MEMORANDUM FOR PROSPECTIVE OFFERORS

FROM: AFICC/764 ESS

SUBJECT: FA5641-26-R-0001, Request for Proposals for the Germany Aerial Mail Terminal IV (GAMT IV) contract

1. This is a Request for Proposals (RFP) FA5641-26-R-0001 for the Germany Aerial Mail Terminal IV (GAMT IV) requirement. The GAMT IV operation ensures the efficient receipt, processing, and dispatch of mail, including postal equipment and supplies, for military personnel, Department of Defense (DoD) civilians, and contractors within the European Theater and other designated Areas of Responsibility. All the services shall be performed at Frankfurt International Airport, Germany.

For further detailed information please see the following documents:

• Solicitation FA5641-26-R-0001

• RFP Atch 1 – Performance Work Statement

• RFP Atch 4 – Request for Past Performance Information

• RFP Atch 5 – Subcontractor Consent Letter

• RFP Atch 6 – Pricing Spreadsheet

2. The due date for questions regarding the solicitation is 26 May 2026, at 1500 Central European Summer Time (CEST).

3. All proposals are due on 16 June 2026, at 1500 CEST.

4. Please refer all questions and proposals to the Procurement Contracting Officer, Ms. Noemi Toth-Phillips at noemi.toth-phillips@us.af.mil. Additional copies may be submitted to the Contract Specialists, Ms. Barbara Wafzig at barbara.wafzig.de@us.af.mil and Ms. Ina Hemmer at ina.hemmer.de@us.af.mil.

5. Please note that US Federal procurement under the Federal Acquisition Regulations (FAR) has undergone a reform per Executive Order 14275, Restoring Common Sense to Federal Procurement. Subject solicitation is issued under the new framework, the revolutionary FAR overhaul (RFO). The FAR is no longer the governing authority for US Federal procurements.

The governing authority now is the RFO. In addition, the Defense Federal Acquisition Regulatory Supplement (DFARS) has been replaced by the Revolutionary DFARS (R-DFARS).

mailto:barbara.wafzig.de@us.af.mil mailto:ina.hemmer.de@us.af.mil

All Department of Defense-specific requirements must now comply with R-DFARS protocols.

Further, the Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) has been eliminated in its entirety. Air Force-specific guidance is now integrated directly into the RFO/R-DFARS framework as unified streamlined text. All proposals must be compliant with the new RFO standards. Please be advised that our contract writing system is currently being updated to reflect these changes. If you see legacy abbreviations (FAR/DFARS/DAFFARS) in the generated documents, please note that the numbering remains consistent with the new framework. For example, FAR Part 1 is now RFO Part 1, and DFARS Part 215 is now R-DFARS Part 215. To locate the specific regulatory structure, visit the official portal: https://acquisition.gov/far-overhaul
