About this opportunity
The United States Air Forces in Europe - Air Forces Africa is seeking a contractor to provide mail handling and distribution services for the Germany Aerial Mail Terminal IV (GAMT IV) facility located at Frankfurt International Airport. This draft RFP is issued to gather industry feedback on the re-acquisition of this requirement, which supports efficient receipt, processing, and dispatch of mail for military personnel, Department of Defense civilians, and contractors throughout the European Theater and designated Areas of Responsibility. Key contract requirements include maintaining a secure mail handling facility, processing both prograde and retrograde mail, establishing communication protocols with government mail control activities, and developing a comprehensive Quality Control Plan. Offerors must demonstrate at least 12 consecutive months of similar mail handling experience within the past three years and must have relevant past performance involving processing a minimum of 8,000,000 kilograms of mail annually. The Government will evaluate proposals using a three-factor process: Price (lowest-priced, technically acceptable offeror wins), Technical Performance, and Past Performance, with the evaluation based on recency within five years and relevance to the solicitation scope. Potential offerors must submit questions and comments on the draft RFP no later than January 30, 2026, at 1500 Central European Time, directed to the Contracting Officer, Ms. Noemi Toth-Phillips.
This contract is designated as a Women-Owned Small Business set-aside with a total potential award amount of $9,000,000 over a five-year performance period from December 2026 through November 2031, consisting of a base period and four one-year option periods. The baseline monthly mail processing volume is 800,000 kilograms, with contingency surge operations available for extraordinary volume increases beyond this baseline at a firm-fixed-price per kilogram rate. All contract pricing and payments will be conducted in Euros rather than U.S. Dollars, and invoices must be submitted through WAWF using the Invoice 2-in-1 format as VAT-exempt. The contract is structured on a firm-fixed-price basis with monthly billing and performance measured against baseline mail handling metrics. A phase-in period is required at contract initiation, and the contractor must maintain 24/7 mail processing capabilities with the ability to process approximately 95 percent of prograde and retrograde mail daily. The final RFP will be posted at a later date, and the Government reserves the right to make changes from this draft version that will take precedence upon release.
