About this file
This is Amendment 0003 to a Combined Synopsis/Solicitation for Regional 8(a) Custodial Services. The amendment corrects the proposal response deadline from February 19, 2026 to March 2, 2026, with all other terms and conditions remaining unchanged. The solicitation is issued by Naval Facilities Engineering Command (NAVFAC) in Washington, DC for a single firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract set aside for 8(a) certified small businesses in the Washington Metropolitan Area District Office. The contract will be awarded under FAR Part 12 (Commercial Items) and FAR Part 15 (Contracting by Negotiation), with NAICS Code 561720 and an annual size standard of $22,000,000. The contract term consists of one base year, four 12-month option periods, and one six-month option period, with a minimum guarantee applying only to the base period for recurring work.
The solicitation requires offerors to submit technical proposals, past performance and experience information, and price proposals for evaluation. A non-refundable charge applies for the solicitation package. Mandatory site visits are scheduled for February 17-19, 2026 at Washington Navy Yard, with participants required to complete a SECNAV 5512 form and present two forms of identification for facility access. Proposals must be submitted by the corrected deadline of March 2, 2026. The contract will replace the existing N40080-19-D-0306 contract awarded in 2019. Offerors must also submit confirmation of filing a VETS-4212 report for the 2024/2025 filing cycle or provide justification if not required.

N4008025R2233 Amendment 0003
Combined Synopsis/Solicitation in accordance with FAR 5.207 and FAR 12.603
(16) Description: Regional 8(a) Custodial Services. This work includes custodial services in accordance with the attached Performance Work Statement (PWS).
The Naval Facilities Engineering Command (NAVFAC) of Washington, DC 20374 intends to award a single, firm-fixed-priced Indefinite Delivery Indefinite Quantity (IDIQ) as a Competitive 8(a) set aside, using FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation.
The NAICS Code for this procurement is 561720 and the annual size standard is $ 22,000.000.00.
The contract term will be one (1) base year, four (4) twelve (12) month option periods, and a six (6) month option period. Only the base period for recurring work of the contract will offer a minimum guarantee.
This contract will replace a contract for similar services awarded in 2019, N40080-19-D-0306, as a firm-fixed priced indefinite delivery-indefinite quantity contract. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information.
Offerors can view and/or download the solicitation, and any attachments, at the System for Award Management (SAM) located at https://sam.gov under “Contract Opportunities” when it becomes available.
The proposed contract is limited to qualifying 8(a) firms in the Washington Metropolitan Area District Office of the Small Business Administration. The Government will not consider offers from other than 8(a) firms or 8(a) firms outside of the Washington Metropolitan Area District Office. 8(a) firms that are not serviced by the Washington Metropolitan Area District Office but have a bona fide place of business (as defined by SBA) within the geographic area served by the Washington Metropolitan Area District Office are also eligible to submit offers. An 8(a) firm not serviced by the Washington Metropolitan Area District Office must consult its servicing District Office regarding the establishment of a bona fide place of business or status of a previously established bona fide place of business. All other firms are deemed ineligible to submit offers.
The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government.
There will be a nonrefundable charge for the solicitation package.
