About this opportunity

The Department of the Air Force (United States Air Forces in Europe–Air Forces Africa) is soliciting proposals for commercial mail handling and distribution services at the Germany Aerial Mail Terminal (GAMT) IV facility, with proposals due June 22, 2026, at 13:00 CET and questions due May 26, 2026. This is an unrestricted (non-set-aside) acquisition under NAICS 491110, Postal Service, with PSC R604.

Place of performance is Frankfurt International Airport, Germany (landside or airside within cargo/logistics areas). The contractor must receive, process, sort, and dispatch military mail 24 hours per day, 7 days per week for military and DoD civilian personnel throughout the European Theater and designated CONUS gateways, processing approximately 23,166 kilograms daily with November–December seasonal peaks of roughly 25 percent. The contractor must secure a leased facility at Frankfurt with minimum 110 square meters of office space for nine government workstations, dock heights of 51–56 inches, simultaneous staging capacity for 50 aircraft containers, calibrated scales, internet connectivity for AMPS system access, and parking for 10 vehicles. The contractor is solely responsible for obtaining and funding all Frankfurt International Airport access badges for employees and must ensure non-U.S. citizen employees demonstrate English proficiency at CEFR Level B1.

The contract structure comprises a two-month phase-in period (December 1, 2026–January 31, 2027), a 10-month base period (February 1–November 30, 2027), and four one-year option periods extending through November 2031, priced firm-fixed-price in Euros. Contingency/wartime mail surge operations are priced separately per kilogram with an 800,000-kilogram activation threshold, EUR 750,000 annual ceiling per surge contract line item, and EUR 3,750,000 cumulative ceiling across all surge line items over the contract period.

Technical evaluation requires "Acceptable" ratings across three subfactors: Past Technical Experience (at least one contract reference within three years demonstrating 12+ consecutive months of mail handling services processing minimum 8,000,000 kilograms annually), Management Approach (facility plan at Frankfurt, mail processing methodology, communication procedures, and mission essential continuity plan for crises up to 30 days), and Quality Control Plan (addressing COR communication, organizational accountability, deficiency correction, timeline compliance, and mail security). Past performance is evaluated on recency (minimum 12 consecutive months within five years), relevancy (similar scope and 8,000,000+ kilograms annually), and performance quality. Award will be made on a Lowest Price Technically Acceptable basis to the responsible offeror with the lowest evaluated total price (including phase-in, base, four option periods, and six-month extension for evaluation only) who achieves acceptable technical and past performance ratings. Proposals must be submitted in three volumes: Price (maximum 7 pages), Technical (maximum 30 pages including Mission Essential Plan), and Past Performance (maximum 15 pages or 3 pages per reference, up to 5 contract references combined between prime and major subcontractors performing 25% or more of effort). Offerors must submit completed SF 1449, acknowledge amendments via SF 30, and provide Subcontractor Consent Forms for major subcontractors. Amendment 0002 (issued June 16) extended the deadline by six days and removed the requirement for subcontract price analysis in proposals; the Government now evaluates price reasonableness at the prime contract level only.
