About this file

This is a Summary of Changes document for Amendment 0001 to solicitation FA564126R0001 for GAMT IV, effective May 22, 2026.

The amendment modifies the Performance Work Statement, Solicitation Instructions, and Evaluation Criteria to clarify operational requirements and contractor responsibilities. Key changes to the PWS include: (1) redefining 24/7 mail processing capability boundaries into three categories—routine operations and delays managed by the Contracting Officer Representative (COR), predictable holiday peak season (November–January) transitions as standard baseline operations, and unforeseen contingencies requiring Contracting Officer approval; (2) completely removing the contractor's authority to handle Registered Mail, with the contractor now required to immediately notify the COR for Government retrieval and processing; (3) eliminating the requirement for Project Manager security clearances previously needed for Registered and Classified mail handling; (4) transferring airport access badge responsibility solely to the contractor, including all associated costs for initial applications, training, and annual renewals, with the Project Manager administering the process; (5) mandating that the proposed facility be located strictly "at" Frankfurt International Airport rather than "at or near"; and (6) requiring contractors to develop, maintain, and execute a Mission Essential Plan for up to 30 calendar days of crisis continuity. Solicitation instruction changes include increasing the technical proposal page limit from 25 to 30 pages and clarifying that the Mission Essential Plan submission requirement references PWS 13.1. The evaluation criteria now specify that offerors with unknown past performance—defined as those without relevant past performance records or insufficient information for meaningful rating—shall be considered "Acceptable" rather than evaluated unfavorably. Additionally, Clause H.001 establishes a 3-business-day notification timeline for the contractor to submit a Request for Determination upon reasonably projecting that the 800,000 kg Surge Activation Threshold will be exceeded during contingency or wartime operations. The Contracting Officer is Noemi Toth-Phillips (AFICC/764 ESS).

SUMMARY OF CHANGES – AMENDMENT 0001

SOLICITATION FA564126R0001 – GAMT IV

DATE: 22 May 2026

1. PURPOSE: The purpose of this document is to summarize the changes executed in Amendment 0001 to the subject solicitation. These changes encompass updates to the Performance Work Statement (PWS), Solicitation Instructions (Addendum to FAR 52.212- 1), Evaluation Criteria (Addendum to FAR 52.212-2), and Section H.

Specifically, this amendment:

• Clarifies the boundaries of the 24/7 operational requirements;

• Assigns airport access badge responsibilities to the Contractor;

• Completely removes the requirement for the Contractor to handle Registered Mail

• Mandates the proposed facility be located strictly "at" Frankfurt International Airport;

• Updates proposal page limits and removes DFARS references regarding the Mission Essential Plan;

• Clarifies the evaluation methodology for unknown past performance; and

• Establishes a 3-business-day notification timeline for Contingency/Wartime Mail Surge Operations under Clause H.001.

2. SUMMARY OF CHANGES: The following sections of the solicitation have been amended:

A. PERFORMANCE WORK STATEMENT (PWS) CHANGES

PWS Paragraph 5.1 (Mail Processing)

FROM:

5.1. The contractor shall have the capability to process mail 24 hours per day, 7 days per week, as required. The need for 24/7 operations will be determined by the COR based on mail volumes and flight schedules. The contractor shall ensure the accountability, safety, security, and integrity of the mail at all times throughout handling, processing, and transportation.

TO:

5.1. The contractor shall maintain the capability to process mail 24 hours per day, 7 days per week. The Government and the contractor shall manage the activation of this capability as follows:

a. Routine Operations & Delays: To clear short-term backlogs caused by routine flight delays, inclement weather, or system outages (e.g., AMPS), the COR may direct the contractor to execute short-term extensions of daily operational hours.

b. Holiday Peak Season: During the predictable holiday mailing season (November – January), volume surges and weather delays frequently necessitate a shift to continuous 24/7 operations. This seasonal transition is considered part of standard baseline operations. The contractor shall coordinate this transition with the COR based on volume and transportation schedules.

c. Unforeseen Contingencies: Any requirement to transition to sustained, continuous 24/7 operations outside of the predictable holiday peak season (such as those resulting from unforeseen operational shifts or national directives) shall be directed exclusively by the Contracting Officer (CO). If the CO directs the contractor to transition to sustained 24/7 operations, and the volume does not meet the thresholds established in the Contingency/Wartime Mail Surge Operations clause (H.001), the Government and the contractor will negotiate the change in operational schedule via a bilateral modification.

PWS Paragraph 5.6 (Registered Mail Processing)

FROM:

5.6. If registered mail is encountered during performance, the contractor shall immediately deliver it to the COR for proper handling and processing.

TO:

5.6. The contractor is not authorized to process, manifest, or take official custody of Registered Mail or classified material. In the event registered mail is encountered during performance, the contractor shall immediately notify the COR or designated Government representative to physically retrieve and process registered mail.

PWS Paragraph 9.2.1 (Project Manager Clearances)

FROM:

9.2.1. The Project Manager and the Alternate Project Manager shall be US citizens and shall possess and maintain an active "Secret" security clearance to meet security requirements associated with the handling of Registered, Classified, and other Sensitive mail.

TO:

(Original paragraph deleted in its entirety. Original Paragraph 9.2.2 has been renumbered to 9.2.1).

PWS Paragraph 9.3 (Contractor Security and Personnel Requirements)

FROM:

The contractor shall ensure that all personnel employed under this contract, including any representatives of the contractor entering the contractor-operated facility or handling U.S. military mail, comply with all security regulations directed by the MPM. Additionally, prior to the start of performance of subject contract, all contractor personnel (including Local Nationals, EU citizens, and non-EU citizens) shall submit, a Good Conduct Certificate (Polizeiliches Führungszeugnis) to the Project Manager. The Government will provide all contractor employees with an airport access badge based on their duties and assigned work location. Contractor employees shall wear and prominently display these access badges at all times.

TO:

The contractor shall ensure all personnel employed in the performance of this contract, as well as any representatives entering the contractor-operated facility or handling U.S. military mail, strictly abide by all security regulations directed by the Military Postal Service Procedures Manual (MPM). Prior to commencing performance on this contract, all contractor personnel must submit a valid Good Conduct Certificate (Polizeiliches Führungszeugnis) to the COR. Furthermore, the contractor is solely responsible for coordinating, obtaining, and providing Frankfurt International Airport access badges and any required training for all employees based on their specific duties and assigned work locations. This credentialing process shall be administered by the Project Manager. The contractor shall bear all costs associated with these access badges, including initial application fees, training costs and annual renewals.

The contractor shall ensure that all employees properly wear and openly display their badges at all times while on duty.

PWS Paragraph 13.1 (Performance of Services During Contingency/Wartime Operations)

FROM:

These services must be maintained during a crisis or contingency declared by the National Command Authority or Overseas Combatant Commander affecting the European theater of operation. The contractor shall develop, maintain, and execute a Mission Essential Plan (MEP) to ensure the continuity of these services for up to 30 calendar days during periods of crisis. The Government will notify the contractor in writing when a crisis is declared and execution of the MEP is required.
