About this file

This is a custodial service specification document (Section J-1503010) that establishes performance standards, service classes, and work item frequencies for janitorial services in the Naval Washington District under solicitation N40080-25-R-2233. The document provides standardized definitions, acronyms, and references to applicable regulations including OSHA standards, The Joint Commission standards, and OPNAV instructions governing child and youth program facilities.

The specification defines four service classes (A through D) with varying frequencies for custodial work items, ranging from daily (S—once per shift) to annual (Y) service levels. Service Class A represents the highest frequency/quality standard, while Class D is the minimum. Key work categories include space cleaning (waste and recycling container emptying), area cleaning (low and high areas), window and glass surface cleaning, entrance cleaning, floor care (sweeping, vacuuming, wet mopping, stripping, coating, and buffing), carpet and rug deep cleaning, restroom services (cleaning, servicing, and disinfection), group shower and locker room services, and building perimeter debris removal. The document mandates enhanced service frequencies for Child Development Centers and Youth Centers per OPNAV Instruction 1700.9, Chapter 19, requiring daily cleaning of doorknobs and cubbies, and monthly or quarterly carpet deep cleaning with at least one annual steam cleaning in infant areas. A separate custodial inventory attachment details specific locations, building numbers, space types, floor types, and applicable service level standards or service classes for individual facilities within the contract scope.
