SUMMARY OF CHANGES
Combined Synopsis/Solicitation
16)
Description: Regional 8(a) Custodial Services. This work includes custodial services in accordance with the attached Performance Work Statement (PWS).
The Naval Facilities Engineering Command (NAVFAC) of Washington, DC 20374 intends to award a single, firm-fixed-priced Indefinite Delivery Indefinite Quantity (IDIQ) as a Competitive 8(a) set aside, using FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation.
The NAICS Code for this procurement is 561720 and the annual size standard is $ 22,000.000.00.
The contract term will be one (1) base year, four (4) twelve (12) month option periods, and a six (6) month option period. Only the base period of the contract will offer a minimum guarantee.
This contract will replace a contract for similar services awarded to NJS Joint Venture, LLC of San Jose, CA in 2019 for $21,758,000.00 (firm-fixed price portion) and $6,571,000.00 (indefinite quantity estimate/maximum value per year). Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package.
Requests under the Freedom of Information Act are not required for this information.
Offerors can view and/or download the solicitation, and any attachments, at the System for Award Management (SAM) located at https://sam.gov under “Contract Opportunities” when it becomes available.
This procurement is 8(a) Small Business set-aside in accordance with FAR 19.805-1.
The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government.
There will be a nonrefundable charge for the solicitation package.
Section G.6 FedMall Blanket Task Orders In order to adequately support mission requirements, it may be necessary to award lump sum Indefinite- Delivery Indefinite-Quantity (IDIQ) quantities based on anticipated needs for a specified period (either monthly or quarterly) rather than a separate order as each requirement arises. A Blanket Task Order must represent a bona-fide need based on documented historical data or estimates for the work anticipated for a specific period. Documenting the bona-fide need is a customer responsibility.
Section H.11 Blanket Task Order Procedures To adequately support mission requirements, the Government reserves the right to issue Blanket Task Orders (BTOs) with bulk funding for non-recurring work based on anticipated needs for a specified period.
Performance of work shall not commence until authorization via a Notice to Proceed (NTP) is received from the Contracting Officer. The NTP will be given by the Contracting Officer for each negotiated work authorization and will include a firm fixed-price not-to-exceed amount which can only be altered via BTO modification. A BTO should be of low complexity, and the total award value is limited based on historical usage but shall not exceed $5M. Complex actions requiring extensive discussion of scope, pricing, and time should not be executed using this process.
Remove FAR 52.208-9 Contractor Use of Mandatory Sources of Supply or Services.
