About this opportunity

The Department of the Air Force United States Air Forces in Europe - Air Forces Africa is soliciting maintenance, repair, and inspection services for hoists located in the Kaiserslautern Military Community (KMC), Germany. The procurement encompasses comprehensive hoist maintenance services including preventive maintenance, safety inspections, routine and emergency repairs, and parts replacement for 49 pieces of material handling equipment ranging from bridge cranes to electric winches with lifting capacities from 200 kg to 15,000 kg. Contractors must possess German Chamber of Commerce membership, provide certified technicians capable of working in both English and German, and demonstrate past performance in similar hoist maintenance services. The acquisition will be evaluated using lowest-priced, technically acceptable (LPTA) criteria, assessing both technical capability through past experience, contractor certifications, and quality control plans, as well as pricing across all contract periods. Quotes are due by August 22, 2025, at 14:00 CEST, with all submissions required in English and priced in Euros.

This firm-fixed-price contract opportunity is not designated as a small business set-aside and includes a base period from November 1, 2025, through October 31, 2026, with four consecutive one-year option periods potentially extending through October 31, 2030. The historical workload data indicates approximately 49 annual preventive maintenance actions, 49 safety inspections, 14 routine repair calls, and 2 emergency repair calls, with an estimated annual parts budget of EUR 32,000. The contractor must respond to routine repair calls within three hours and emergency calls within two hours, ensuring continuous and safe operation of equipment located primarily at Ramstein Air Base with additional units at Kapaun, CTS, and AMC facilities. Performance will occur at various buildings within the Kaiserslautern Military Community in Germany, specifically in the 66877 Ramstein-Miesenbach area. A mandatory site visit was conducted on July 31, 2025, allowing potential vendors to inspect the crane equipment across five specific buildings that will require servicing under this contract.
