015-4279 Rev. 29 Patuxent.pdf. Regarding Annapolis, this requirement has no association with Annapolis. Otherwise, the unions are listed and enclosed in the original RFP on SAM.gov and/or PIEE:

6. Will the government please provide the seniority list for each CBA?

GOVERNMENT RESPONSE: The seniority list is made available upon award of the contract to the successor. The number of employees the incumbent use for the requirement is considered proprietary information.

7. Section H.10 Wage Determinations and CBAs; Section J – J 0200000 02 Wage Determinations (and CBAs list).

GOVERNMENT RESPONSE: This question is unclear as written and cannot be answered.

8. Is there a CBA in place at the Patuxent River locations?

GOVERNMENT RESPONSE: There is no Collective Bargaining Agreement on record for Patuxent River.

9. Please provide the updated CBA for Carderock? Or at a minimum, please provide Addendum A.

GOVERNMENT RESPONSE: There is no updated CBA for Carderock or an Addendum A as of the date of this amendment.

11. Will the government please open Q&A for a second round after the first-round questions are all answered.

GOVERNMENT RESPONSE: There is no intent to enter into a second round of questions.

12. Given the requirement for secret clearance for a facility in regard to the Indian Head location, does the government anticipate an amendment CBA for Indian Head to satisfy this requirement?

GOVERNMENT RESPONSE: The negotiation of the CBA is between the incumbent and the union.

13. In the combined synopsis solicitation, please can you provide Spec Item #2-4.

GOVERNMENT RESPONSE: This question is unclear as written and cannot be answered.

14. The PWS for Custodial Services appears to be missing in large part. The section stops at Section 1.1. Will the Government please provide this section in its entirety? Section C – 1503010 Custodial, page 42

GOVERNMENT RESPONSE: The Amendment shall include Annex 1503010 C Custodial in its entirety, along with Annex 0100000 C General Information, and Annex 0200000 C Management and Administration.

15. Will the government please provide the amount of Non-recurring work that is performed each year under this contract? Can you please break out per location?

GOVERNMENT RESPONSE: The Amendment shall include Annex 1503010 C Custodial in its entirety, along with Annex 0100000 C General Information, and Annex 0200000 C Management and Administration. See J-0200000-07 BLANK ELINS.xlsx for a break-down of each location and each inventory under J-1503010-07.

16. Amendment 0001 moved the site visits to Tuesday–Thursday, February 17–19, 2026, and extended the final questions deadline to Monday, February 23, 2026, but left the proposal due date of Monday, March 2, 2026, unchanged. Given this compressed timeline, the Government may not have sufficient time to issue responses to site-visit-driven questions, and Offerors may not have adequate time to incorporate those answers into their proposals. Will the Government please extend the proposal due date to at least three weeks after publication of the final Q&A? Section L – Instructions to Offerors

GOVERNMENT RESPONSE: All extensions to proposal due dates are submitted via Amendments. Please follow SAM.gov for all Amendments.

17. The solicitation references Factor 4: Past Performance (Exhibit C Past Performance) and states in part … a completed Past Performance Questionnaire (PPQ) (Exhibit C Past Performance) form must be submitted for each project the offeror includes in its proposal for this Factor 2. Q. In reviewing the solicitation attachment it appears Exhibit C has not been provided with the solicitation. Will Exhibit C be provided for Compliance.

GOVERNMENT RESPONSE: Please refer to Exhibit C, Past Performance is enclosed in this amendment.

18. I saw the RFP that was released yesterday and wanted to connect to see if you’re able to share additional details — specifically portfolio size, locations, scope of work, and timeline considerations. Also, is there a scheduled walk-through for any of the sites?

GOVERNMENT RESPONSE: The RFP enclosed information for the site visit in Section L.

Amendment 0001, posted on February 9, 2026 changed Site Visit date to February 17, 18, and 19, 2026.

19. Please confirm if the site visits from February 17 – February 19 were mandatory or not.

Are the site visits scheduled for February 17th, 18th, and 19th mandatory?

GOVERNMENT RESPONSE: Please refer to Question 18.

20. Are there any requirements for Mandatory Sources of Supply or Service IAW FAR Clause 52.208-9? Section I – FAR 52.208-9 Contractor Use of Mandatory Sources of Supply or Services

GOVERNMENT RESPONSE: There are no requirements for Mandatory Sources of Supply or Service IAW FAR Clause 52.208-9, therefore this clause is removed.

21. The Solicitation contains a geographic restriction that appears to have been included in error. Specifically, the Solicitation limits competition to “qualifying 8(a) firms in the Washington Metropolitan Area District Office of the Small Business Administration,” and states that the Government “will not consider” offers from firms outside the Washington Metropolitan Area District Office. This restriction appears to be inconsistent with the Small Business Act, 15 U.S.C. § 637(a), and the implementing regulations at 13 C.F.R. § 124.501(g) and (k), which authorize geographic restrictions only for 8(a) construction contracts. The subject requirement does not appear to be a construction contract.

Additionally, 13 C.F.R. § 124.507(c)(2) provides that, “Except for construction contracts, all eligible Participants regardless of location may submit offers in response to competitive 8(a) solicitations.” Based on the above, please confirm whether the Government intends to remove the geographic restriction from the Solicitation.

GOVERNMENT RESPONSE: Per the Amendment, this restriction has been removed from item 16 of the Combined Synopsis/Solicitation (paragraph 7).
