About this file
This is a Questions and Answers document (Batch 4) issued as a Solicitation Amendment to FA564126R00010001 for the Germany Aerial Mail Terminal (GAMT) IV requirement on 11 June 2026. The document addresses critical clarifications regarding scanning requirements and pricing submission processes that will be formally executed through forthcoming Amendment 0002.
The Government confirmed that contractors must perform piece-level scanning of all loose pieces, nested pouches, and pallets and associate them to DD Form 1372 during both receipt and dispatch for all ground-transported mail movements, including inbound/outbound APO shipments and truck-to-truck transfers. To support accurate labor estimation, the Government provided historical piece-count data spanning 2020-2025, with total annual volumes ranging from approximately 995,863 to 1,125,129 pieces, broken down by prograde (to GAMT) and retrograde (from GAMT) movements. Additionally, the Government removed the requirement for offerors to submit subcontract price analyses with their proposals, aligning the acquisition with commercial practices under FAR Part 12. The Government will evaluate the reasonableness of the total Firm-Fixed-Price at the prime contract level only. The proposal due date was extended by one week to 22 June 2026 at 13:00 CET to accommodate the new historical data and clarifications. Offerors are instructed to utilize both the historical kilogram data and the newly provided piece-count data to formulate their Firm-Fixed-Price proposals.

SOLICITATION AMENDMENT FA564126R00010001 – GAMT IV
QUESTIONS & ANSWERS (Q&A) BATCH 4
Date: 11 Jun 2026
NOTICE TO OFFERORS: FORTHCOMING AMENDMENT 0002 & PROPOSAL EXTENSION
Please note that based on a recent question received from industry regarding scanning requirements, and further internal review of the solicitation’s pricing instructions, the Government is currently drafting Amendment 0002. This forthcoming amendment will incorporate the following changes:
1. Historical Workload Data (Piece Count): To accurately assist offerors in estimating labor for piece-level scanning requirements, PWS Appendix B will be amended to include Table B-4, which provides the historical mail volume by piece count (detailed in Question 1 below).
2. Subcontract Pricing Analysis Removed: In alignment with commercial acquisition practices, the Government is completely removing the requirement for offerors to submit subcontract price analyses with their proposals. The Addendum to FAR 52.212-1 and the Addendum to FAR 52.212-2 will be amended to delete these requirements (detailed in the Revised Question from Batch 1 below).
Due to the introduction of the new historical piece-count data, the proposal due date is being extended. Proposals are now due no later than 13:00 CET on 22 June 2026.
The formal Amendment 0002 officially executing these changes will be posted to SAM.gov in the coming days. In the interim, offerors are instructed to utilize the Government responses and the historical data provided below to guide their proposal preparation.

The Government appears to have expanded the mail accountability requirements in GAMT IV through the mandatory scanning and association of Enhanced Distribution Labels (EDL), Universal Postal Union (UPU) labels, and/or Product Tracking and Reporting (PTR) numbers to DD Form 1372 manifests for all ground-transported mail, including inbound APO shipments, outbound APO shipments, APO-to-APO movements, and truck-to-truck transfers. Previous GAMT requirements primarily referenced scanning existing labels for tracking purposes. QUESTION: Can the Government confirm whether its intent is for contractors to perform piece-level scan-to-manifest accountability for all applicable ground-transported mail movements, and whether the historical workload data provided reflects the anticipated volume of these scanning transactions associated with the expanded requirement?
Reference: PWS paragraphs 2.1.5., 4.2.3., 4.3.2. and 5.4.
Yes. The Contractor is required to perform piece-level scanning (scanning every single loose piece, as well as nested pouches and pallets) and associate them to the DD Form 1372 during both receipt and dispatch.
The Government acknowledges that the historical data originally provided in PWS Appendix B reflected only the weight (in kilograms). To assist Offerors in accurately estimating the labor required for these piece-level scanning transactions, the following historical piece-count data (calculated via ground transportation volumes in AMPS) is provided:
Year
Prograde (to GAMT)
Retrograde (from GAMT)
Total Piece Count
2020
978,400
146,729
1,125,129
2021
835,560
160,303
995,863
2022
881,988
169,384
1,051,372
2023
920,249
161,555
1,081,804
2024
872,245
164,144
1,036,389
2025
923,768
157,345
1,081,113
The forthcoming Amendment 0001 will officially add this table to PWS Appendix B. Offerors shall utilize both the historical kilogram data and this piece-count data to formulate their Firm-Fixed-Price proposals.
Due to this clarification and the additional data provided, the proposal due date is being extended by one week. Proposals are now due no later than 13:00 CET on 22 June 2026
Question from Q&A Batch 1 (15 May 2025) Reference: Atch 2 paragraphs 3.1.4; Atch 3 paragraph 1.2.6. The solicitation requires subcontract price analysis for proposed subcontracted efforts. Please clarify whether the subcontract price analysis is required for all subcontractors, only major subcontractors, or only subcontractors performing 25 percent or more of the total effort or otherwise performing critical work.
Revised Government Response:
Upon further consideration of this requirement and in alignment with commercial acquisition practices under FAR Part 12, the Government is removing the requirement for Offerors to submit subcontract price analyses with their proposals.
Please disregard any previous Government responses regarding this topic. Because this is a commercial acquisition where award will be based on adequate price competition, the Government will evaluate the reasonableness of the total proposed Firm-Fixed-Price (FFP) at the prime contract level. Offerors are not required to submit documentation of subcontract price analysis or their internal price evaluation models.
In the forthcoming Amendment 0001, paragraph 3.1.4 of the Addendum to FAR 52.212-1 (Instructions) and the corresponding evaluation criteria in paragraph 1.2.6 of the Addendum to FAR 52.212-2 will be deleted in their entirety."
