Per Amendment 0004, no further questions are accepted.

Delivery covers the 48 contiguous states, the District of Columbia, and non-foreign Outside Continental United States locations. The contract is a 60-month IDIQ with a base year from February 19, 2027 through February 18, 2028, plus four one-year ordering periods through February 18, 2032. The minimum ordering obligation is $1,000, and the maximum is $2,000,000 per transaction or 1 day. Scope is over 750 items of toner and printer consumables from Brother, Canon, Dell, Epson, HP, Lexmark, Okidata, and Xerox. Per the Q&A, only OEM-branded products are acceptable. A Nonmanufacturer Rule waiver covers all products under the contract, and TAA and Buy American requirements are waived. This is a recompete of contracts 697DCK-25-D-00014 (active) and 697DCK-21-D-00007 (inactive).

Requirements include a contractor-provided, Section 508-compliant Supply Order Tracking web portal with real-time order tracking, not OEM distributor portals. Past experience requires two current or completed contracts, each with a minimum yearly value of $1,000,000 and a minimum complexity of 620 unique part numbers under Amendment 0005. Each example must include at least three of the eight named brands, and at least one must be a government contract. Non-JV prime offerors must perform all cited past performance work, and subcontractor or teaming experience does not count. Joint venture offerors can reference individual member experience. Past performance requires two references documented by CPARS or Past Performance Questionnaires, and one of each is acceptable.

The technical proposal is capped at 12 pages: Factors 1 and 3 at two pages each, and Factors 2 and 4 at four pages each. Evaluation covers program management, order processing, financial and contract management, product and service delivery, past experience, and past performance, plus price. Volume III uses the Pricing Model Evaluation Worksheet (SIR Attachment 2), which requires MSRP discounts by brand and annual escalation rates across the base year and four ordering periods. Discounts are fixed for the life of the contract. Amendment 0005 requires all offerors to resubmit complete proposals, though previously submitted Attachments 3 and 4 can be reused if they meet amended requirements.
