About this file
This document is a Questions and Answers matrix for Amendment 0003 to the Federal Aviation Administration's SAVES Print Consumables Recompete Indefinite Delivery Indefinite Quantity (IDIQ) solicitation (SIR 697DCK-25-R-00368). The Q&A document addresses vendor inquiries regarding evaluation criteria, submission requirements, and product specifications for an estimated 753 stock keeping units (SKUs) of printer toner consumables.
Key evaluation requirements clarified include: Factor 5 (Past Experience) requires contractors to demonstrate minimum annual contract value of $1,000,000 across 750+ part numbers based on company experience rather than individual executive experience, though Joint Venture offerors may reference individual member experience under amended criteria; Factor 1A requires contractors to provide their own Section 508-compliant Supply Order Tracking (SOT) web portal for real-time order tracking rather than relying on OEM distributor portals; Factor 4B requires contractors to submit their own logistics plan demonstrating 98% on-time delivery and 100% damage-free delivery, not reseller logistics data; and non-Joint Venture prime contractors cannot rely on subcontractor or teaming partner experience to satisfy past performance requirements. Offerors must provide pricing for all items listed in SOW Attachment IV (Printer Consumables List), with only OEM-branded products acceptable. Any discontinued or unavailable items must be reported to the FAA before the Amendment 0003 Question & Answer period closes. For MSRP pricing in Attachment 2, offerors are responsible for researching and proposing values when official MSRPs are not published by OEM manufacturers.

Experience (Factor 5 - Past Experience) Requires prime contractor contract examples demonstrating a minimum annual value of $1,000,000 across 750+ part numbers.
Does the FAA permit a newly established Prime Offeror to satisfy the Factor 5 past experience requirements through the direct, relevant government project experience of its key executive personnel, or through joint venture / teaming agreements?
Factor 5 - Past Experience – is based on the company's past experience, not on a specific individual experience.

23 Section L Section L.4.2.1 Supply Order Tracking (SOT) Web Portal & Section 508 Compliance (Factor 1A): Section L.4.2.1 outlines requirements for a user-friendly, Section 508-compliant web portal to manage real-time order tracking, SKU searches, and status reporting.
Question 2A: If an offeror partners directly with an authorized OEM distributor and provides the FAA direct access to the distributor's established order tracking portal, will this satisfy the web portal requirement under Factor 1A?
Question 2B: Is providing the partner supplier’s official VPAT (Voluntary Product Accessibility Template) acceptable to prove Section 508 compliance?
Answer 2A: No. The portal should be from the contractor and not the reseller. If tracking by the OEM provided, then it will require the government to track items from up to 6 portals.
Answer 2B: No. See above answer.

24 Section L Section L.4.2.1 Performance Metrics & Logistics Data (Factor 4B - Product Delivery): Section L.4.2.1 requires a logistics plan demonstrating a 98% on-time delivery rate and 100% damage-free delivery.
Does the FAA accept verified distributor logistics tracking reports and direct carrier SLA performance data as acceptable evidence to satisfy this requirement?
No. The logistics plan should be from the contractor and not the resellers. Each reseller may have different logistics plan requiring the FAA to track their plans per reseller and not a single logostics plan.
