13 Section L L.4.2.2 FACTOR 5 - PAST EXPERIENCE INFORMATION- Table 1- Past Experience Criteria
N/A Can the government clarify if the criteria for the Past Experience Scope should be read to mean that any of the brands included would be sufficient, or does the experience provided need to encompass every brand listed?
See Amendment 0002 OMNI Business Systems Amendment 0002 Section L.4.2.2 FACTOR 5 - PAST EXPERIENCE INFORMATION- Table 1- Past Experience Criteria "Three (3) of the following brand names must be included as part of the scope:

14 Section L L.4.2.2, FACTOR 5 – PAST EXPERIENCE INFORMATION- Table 1 – Past Experience Criteria
N/A In the interest of promoting competition, would the Government consider revising the complexity criterion to permit offerors to demonstrate relevant past experience through either (1) managing at least 750 consumable part numbers or (2) processing at least 500 orders annually under a Governmentwide Acquisition Contract (GWAC), Blanket Purchase Agreement (BPA), or similar contract vehicle?
Recognizing complex order volume as an alternative measure of experience would expand small-business participation while ensuring that offerors demonstrate experience managing requirements of comparable scale and complexity.

20 Schedule A Small-Business Reservation; NAICS 325992 The solicitation is reserved for small business under NAICS 325992 and requires more than 750 consumable items from multiple OEM brands.
May a qualifying small-business nonmanufacturer serve as the prime offeror and furnish compliant products from multiple OEM manufacturers and authorized distribution channels? If so, please identify any product-origin, manufacturer-size, waiver, or nonmanufacturer-rule documentation the FAA will require with the proposal.
The requirement spans many OEM brands.
Clarification is needed to confirm the permissible reseller structure and the evidence required for small-business eligibility.
See Amendment 0002 Carroway Holdings, LLC Amendment 0002 Add to Section J. Attachment (07) Nonmanufacturer Waiver Memo
21 Section L Technical Proposal / Web Portal Program Management and Web Portal Requirements
Technical acceptability includes web-portal functionality for ordering, status, reporting, and program administration.
Must the proposed web portal be fully operational and available for FAA evaluation on the proposal due date, or may an offeror propose a demonstrated commercial platform with configuration and deployment completed during a post-award transition period? If post-award deployment is allowed, what is the required readiness date?
This clarification determines the appropriate platform demonstration, implementation schedule, and distributor integration evidence for the technical proposal.
Since the SOW section 3.3 Shipping and Tracking, states that "The Contractor is required to provide a Post Award demonstration (DS-11) of the vendor web portal with the SOT team to ensure accessibility among users. The demonstration will be scheduled by the COR following award," the web portal must be ready for demonstration within a few days of contract award.
